Article 4 of the Food Safety Law stipulates that the State Council shall establish a food safety committee, whose duties shall be stipulated by the State Council.
The State Council's administrative department of health assumes the responsibility for comprehensive coordination of food safety, and is responsible for the risk assessment of food safety, the development of food safety standards, the publication of food safety information, the development of conditions for accreditation of food inspection agencies and inspection specifications, and the organization of investigation and handling of major food safety accidents.
The State Council quality supervision, industry and commerce administration and the State Food and Drug Administration in accordance with this Law and the State Council's responsibilities, respectively, for food production, food distribution, food service activities to implement supervision and management.
Since there are many supervisory departments, the division of specific functions and responsibilities is not particularly clear, so there will be a phenomenon of shirking responsibilities when there are food safety problems.
