Article 62 People's governments at or above the county level and their departments responsible for the supervision and management of water pollution prevention and control shall establish an information disclosure system for water pollution prevention and control, improve public participation procedures, and provide convenience for public participation and supervision of water pollution prevention and control; Information on water environmental quality, water environmental monitoring, water pollution emergencies, administrative licenses and penalties related to water environmental protection, collection and use of sewage charges, water environmental quality reaching the standard within a time limit, and water pollutant discharge treatment within a time limit shall be disclosed according to law. People's governments at or above the county level shall promptly announce enterprises that seriously pollute the water environment. Key pollutant discharge units shall, in accordance with the provisions of the competent department of environmental protection, disclose to the public the types, methods, concentrations and total amount of major pollutants discharged by them, as well as the construction and operation of water pollution prevention and control facilities. Article 63 The competent department of environmental protection shall, jointly with relevant departments, establish a file of environmental integrity of polluters to record their compliance with environmental protection laws and regulations and their social responsibility for environmental protection, and incorporate it into the social credit information system. The files of environmental integrity of polluters shall be made public to the public and serve as an important basis for financial support, government procurement, bank credit, foreign trade export, enterprise credit, listing financing, and identification of famous trademarks and brand-name products. Sixty-fourth any unit or individual may apply to the government and its relevant departments to obtain relevant water environment information in accordance with the regulations, and the relevant departments shall give a reply according to law. The use of public water environment information shall not harm the national interests, public interests and the legitimate rights and interests of others. Article 65 All units and individuals shall abide by the laws and regulations on water environmental protection, raise their awareness of water environmental protection, and develop a green production and lifestyle that saves water and protects the water environment. Article 66 Any unit or individual has the right to report and accuse acts of polluting the water environment to the competent department of environmental protection or other relevant departments. If it is found that the people's government and its departments responsible for the supervision and administration of water pollution prevention and control fail to perform their duties according to law, they may report to the people's government at a higher level or the supervisory organ. Article 67. Organs and relevant organizations prescribed by law may bring a lawsuit to the people's court for acts that pollute the water environment and harm the interests of the public. If a party who suffers from water pollution brings a lawsuit to the people's court, the departments responsible for the supervision and management of water pollution prevention and control and relevant social organizations shall provide support for the party in determining the source of pollution, the scope of pollution and the investigation of accidents caused by pollution. Legal aid institutions provide legal aid to public interest litigation of water pollution and citizens with financial difficulties who claim compensation for damage caused by water pollution. Sixty-eighth units and individuals can put forward opinions and suggestions on the decision-making activities of water environmental protection. Except in cases where confidentiality is required according to law, matters closely related to public water environmental rights and interests, such as planning, project approval, environmental impact assessment, etc., shall be made public, and the situation shall be explained to the public who may be affected through hearings, argumentation meetings, symposiums and other forms to fully solicit opinions. The results of the hearing should be used as a reference for decision-making. Article 69 Schools and other educational institutions shall carry out publicity and education on water environmental protection. Newspapers, radio, television, internet and other media should strengthen the publicity and reporting of laws and regulations on water environmental protection and relevant scientific knowledge and information, and supervise the illegal acts and treatment results of water environmental pollution by public opinion according to law. Encourage mass autonomous organizations, social organizations and environmental protection volunteers to publicize laws and regulations on water pollution prevention and control and related scientific knowledge, participate in water pollution prevention and control work according to law, and protect the water environment.
