Article 6 Strengthen the research and development of science and technology for environmental protection, popularize advanced technologies, technologies and equipment with no or less pollution, low resource and energy consumption and high comprehensive utilization rate, develop environmental protection industry, and carry out international cooperation and scientific and technological exchanges on environmental protection. Article 7 Departments of environmental protection, culture, education, judicial administration, press and publication, radio and television at all levels should strengthen publicity and education on environmental protection and supervision by public opinion, popularize environmental protection science and legal knowledge, and raise citizens' awareness of environmental protection. Eighth units and individuals that have made remarkable achievements in protecting and improving the environment shall be commended and rewarded by the people's governments at all levels or the competent departments. Chapter II Management Responsibilities Article 9 People's governments at all levels shall be responsible for the environmental quality of their administrative areas, strengthen leadership over environmental protection and take measures to protect and improve the environment. Article 11 The competent administrative department of environmental protection of the people's governments at or above the county level shall exercise unified supervision and management over the environmental protection work in their respective administrative areas; Supervise and inspect the supervision and management of environmental pollution prevention and control and the supervision and management of natural resources protection and utilization of relevant departments.

Article 12 Departments of public security, transportation and fishery administration at all levels, administrative departments of railways and civil aviation, and environmental protection departments of the armed forces shall supervise and manage the prevention and control of environmental pollution in accordance with relevant laws, regulations and rules.
the departments of land, minerals, forestry, agriculture, water conservancy and animal husbandry of the people's governments at or above the county level shall supervise and manage the protection and utilization of natural resources in accordance with relevant laws, regulations and rules.

industry management departments and environmental monitoring institutions of enterprises and institutions are responsible for environmental monitoring of their own departments and units respectively; Entrusted by the administrative department of environmental protection at or above the county level, the monitoring data can also be used as the basis for evaluating environmental quality, charging for pollution discharge and handling pollution disputes after verification by the entrusted department.
in case of any dispute over the monitoring data, arbitration shall be conducted by the administrative department of environmental protection at the next higher level.
