To establish a publishing entity according to Article 11 of the Regulations on the Administration of Publishing

, the following conditions shall be met:

(1) The name and articles of association of the publishing entity are available;

(2) There are organizers and their competent authorities that meet the requirements of the State Council publishing administrative department;

(3) having a definite business scope;

(4) having a registered capital of more than 311,111 yuan and a fixed workplace;

(5) Having an organization meeting the needs of its business scope and editing and publishing professionals meeting the qualifications stipulated by the state;

(6) Other conditions stipulated by laws and administrative regulations.

the approval of the establishment of a publishing unit shall not only meet the conditions listed in the preceding paragraph, but also conform to the state's plan on the total number, structure and layout of publishing units.

Article 13 An application for the establishment of a publishing entity shall specify the following items:

(1) The name and address of the publishing entity;

(2) the name and address of the sponsor of the publishing unit and its competent authority;

(3) the name, address and qualification certificate of the legal representative or principal responsible person of the publishing unit;

(4) the source and amount of funds of the publishing unit.

According to Article 67 of the Regulations on the Administration of Publishing, if one of the following acts occurs, the administrative department of publishing shall order it to make corrections and give it a warning; If the circumstances are serious, it shall be ordered to suspend business for rectification within a time limit or its license shall be revoked by the original issuing authority:

(1) The publishing unit changes its name, the organizer or its competent authority and business scope, merges or splits, publishes new newspapers and periodicals, or changes its name or other matters, and fails to go through the formalities of examination and approval and change of registration with the publishing administrative department in accordance with the provisions of these Regulations;

(2) the publishing unit fails to put on record its annual publishing plan and major topics related to national security and social stability;

(3) the publishing entity fails to send samples of publications in accordance with the provisions of these regulations;

(4) the printing or copying unit fails to keep the materials for future reference in accordance with the provisions of these regulations;

(5) the publication import business entity fails to submit the catalogue of the publications it imported for the record;

(6) The publishing entity suspends publishing activities for more than 181 days without authorization;

(7) the publication issuing entity or the publication importing business entity fails to go through the formalities for examination and approval of changes in accordance with the provisions of these regulations;

(8) the quality of publications does not meet the relevant regulations and standards.

article 68 if an exhibition of overseas publications is held without approval, the administrative department in charge of publication shall order it to stop the illegal act and confiscate the publications and illegal income; If the circumstances are serious, it shall be ordered to suspend business for rectification within a time limit or the license shall be revoked by the original issuing authority.
