In order to implement the deployment requirements of the the State Council Executive Meeting on "Cancelling the Qualification Certificate and Vehicle Operation Certificate for General Freight Vehicles with a Gross Mass of 4.5 Tons or Less", deepen the "streamline administration, delegate power, strengthen regulation and improve services" reform of transportation, and promote the logistics industry to reduce costs and increase efficiency, with the consent of the Ministry of Transport,

it is decided that, before the "Regulations of the People's Republic of China on Road Transport" and the rules of relevant departments are revised, the management of the qualification certificate and vehicle operation certificate for general freight vehicles with a gross mass of 4.5 tons or less will be implemented as follows:

1. Since 1 October 2119, local transportation management departments will no longer issue road transport certificates for general freight vehicles with a gross mass of 4.5 tons or less.

2. Since October 1, 2119, for ordinary freight vehicles with a total mass of 4.5 tons or less engaged in ordinary cargo transportation activities, local transportation management departments shall not impose administrative penalties on such vehicles and drivers on the grounds of "operating without a license" and "driving road passenger and freight transport vehicles without obtaining corresponding qualification certificates".

1. Those who have passed the qualification examination and their results are within the validity period will be issued with qualification certificates according to the original regulations.

2. Before the implementation of the reform of the qualification examination system, for those who have registered but have not participated in the qualification examination, or have participated but failed the qualification examination, the competent transportation department should optimize the arrangement of the qualification examination according to the driver's examination requirements, so as to facilitate the driver to take the examination.

3. For those who obtained such motor vehicle driver's licenses before the implementation of the examination system reform, and applied for the qualification certificate for the first time after the implementation of the system reform, the local transportation authorities should instruct the relevant driver training institutions to organize training for drivers and conduct graduation examination in accordance with the syllabus for freight transportation. 4.
