Article 4 The Municipal People's Government shall strengthen the leadership over the protection and management of scenic spots, incorporate the protection, utilization and management of scenic spots into the city's national economic and social development plan according to law, increase the input of factors, strengthen the organization and coordination of the related work of scenic spots, and study and solve major problems.
Qinhuai District People's Government is responsible for organizing the implementation of these Regulations, incorporating the planning, construction, protection and management of scenic spots into the national economic and social development plan according to law, compiling the annual plans for overall planning, detailed planning, special planning, characteristic block planning, urban design and infrastructure construction of scenic spots, establishing a scenic spot resource protection system, ensuring capital investment, strengthening the construction of infrastructure and public service facilities, and strictly protecting and rationally utilizing scenic spots resources. Fifth Qinhuai District People's government belongs to the scenic area management agencies responsible for the protection, utilization and management of scenic spots, and perform the following duties:
(a) the implementation of the overall planning, detailed planning, special planning, characteristic block planning and urban design of scenic spots;
(two) to establish and improve the scenic spot management system, formulate and implement the scenic spot service standards and other norms;
(three) to do a good job in the audit of related construction projects and activities in scenic spots according to law;
(four) focusing on cultural tourism creativity and leisure tourism industry, improving the quality of scenic spots, coordinating the overall protection, effective renewal and activation of key areas of scenic spots, and promoting the promotion of cultural tourism functions;
(five) responsible for the supervision and management of scenic spots in accordance with the law, organize regular inspections on the protection, utilization and management of scenic resources, and carry out safety risk assessment of scenic spots;
(six) to cooperate with the relevant administrative departments to optimize the tourism supporting services, improve the tour conditions, and do a good job in the daily management of night lighting, shop bidding cards, shop decoration and so on. , to maintain public order, market order and scenic city appearance and environment;
(seven) responsible for the custody, operation and maintenance of infrastructure and public service facilities within the scope of authority;
(eight) the establishment of scenic complaints and dispute mediation mechanism, timely handling of complaints and reports, investigate or assist in the investigation of illegal acts in the scenic area;
(nine) to coordinate the territorial security work of major activities in scenic spots;
(ten) other duties entrusted by the Municipal People's government and the Qinhuai District People's government. Sixth landscaping administrative departments shall be responsible for the industry management of scenic spots according to law, and give guidance and supervision to the greening management of scenic spots.
The administrative department of culture and tourism shall be responsible for the supervision and management of national tourist attractions, cultural tourism business premises, public cultural service activities, intangible cultural heritage inheritance and cultural relics protection according to law.
Public security organs are responsible for public security and road traffic management in scenic spots according to law, and implement safety licensing and safety supervision for large-scale mass activities.
The administrative department of market supervision shall be responsible for the supervision and management of commodity sales, food safety, price and special equipment safety in scenic spots according to law.
The administrative department in charge of emergency management shall be responsible for the comprehensive supervision and management of safety production in scenic spots according to law.
The competent department of commerce administration is responsible for guiding the positioning of commercial formats in scenic spots, upgrading files, and supporting and promoting the construction and development of demonstration pedestrian streets.
The administrative department of planning and natural resources shall be responsible for the preparation of relevant planning of scenic spots, examine and approve the planning resources of construction projects, and guide and supervise the implementation of other related planning and construction.
The competent administrative department of ecological environment shall be responsible for the environmental supervision and management of scenic spots according to law, regularly carry out water quality monitoring of Qinhuai River, and investigate and deal with illegal acts such as catering noise and excessive emission of lampblack.
The administrative department of housing security and real estate management shall be responsible for the unified guidance and comprehensive supervision and management of the use safety of houses in scenic spots according to law.
The administrative department in charge of urban management shall be responsible for the organization, guidance, supervision, inspection and comprehensive evaluation of the appearance management of scenic spots according to law, and conduct comprehensive coordination, overall planning, guidance, supervision, inspection and evaluation of domestic waste management.
Development and reform, finance, urban and rural construction, water affairs, taxation and other administrative departments shall, in accordance with their respective responsibilities, do a good job in the protection and management of scenic spots.
