in order to standardize the safe use of gas in restaurants and effectively curb the accidents of gas use in restaurants, our office, the Provincial Safety Supervision Bureau, the Provincial Department of Commerce, the Provincial Quality Supervision Bureau, the Provincial Public Security Department and other relevant departments jointly formulated the Basic Safety Requirements for the Use of Gas in Catering Places, which is now announced and will come into force as of the date of announcement.
basic safety requirements for the use of gas in restaurants I. basic requirements (1) establish and improve rules and regulations such as the responsibility system for safe gas use and operating rules for gas use, formulate emergency response plans for gas accidents, and publicize them on the wall together with the list of operators of gas facilities. (2) Organize operators to participate in safety education and training on a regular basis, master the hazards of gas, explosion-proof measures and common sense of emergency handling, be familiar with the use of gas facilities and fire-fighting facilities, and be familiar with relevant safety regulations and emergency handling procedures. (3) Designate a special person to be responsible for the daily safety inspection of gas equipment, and make records to ensure the safe and reliable operation of the equipment. When gas leakage is found, emergency measures should be taken immediately, and report to the gas supply enterprises and relevant departments. Take the initiative to accept the home security inspection and publicity and guidance on safe gas use of gas supply enterprises, and immediately implement the rectification of the safety hazards found in the security inspection of gas supply enterprises. (four) the design, construction and installation of gas pipelines in restaurants should be entrusted to units with corresponding qualifications, and the design and installation should meet the requirements of relevant national technical specifications; Select a gas supply unit that holds a valid Gas Business License or a Bottled Gas Supply License in Jiangsu Province to supply gas. Requirements for storage of gas cylinders (1) When the total weight of liquefied petroleum gas cylinders stored in catering places exceeds 111 kg (equivalent to 2 bottles of 51 kg or 7 bottles of 15 kg), a special gas cylinder room shall be set up. When the total weight of stored bottles is less than 421kg, the gas cylinder room can be set in a single-story special room adjacent to gas-using buildings (except residential buildings, important public buildings and high-rise civil buildings and podium buildings), and the special room shall comply with the provisions of Code for Design of LPG Supply Engineering (GB51142). When the total weight of stored bottles is more than 421kg, or if the bottles are forced to gasify, the gas cylinder room shall be set in an independent single-storey building with a distance of not less than 11m from other civil buildings. It is forbidden to have open flames and pile up inflammable and explosive articles in the room where gas cylinders are stored. Where bottled compressed natural gas is used, an independent gas supply station for cylinder groups shall be established, and the fire prevention distance between the cylinder groups and other civil buildings shall be no less than 1.8 meters. If bottled liquefied natural gas is used, an independent cylinder group gasification station shall be established. When the total volume of the cylinder group is less than or equal to 2 cubic meters, the fire prevention distance between the cylinder group and the civil building shall be no less than 1.2 meters. When the total volume of the gas cylinder group is more than 2 cubic meters and less than 4 cubic meters, the fire prevention distance between the gas cylinder group and the civil building shall be not less than 1.5 meters. (two) liquefied petroleum gas cylinder room, bottle group gasification room shall not be located in underground, semi-underground space and poorly ventilated places; The height of the room is not less than 2.2 meters; There are no heating ditches, drainage pipes, floor drains and other underground structures in the room. (3) The liquefied petroleum gas cylinder room and the gasification room of the bottle group set in the dining place should have obvious safety warning signs, set up gas concentration detection and alarm devices, and be equipped with at least two 8kg dry powder fire extinguishers; Explosion-proof electrical equipment is used in the room, and the electrical switch is set outdoors. (4) Other specific installation requirements of liquefied petroleum gas cylinder room and bottle group gasification room shall comply with the provisions of Code for Design of LPG Supply Engineering (GB51142) and Code for Fire Protection Design of Buildings (GB51116). Other specific installation requirements of compressed natural gas cylinder group gas supply station and liquefied natural gas cylinder group gasification station shall comply with the provisions of Code for Design of Compressed Natural Gas Supply Station (GB51112), Code for Design of Town Gas (GB51128) and Code for Fire Protection Design of Buildings (GB51116). (5) LPG gas cylinders and gas-liquid two-phase cylinders must be specially designed for special use, and the used and spare cylinders should be placed separately or separated by firewalls. Iii. Requirements for gas use places (1) If the urban pipeline gas supply mode is adopted, the setting of gas pressure regulation, metering, pipelines, valves and other facilities in the gas use places shall comply with the provisions of Code for Design of Urban Gas (GB51128). (2) Gas-using places shall install combustible gas concentration detection and alarm devices in accordance with relevant regulations, conduct regular tests and records to ensure that they are in a sensitive and effective state, and be equipped with dry powder fire extinguishers and other fire-fighting equipment according to standards. (3) Steel cylinders placed in gas-using places must be connected with gas burning appliances in the form of single bottles, and the horizontal clear distance from gas burning appliances should not be less than 1.5 meters. (4) Gas-using places must have good ventilation conditions, and mechanical air supply and exhaust devices that meet the ventilation requirements should be set up, and facilities for effectively eliminating combustion smoke should be set up above the gas appliances. (five) it is strictly forbidden to place liquefied petroleum gas cylinders in dining places. Requirements for gas equipment and facilities (1) Gas appliances, gas cylinders, connecting pipes and other accessories shall meet the product quality requirements and product technical requirements of current national standards, and the use of counterfeit and shoddy products is strictly prohibited. (2) Before and after using gas, it is necessary to check whether the gas appliances are in good condition and whether the gas switch is reliable. When problems are found, it is necessary to promptly report to the gas burning appliances installation and maintenance enterprise with corresponding qualifications for repair or replacement. (3) Within the effective service period of gas cylinders, the contents of the inspection signs shall be complete and clear, and cylinders without warning labels, filling marks, expired or scrapped shall not be used. (4) The normal service life of the pressure reducer for liquefied petroleum gas cylinders is 5 years, and the normal service life of the sealing ring is 3 years. When it expires or problems are found, it should be replaced immediately and recorded. (five) the supply of multiple gas cookers, steel pipe laying should be adopted; When the main gas pipeline is connected with multiple gas cookers, stainless steel bellows with double-threaded connection shall be used. The length of the stainless steel bellows shall not exceed 2 meters, and there is no interface in the middle; Stainless steel bellows shall not pass through walls, floors, ceilings, doors and windows. (6) Stainless steel corrugated pipe with double thread connection should be used to connect a single gas cylinder with a single gas cooker; When using oil-resistant rubber hose, the two ends of the connection should be fastened with clamps, and the length of the hose should be controlled between 1.2 m and 2.1 m, and there is no joint in the middle; It is forbidden to set up three-way shunt on the hose; Rubber hoses should be replaced once every 2 years. When they expire or are found to have aging, cracking and corrosion, they should be replaced in time, and a replacement record should be established. V. Requirements for gas operation (1) Carefully check before and after ignition. Before each ignition, check whether there is gas leakage, keep the air circulating when using, do not leave people, and close the gas master valve after using; Before the end of business every day, a special person should be appointed to check whether the main valve and the stove switch are turned off, so that people can't breathe. It is strictly forbidden to cook soup with gas at night without anyone. (2) Strictly abide by the prohibition regulations. 1. It is forbidden to use and store gas in places that do not have safety conditions; It is forbidden to use liquefied petroleum gas in high-rise buildings and underground and semi-underground spaces; It is forbidden to use two or more fuels including gas in the same room at the same time. 2. It is forbidden to change the place where gas facilities are installed into bedrooms, bathrooms or other places that violate the regulations on safe gas use. 3. It is forbidden to install and use gas burning appliances that do not meet the requirements of gas source, and it is forbidden to install, modify or dismantle gas meters and pipeline facilities before the meter without authorization; Unauthorized operation of public gas valves is prohibited. 4. It is forbidden to use gas fire for heating; It is forbidden to use open flame to check leakage. 5. It is forbidden to use the gas pipeline as a load-bearing bracket or grounding lead. 6. It is forbidden to heat, smash, invert or expose gas cylinders; It is forbidden to discharge gas and residual liquid in cylinders without permission, or to use cylinders to pour into each other. 7. It is forbidden to embezzle gas; It is forbidden to change the use of gas or switch to gas supply. (3) Conduct regular safety inspections and conduct regular gas safety inspections. The daily inspections mainly include: 1. Whether the gas cylinders, pipelines and gas appliances are leaking, and whether the pressure reducing valves and sealing rings are normal; 2. Whether the gas use place is well ventilated; 3. Whether the location of liquefied gas cylinders meets the safety requirements or not, and whether it reaches the testing cycle; 4, gas pipeline and cooker connecting pipe are in good condition, whether the connection is stable; 5. Whether the fire-fighting equipment is fully configured according to the specifications and is in good condition and effective; Whether the fire exits are unblocked and whether the safety warning signs are eye-catching; 6. Whether the combustible gas alarm probe is regularly submitted for inspection according to regulations, and whether the alarm is in good condition and effective. 7. Whether the main valve is closed when gas is not used. (4) Properly handle gas leakage and fire. When gas leakage (smell) is found, it is forbidden to ignite, and it is forbidden to turn on or off any electrical appliances. Immediately close the main valve, open the window, evacuate people, and report to the outdoor safety place. When the gas cylinder is on fire, cover it with a fire extinguisher or wet clothes, and then close the angle valve quickly. Vi. Relevant laws, regulations and normative documents The safety requirements for the use of gas in catering establishments shall also comply with the Law of the People's Republic of China on Work Safety, the Regulations on Urban Gas Management, the Regulations on Gas Management in Jiangsu Province, the Notice of the State Council Safety Committee on Deepening the Special Governance of Gas Safety in Catering Places (No.1 of Safety Committee _ 2113), and the Guiding Opinions on Strengthening Fire Safety in Mega-city Complex. Article 1 These Regulations are formulated in order to strengthen urban gas management, ensure gas supply, prevent and reduce gas safety accidents, safeguard citizens' lives, property safety and public safety, safeguard the legitimate rights and interests of gas operators and gas users, and promote the healthy development of gas industry.
article 2 these regulations shall apply to urban gas development planning and emergency support, gas operation and service, gas use, gas facility protection, gas safety accident prevention and treatment and related management activities.
these regulations are not applicable to the production and import of natural gas and liquefied petroleum gas, the pipeline transportation of natural gas outside city gates, the use of gas as raw materials for industrial production, and the production and use of biogas and straw gas.
the term "gas" as mentioned in these regulations refers to the gas fuel that is used as fuel and meets certain requirements, including natural gas (including coalbed methane), liquefied petroleum gas and artificial gas.
