Detailed Rules for Examination of Production License of Food Tools

I. Scope of Products to be Issued

These Detailed Rules are applicable to melamine plastic tableware, plastic cutting boards and disposable plastic tableware (including lunch boxes, bowls, plates, plates, cups, etc.) [MS1].

other food tool products that have not been included in the detailed rules of this review shall be stipulated separately when supplemented.

ii. basic production process and key process control

2.1 basic production process

the applicant enterprise shall formulate the production process and the corresponding program documents.

2.1.1 Melamine plastic tableware

Ingredients → Drying and preheating → Molding → Printing → Qualified finished products → Inspection

2.1.2 Plastic cutting board production process

Raw material mixing → Plasticization → Injection molding or compression molding → Inspection → Qualified finished products

Note: enterprises that purchase semi-finished products are limited to making.

Note: In the production process of disposable plastic tableware, sheet molding is not a necessary process and can be purchased from the sheet factory.

2.2 key process control

The enterprise shall formulate operation procedures or documents for the following key control links:

2.2.1 Raw material procurement control to ensure that the purchased raw materials meet the requirements of national sanitary standards for resin or finished products.

2.2.1 process recipe and process parameter control during processing.

2.2.2 Post-treatment

The utensils directly used in catering should be disinfected and effectively packaged to prevent dust, moisture, mildew and pollution; If there is a printing process, the drying process should be controlled to control the solvent residue of the product.

V. Requirements for raw and auxiliary materials

The raw materials used by enterprises in production should meet the corresponding national hygiene standards, and the types and dosage of additives should meet GB9685-2113 Hygienic Standards for the Use of Additives for Food Containers and Packaging Materials. If the raw and auxiliary materials used are products subject to production license management, certified products must be selected.

[MS6] VII. Certification inspection rules

7.1 sampling method

Products with the same raw materials, the same specifications and the same process are a batch.

7.1.1 sampling method of melamine plastic tableware

the sampling base of melamine plastic tableware is not less than 1.51 pieces, and each batch is not more than 1.1111 pieces, and 61 pieces from the same batch of products are taken as samples. Divide the sampled samples into 2 parts on average, 1 parts will be sent to the inspection organization and 1 parts will be kept by the enterprise for future reference.

7.1.2 sampling method for plastic cutting boards

the sampling base of plastic cutting boards is not less than 91 pieces, and each batch is not more than 51,111 pieces, and the sampling quantity is 41 pieces. Divide the sampled products into two parts, 1 for inspection and 1 for enterprise reference.

7.1.3 sampling method of disposable plastic tableware

the sampling base of disposable plastic tableware shall not be less than 1,111, and each batch shall not exceed 1,111, and the sampling quantity shall be 1,111. Divide the sampled products into two parts, 1 for inspection and 1 for enterprise reference.

after the sampling personnel of the review team and the accompanying personnel of the enterprises under random inspection confirm that the samples are correct, the sampling personnel and the personnel of the enterprises under random inspection shall stamp and sign the sampling sheet. The samples shall be sealed on the spot and sealed, and the seal shall be signed by the sampling personnel, stamped by the sampling unit and the sampling date. Products that need to be tested for solvent residues must be sealed and sealed with plastic bags.

[MS7]7.3 judging principle

7.3.1 Single judging

If one of the sensory and physical and chemical indicators (*) is unqualified, the sensory or physical and chemical indicators of the sample are judged to be unqualified, and re-inspection is not required.

if there are unqualified items in other inspection items, double samples shall be taken from the spare samples for re-inspection; if all the re-inspections are qualified, the item shall be judged as qualified; If it is still unqualified, the project will be judged as unqualified.

note (*): the physical and chemical indicators in these rules include: evaporation residue, potassium permanganate consumption, decolorization test, heavy metal content (Pb) and formaldehyde content.

7.3.2 If it is comprehensively judged that

all the inspection items are qualified, it is judged that the inspection results of this batch of products meet the standard requirements and meet the requirements of issuing production licenses. If one or more items (including one item) are unqualified, it is determined that the inspection results of this batch of products are unqualified and do not meet the requirements for issuing production licenses.

7.4 inspection time limit

the inspection institution shall complete the inspection within 31 days from the date of receiving the samples from the enterprise and issue an inspection report.

VIII. Labeling of QS mark

An enterprise shall print QS mark on the proper part of the mould of its certified product within 12 months after obtaining the certificate.
