Chapter I General Provisions Article 1 In order to strengthen the protection and management of measurement signs, according to the "People's Republic of China *** and the State Ordinance on the Protection of Measurement Signs" and other relevant laws and regulations, combined with the actual situation in the province, the formulation of these measures. Article 2 The use, protection and management of measurement signs in the administrative area of this province are applicable to these measures. Article 3 The measurement mark referred to in these Measures is the location of the index measurement control points of markers, surveyors and other markers. Including construction on the ground, underground or buildings of all levels of triangular points, baseline points, wire points, military control points, gravity points, astronomical points, leveling points, global positioning satellite points of wood, steel surveyor's beacon and markers, used for topographic surveys, engineering surveys and deformation measurements, as well as field length of the fixed signs and other permanent measurement signs and measurements are being used in the temporary measurement signs. Article 4 The provincial people's government departments in charge of surveying and mapping work is responsible for the province's measurement mark protection management. Other relevant departments of the provincial people's government is responsible for the protection and management of the department's special measurement signs.

Municipal, state, county (city) people's government departments responsible for surveying and mapping work, is responsible for the administrative area of the protection and management of measurement signs.

The people's government at the township level is responsible for the protection and management of the administrative area of the measurement signs. Article V of the people's governments at or above the county level, the public security departments and other relevant departments should cooperate with the same level of management of surveying and mapping departments **** with the protection of measuring signs to do a good job of management. Article 6 The people's governments at all levels and the management of surveying and mapping departments shall make significant achievements in the protection and management of measurement marks units and individuals to be rewarded. Article 7 Measurement signs belong to the state, any unit or individual has the obligation to protect the measurement signs, the right to stop and report damage to the measurement signs. Chapter II Construction and Demolition of Measuring Signs Article 8 The permanent measuring signs are constructed in accordance with the surveying and mapping benchmarks and surveying and mapping standards stipulated by the state, and can be used for a long time and preserved permanently. Permanent measurement signs should be set up obvious indication mark. Article 9 The land occupied by the newly constructed permanent measurement signs shall be used for land use procedures in accordance with the relevant laws and regulations by the unit that constructs the measurement signs. Signs with a surveyor's beacon covers an area of 40 square meters -100 square meters, of which, unusual markers cover an area of 40 square meters -60 square meters, biconical markers cover an area of 60 square meters -100 square meters; no surveyor's beacon covers an area of 20 square meters -36 square meters.

To set up permanent measurement signs, the need to use the land in accordance with the law or the construction of permanent measurement signs on the building, the relevant units and individuals shall not interfere and obstruct. Article 10 for the installation of permanent measurement signs and occupy the land contracted by farmers, shall be deducted from the contracted arable land to be occupied by the corresponding area. Article 11 The new construction of measurement signs, should be in accordance with the relevant provisions of the state, to avoid electricity, radio and television communication facilities. Article XII of engineering construction, should avoid permanent measurement signs; indeed can not be avoided, the need to demolish the permanent measurement signs or permanent measurement signs to lose the effectiveness of use, engineering construction units shall perform the following approval procedures:

(a) demolition of the basic measurement signs or make the basic measurement signs to lose the effectiveness of use, Ⅰ, Ⅱ, such as trigonometric and astronomical points reported to the State Council surveying and mapping administrative department for approval; Ⅲ, Ⅳ and other triangular points, military control points reported to the provincial people's government for approval of the department of surveying and mapping work.

(2) the demolition of the department-specific permanent measurement signs or make the department-specific permanent measurement signs to lose the effectiveness of use, shall be set up by the consent of the department of measurement signs, and reported to the provincial people's government for approval of the department of surveying and mapping work.

The demolition of permanent measurement signs, shall also notify the relevant units and personnel responsible for the custody of measurement signs. Article 13 approved by the demolition of basic measurement signs or make the basic measurement signs lose the effectiveness of use, the construction unit shall, in accordance with national regulations to the provincial people's government departments responsible for the management of surveying and mapping work to pay for the relocation costs.

Approved by the demolition of department-specific measurement signs or make the department-specific measurement signs to lose the effectiveness of use, engineering and construction units shall be set in accordance with national regulations to set up a measurement sign of the department to pay for relocation costs; to find the department set up a special measurement signs, engineering and construction units shall be set up in accordance with the relevant provisions of the state people's government departments administering the surveying and mapping work to pay for the relocation of the cost. Article 14 The reconstruction of permanent measurement signs shall be organized and implemented by the department that collects the cost of relocating the measurement signs. Article 15 If a permanent measuring sign is located on a building, due to the reconstruction or demolition of the building, or if its beacon is on the verge of collapse and cannot be repaired, it shall be promptly reported to the department of the provincial people's government that manages the surveying and mapping work. Article 16 No unit or individual shall encroach upon the wooden or steel surveyor's beacon that collapses due to natural disasters. Chapter III Custody and Maintenance of Measuring Signs Article 17 The obligatory custody system of measuring signs shall be implemented. Measuring and mapping units to build permanent measurement signs should be entrusted to the relevant local units or individuals for long-term custody.

Measuring signs custodian should hold by the provincial people's government administration of surveying and mapping work of the unified issuance of measuring signs custodian card. Article 18 The entrusted custodian of the surveying and mapping unit should be entrusted with the custodian of the unit signed "entrusted custodian of measurement signs", clear rights and obligations of the two sides. The entrusted party shall copy the Measuring Symbol Entrusted Custody Book to the people's government at the township level and the departments of the people's government above the county level that manage the surveying and mapping work for the record.
