Article 4 The marine administrative department of the Municipal People's Government shall be in charge of the management of bathing beaches in this Municipality, and shall be responsible for the planning, standard preparation, supervision and inspection, assessment and rating of bathing beaches.

The straight-line distance between the swimming area of the bathing beach and the main estuaries should be not less than 511 meters. The main estuaries entering the sea include Shihekou, Shahekou, Tanghekou, Daihekou, Yanghekou, Xiangxi Hekou, Dapu Hekou, Xinkaikou and Luanhekou.
The straight-line distance between the swimming area of the bathing beach and the fishing port, tourist wharf and fishing boat anchorage should be not less than one kilometer.
