1. Personnel come (return) to Changshu for management.
1. From now on, all foreigners (returning to Changshu) in Suzhou must hold the negative nucleic acid certificate within 48 hours, report to the destination unit and community (village) in advance, and sample and test the nucleic acid nearby within 12 hours after arriving in Changshu.
2. Strictly implement "7+7" health management measures, that is, 7 days of home health monitoring +7 days of follow-up health monitoring, and 1 times of nucleic acid detection on the 1 th, 2 nd, 3 rd, 5 th, 7 th, 11 th and 14 th days, for those who have come (returned) to Changshu with a history of living in cities where high-risk areas are located in China;

In addition, the "3+11" health management measures should be strictly implemented for the migrant workers (returning to Suzhou), that is, 3 days of home health monitoring +11 days of follow-up health monitoring, and 1 times of nucleic acid detection on the 1 th, 2 nd, 3 rd, 5 th, 7 th and 14 th days respectively.
2. Social prevention and control measures in Changshu.
1. All foreign (returned) Changshu personnel in Suzhou are not allowed to participate in mass activities during health monitoring, and consciously abide by the requirements of health monitoring. Cancel all kinds of offline festivals, exhibitions, promotions, Shang Yan and other public gathering activities.
2. Temporarily close theaters, Internet cafes, bars, KTV, dance halls, game halls, secret rooms, script killers, gyms, beauty salons, moxibustion halls, baths, foot baths (therapy) places, and all kinds of entertainment and sports projects inside Shangchao, continue to close chess rooms and mahjong halls, and continue to suspend offline training activities of off-campus training institutions.
3. Citizens should wear masks regularly when traveling, and actively cooperate with the inspection when entering various places.
3. Management responsibilities at all levels in Changshu.
1. In principle, all foreign (returning) personnel in Suzhou who did not hold the negative certificate of nucleic acid test within 48 hours will be persuaded to return, and all the information of those who entered will be registered.
2. All kinds of units, enterprises, construction sites, communities (villages), etc. strictly implement the management and control of personnel who come to (return to) Changshu, strictly check the negative certificate of nucleic acid test, health code and trip code within 48 hours, and strictly implement the corresponding management and control requirements.

Article 42
When an infectious disease breaks out and spreads, the local people's government at or above the county level shall immediately organize forces to prevent and control it according to the prevention and control plan, cut off the transmission route of the infectious disease, and if necessary, report to the people's government at the next higher level for decision, and may take the following emergency measures and make an announcement:

Article 45
In case of an outbreak or epidemic of infectious diseases, the State Council has the right to mobilize personnel or reserve materials in an emergency within its administrative area, and to temporarily requisition houses, vehicles and related facilities and equipment, according to the needs of epidemic control of infectious diseases.
