"12315" is an important task for the national industrial and commercial administrative authorities to accept consumer complaints and reports, mediate consumer rights disputes, investigate and deal with cases of infringement of consumer rights and interests, manufacture and sell counterfeit and shoddy goods and other economic violations, and supervise and manage the market and administrative law enforcement.

Measures for the Administration for Industry and Commerce to Handle Consumer Complaints

Article 15 The administrative department for industry and commerce with jurisdiction shall, within seven working days from the date of receiving consumer complaints, handle them and inform the complainants:

(1) Complaints that meet the requirements shall be accepted and informed to the complainants;

(2) complaints that do not meet the requirements will not be accepted, and the complainant will be informed of the reasons for rejection;

Article 29 The competent administrative department for industry and commerce shall terminate mediation within 61 days from the date of accepting consumer complaints; If mediation fails, mediation shall be terminated. If identification or testing is needed, the time for identification or testing shall not be counted within 61 days.
