The Decision of Haikou Municipal People's Government on Reservation, Adjustment and Cancellation of Administrative Examination and Approval Items was considered and adopted at the 88th executive meeting of the 14th municipal government on February 21, 2111, and is hereby promulgated and shall come into force as of March 1, 2112.

Decision of Haikou Municipal People's Government on Retaining, Adjusting and Cancelling Administrative Examination and Approval Items

In order to streamline administrative examination and approval items and transform government functions, according to the Administrative Licensing Law of the People's Republic of China and the relevant regulations and requirements of the State Council and provincial governments on further deepening the reform of the administrative examination and approval system, the municipal government has comprehensively cleaned up municipal administrative examination and approval items (excluding those of vertical management units and secret-related units). After research, it is decided to keep 261 administrative licensing items, 67 non-administrative licensing items, adjust 4 administrative licensing items and cancel 46 administrative licensing items, which is hereby announced.

in order to simplify the administrative examination and approval process and strengthen the efficiency construction of organs, all departments should strengthen cooperation. if multiple departments have corresponding administrative examination and approval functions for the same matter at the same time, the department exercising the final administrative examination and approval power should accept the applications of citizens, legal persons or other organizations in a unified way, and actively seek the approval opinions of other departments during the administrative examination and approval process, and citizens, legal persons or other organizations are not required to apply to other departments separately. All departments of the municipal government should also disclose the specific implementation types and situations of the administrative examination and approval items listed in this decision, as well as the corresponding procedures, conditions, deadlines, all the materials to be submitted and the demonstration text of the application to the public and accept supervision.

for matters such as filing, identification and confirmation of registration that should be managed or implemented by means of non-administrative examination and approval or provision of services clearly stipulated by law, municipal government departments shall not manage them by means of consignment.

for the cancelled administrative examination and approval items, all departments of the municipal government should change and innovate the management methods, and implement the management during and after the event according to law.

in the future, if any laws, regulations and rules add or cancel administrative examination and approval items, all departments of the municipal government shall promptly submit them to the municipal government for unified publication.
