In order to implement the spirit of the central document 1 and the relevant requirements of the State Council, and guide the rural land contractual management right to be transferred in a voluntary, paid, standardized and orderly manner according to law, the Ministry of Agriculture has previously identified 33 cities (counties, districts) as pilot areas for standardized management and service of rural land contractual management right transfer. These 33 cities (counties, districts) are Pinggu District of Beijing, Suning County of Hebei Province, Jinghai County of Tianjin, Xinjiang County of Shanxi Province, Zhalute Banner of Inner Mongolia Autonomous Region, Xiangxiang City of Hunan Province, Haicheng City of Liaoning Province, Gaoyao City of Guangdong Province, Yanbian Prefecture of Jilin Province, Gongzhuling City of Jilin Province, fuchuan county of Guangxi Zhuang Autonomous Region, Keshan County of Helen City of Heilongjiang Province, Dongfang City of Hainan Province and Songjiang District of Shanghai City. Pinghu city, Zhejiang; Xifeng, Guizhou; Jin 'an District, Anhui Province; Yunnan kaiyuan; Shaxian County, Fujian Province; Shaanxi Gaoling; Lishui, Jiangxi; Ning County, Gansu Province; Tengzhou, Shandong; Qinghai mutual assistance; Luoshan county, Henan; Pingluo, Ningxia; Wuhan in Hubei and Manas in Xinjiang.
