According to the Law of the People's Republic of China on the Protection of Disabled Persons and the actual situation of this Municipality, these measures are formulated. Article 2 The term "health massage industry for the blind" as mentioned in these Measures refers to health massage institutes and institutes that are sponsored by the blind or have a certain proportion of blind people engaged in business and registered. Article 3 The Municipal Disabled Persons' Federation shall be responsible for the qualification identification of blind massage institutions, organize, coordinate and supervise the implementation of these measures, and be specifically responsible for the daily management of blind massage industry in xingqing district, Goldwind District and Xixia District.

Yongning County, Helan County and lingwu city Disabled Persons' Federation are responsible for the management of the blind health massage industry in their respective jurisdictions, and accept the guidance and supervision of the Municipal Disabled Persons' Federation.

The Labor and Employment Service Center under the Disabled Persons' Federation is responsible for organizing blind health massage personnel to participate in various vocational skills training and related knowledge continuing education.

The departments of industry and commerce, human resources and social security, public security, health, taxation, urban management, etc. shall, according to their respective responsibilities, do a good job in the management of the blind massage industry. Article 4 The municipal and county (city) people's governments and their departments shall take concrete measures to support blind massage personnel to set up individual, private or other forms of health massage institutions, and implement preferential policies for those who set up health massage institutions in accordance with relevant regulations. Article 5 To establish a health massage institution for the blind, those who meet the following conditions may apply to the local Federation of Disabled Persons for the Qualification Certificate of the Health Massage Institution for the Blind:

(1) Having a fixed business place, indoor ventilation and fire fighting devices, impervious and anti-skid floors, blind handrails, and transparent glass for doors and windows; Equipped with perfect cleaning and disinfection facilities, bath towels, face towels, cushion towels, slippers, pedicure tools and drinking utensils should be cleaned and disinfected in strict accordance with relevant hygiene standards.

(2) If the blind person is the legal representative, the proportion of blind masseurs must reach more than 61% (including 61%) among the personnel engaged in health massage services. If a sound person is the legal representative, the proportion of blind masseurs among those engaged in health massage services shall not be less than 81%.

(3) the roster of employees of the blind health massage institutions and the relevant certificates of the massage personnel.

(4) the labor contract signed between the blind massage institution and the hired blind massage personnel, and the full payment of social insurance vouchers such as basic pension, medical care, unemployment and industrial injury for the blind massage personnel.

(5) It has a management system and business rules.

In line with the conditions specified in the preceding paragraph, the Disabled Persons' Federation will issue the Qualification Certificate of Health Massage Institution for the Blind. Article 6 The administrative department for industry and commerce shall register those who hold the Qualification Certificate of blind massage institutions according to law. The health department shall, in accordance with the law, handle the hygiene license for public places, and reduce or exempt the relevant expenses in accordance with the relevant provisions.

the name of the registered health care massage institution for the blind should be crowned with the words "health care massage for the blind". Article 7 Persons engaged in health massage for the blind must hold the following documents and certificates:

(1) My ID card and the Disabled Person's Card;

(2) Vocational Qualification Certificate of health care massage therapist, People's Republic of China;

(3) a physical examination certificate issued by a medical and health institution at or above the county level. Eighth tax, industry and commerce departments to obtain the "blind health massage institutions qualification certificate" of the blind health massage institutions in accordance with the relevant provisions of tax relief. Article 9 Health care massage institutions for the blind shall operate within the business scope approved by the administrative department for industry and commerce, and clearly mark the service items. Article 11 City, county (city) Disabled Persons' Federation shall input information such as the name, gender, place of origin, ID number, disabled person's ID number, massage technical certificate number, working unit, work performance, illegal records and so on of the employees of blind health massage institutions into the computer, and implement information management. Eleventh blind health massage institutions need to change the name, business premises and the main person in charge or division, merger, it should re apply for the "blind health massage institutions qualification certificate"; If it is necessary to close down or terminate, the Federation of Disabled Persons shall withdraw the Qualification Certificate of Health Massage Institution for the Blind. Article 12 the annual examination system shall be implemented for the qualification certificate of blind massage institutions, and the following materials shall be submitted for the annual examination:

(1) Annual examination report form in triplicate.

(2) Certificate of Qualification of Health Massage Institution for the Blind, original and photocopy.

(3) the original and photocopy of the Business License.

(4) the original and photocopy of the qualification certificate of employees (including blind massagers, able-bodied massagers and administrators).

(5) the original and photocopy of the identity card of the legal person and the person in charge.

those who pass the annual examination shall be stamped with the special seal for passing the annual examination on the Qualification Certificate of Health Massage Institution for the Blind. Article 13 In any of the following circumstances, the annual examination is unqualified:

(1) The proportion of blind health massage personnel employed by blind health massage institutions does not reach the provisions of Item (2) of Paragraph 1 of Article 5 of these Measures;

(2) employing massage personnel who are not qualified for employment;

(3) There is no fixed place or the business address does not match the address of the Business License.

(4) damaging the legitimate rights and interests of the blind or dismissing the blind health massage personnel without justifiable reasons;

(5) renting, lending or transferring the Qualification Certificate of Health Massage Institution for the Blind;

(6) failing to observe the working hours stipulated in the labor contract or failing to pay wages and social insurance premiums as stipulated in the labor contract.

anyone who fails to pass the annual review shall be ordered to make rectification within a time limit; Overdue rectification or rectification is still unqualified, by the Disabled Persons' Federation to recover the "blind health massage institutions qualification certificate".
