1 project overview

Nanwan Middle School is located in Nanwan Street, Longgang District. The site selection area is Li Lang Avenue in the west, Bao Dan Road in the north, open space and Zuo Ting Right Courtyard residential area in the south, and Kangqiao Zijun residential area about 30 meters in the east. There is a green belt on one side of Li Lang Avenue, and there is a high-voltage line on the green belt, the height of which is15m, which is about10kV from the red line of this project, and the direction is similar to that of Li Lang.

Shenzhen Nanwan Middle School is an ordinary junior high school with a total land area of 27,644.41m2 and a total construction area of16,845 m2, with a total investment of 6,455,438+07,600 yuan. The scale is configured by 36 classes, with students 1800 and faculty 14 1 person. The planned construction period of this project is 2009.1-20 10/0.7,2010 was officially put into use in September.

2 the environmental quality of the site selection area

Present situation of acoustic environment

In the project site selection area, there are five monitoring points * * * in the compensation land for demolition of Metro Line 3 (the second-class residential land) about 20m southeast of the project, Cambridge Garden in Midtown, 30m away from the project boundary, and Bao Dan Road and Li Lang Avenue near the project site selection area boundary. According to the analysis of noise monitoring results, the environmental noise level of monitoring points can meet the standard value of functional areas. At present, the main noise sources around the project site selection are traffic noise and living noise, and the noise in the project site selection area is a mixed regional noise source. Generally speaking, the acoustic environment quality in the project area is good.

Present situation of surface water environment

Although the site selection area of this project is located in the secondary water source protection area of Shenzhen Reservoir-Shen Dong Water Supply Canal Basin. However, the project sewage enters the Buji sewage pipe network system along the DN600 municipal sewage pipe on the west side of Li Lang Avenue, and finally enters the Buji sewage treatment plant to meet the national first-class A standard and then is discharged into the Buji River.

According to the current monitoring data, the chemical oxygen demand, five-day biochemical oxygen demand, ammonia nitrogen, petroleum and total phosphorus of Buji River have all exceeded the Class V standard, and their standard indexes are 1.3 1, 2.29, 10, 1.06 and 2.85 respectively. Ammonia nitrogen is the most serious, followed by total phosphorus. It shows that the water quality of Buji River is seriously polluted by organic matter. The main reason is that the sewage pipe network in Buji River basin is not perfect, and some domestic sewage is still discharged directly into Buji River without treatment.

Present situation of atmospheric environment

Two monitoring points, A 1 and A2, are located in the center of the project site selection area and Pu Yin Garden, 400 meters southeast of the project site selection area. NO2, SO2 and TSP in the monitoring points did not exceed the standard, indicating that the air quality in this area is good.

Present situation of electromagnetic radiation environment

The monitoring points of electromagnetic radiation are mainly arranged in the 50m strip area outside the 10kv transmission line and within the construction land of Shenzhen Nanwan Middle School. The measuring height of power frequency electromagnetic field intensity is 1.5m, and the distance between measuring points is 5m, with a total of * * *1/points. The monitoring results show that the electromagnetic radiation level around the construction site of Nanwan Middle School in Shenzhen is obviously lower than the standard limit recommended by Technical Specification for Environmental Impact Assessment of Electromagnetic Radiation of 500kv EHV Power Transmission and Transformation Project (HJ/T24- 1998), that is, the power frequency electric field intensity is 4000v/m and the power frequency magnetic induction intensity is 0.1mt; ; The radio interference is lower than the Radio Interference Limit of High Voltage AC Overhead Transmission (GB 15707- 1995), and it is 20m away from the projection of the side conductor, which meets the requirements of the radio interference limit of 46dB(uv/m) at the voltage level 1 10kv and the frequency of 0.5MHz in sunny days. It shows that the electromagnetic radiation of the southwest green belt 10KV high-voltage line of this project has an acceptable impact on this project.

3 environmental impact prediction and evaluation during the construction period

Soil erosion

If soil and water conservation measures are not taken during the project construction, the ground-breaking area of the project is relatively large, reaching 2,744,438+0 square meters, and the annual average total soil erosion during the project construction period reaches 392 tons. After taking relatively complete soil and water conservation measures (leveling and compacting during construction, setting grit chamber and other active and effective measures), the intensity and quantity of soil and water loss have decreased a lot, even lower than micro-erosion, and the amount of soil and water loss under the condition of taking relatively complete soil and water conservation measures is 0.5% of that without soil and water conservation measures. It can be seen that it is necessary to take more perfect soil and water conservation measures during the construction period.

Water environmental impact

Commercial concrete is mainly used during the construction period, and there is basically no wastewater discharge. Construction wastewater mainly comes from a small amount of wastewater generated from the maintenance and cleaning of construction machinery and equipment, and its composition is mainly petroleum pollutants. Therefore, appropriate measures should be taken to prevent construction wastewater from being directly discharged into water bodies.

The daily output of domestic sewage of construction workers is 13.5m3/d, and the pollutant discharge is CODcr5.4kg/d, BOD52.7kg/d, SS3.0kg/d, NH3-N0.34kg/d. It is suggested to build septic tanks and temporary pipelines on the construction site, and the domestic sewage of construction workers will be discharged into the municipal sewage pipeline of the next community after being pretreated by septic tanks.

Building noise

Earthwork, piling and decoration can reach the standard at 40 meters away from the sound source point during the day, and at 65 meters away from the sound source point during the structural stage; In the decoration stage, it can reach the standard at night at a distance of 120 meters, and in the earthwork and structure stage, the prescription can reach the standard at a distance of 360 meters at night. Considering that the project is close to the surrounding sensitive points, all within the range of 23~200m, and the nearest distance between Kangqiao Garden and the red line of this project is only 30m, the construction of this project should be prohibited at night and during lunch break, so as not to affect the surrounding acoustic environment. Temporary sound insulation screens are installed in residential areas, and noise machinery is installed at the side far away from residential areas, which changes the traditional piling method and adopts new low-noise piling technologies such as screw, static pressure and jet grouting.

Atmospheric environmental impact

The atmospheric environmental sensitive points around this project are mainly Kangqiao Garden in the east of the site selection area (30m to the east), Zuo Ting Right Yard in the southeast (SSE direction 150m) and Kangqiao Foreign Language Experimental School (SE direction 170m), which may be affected by the dust generated by the project construction. However, at a distance of 50m from the construction site, the TSP concentration under the condition of sprinkling water is lower than the secondary standard (1.0mg/m3) in the second period of Guangdong local standard Emission Limits of Air Pollutants (DB44/27-200 1). Therefore, this EIA requires the construction unit to clean and sprinkle water on the transportation roads in time during the construction period, strengthen the construction management, configure the dust protection net on the construction site, use commercial concrete, and use closed vehicles for transportation at the same time to minimize the impact of dust on the surrounding atmospheric environment.

Solid waste during construction

During the construction period, solid waste mainly includes domestic waste and construction waste of construction workers.

Domestic garbage is mainly organic garbage with high pollutant content. It contains BOD5, COD, Escherichia coli, etc., which has adverse effects on the environment near the project.

Construction waste is mainly inorganic waste and construction waste, such as waste bricks and concrete fragments. It also includes some organic components in decorative materials, such as waste paint and coatings (hazardous waste). These solid wastes should be treated centrally and transported out of the construction area in time. If it is not handled properly, it will not only affect the landscape, but also affect the surrounding environment. The total construction area of this project is about 16845m2. If the general construction waste is calculated at 50 ~ 150kg/m2, 842 ~ 2527 tons of construction waste will be generated.

Abandoned soil is produced in the earthwork stage, including foundation pit excavation and earthwork excavation. Earthwork generated by excavation can be used for filling first, and the surplus can be used for filling roads and low-lying land. The amount of waste soil produced is about 1000m3, and it will be sent to the construction waste landfill site for landfill, which has little impact on the environment.

4 Environmental impact prediction and evaluation during operation period

Prediction and evaluation of atmospheric environmental impact

During the operation of Nanwan Middle School, the main air pollution sources were the fuel waste gas from diesel generators and the lampblack from the canteen.

A 150KW generator set is reserved for this project. When the generator is running, a certain amount of tail gas will be emitted due to diesel combustion. The exhaust gas is mainly soot, SO2 and nitrogen oxides, and the emission rates are 0. 15kg/h, 0.33kg/h and 0.07kg/h, respectively, which are lower than the second level in the second period of the Emission Limits of Air Pollutants in Guangdong Province.

The canteen of this project is equipped with three cookers, which belongs to the medium-sized catering industry according to the national emission standard of cooking fume (Trial) (GB 18483-200 1). According to the requirements, "the maximum allowable emission concentration of cooking fume in medium-sized catering enterprises is 2.0mg/m3, and the minimum removal efficiency of purification facilities is 75%". The concentration of lampblack discharged from the dining hall of this project is 4.23mg/m3, so a lampblack treatment system must be set up, and the lampblack treatment efficiency of the device should reach more than 70%. After treatment, the lampblack that meets the standard is discharged through the reserved special flue, and the exhaust pipe should not face the direction of Cambridge Garden on the east side.

Living in an indoor environment with harmful pollutants for a long time will induce various diseases and endanger human health due to the continuous accumulation of pollutants. Therefore, indoor air must take necessary measures to control indoor air pollutants, make them meet the relevant standards of indoor air environment and reduce the great harm to human health.

Prediction and evaluation of acoustic environmental impact

1. The speakers of this project are affected by the residents of the second-class residential land planned in the southwest of the project. However, the noise of the loudspeaker is strongly controlled by human factors, which depends on the broadcast time and the frequency of the equipment. Therefore, Nanwan Middle School must strengthen the management of the use of tweeters to avoid high-pitched broadcasting at noon and at night. Try to control the volume when using the speaker, so as not to disturb the people.

2. The standby generator room, water pump room and other equipment in this project are arranged in the computer room on the first floor of the comprehensive logistics building. If the mechanical noise is only attenuated by wall isolation and spatial distance, when it reaches the outdoor, the noise of fans and pumps can reach 60dB(A) of Class II standard during the day, but it exceeds 50dB(A) at night. Therefore, it is necessary to take targeted anti-noise and vibration reduction measures for generators. In addition, according to the calculation, generators and fans have little impact on the acoustic environment of the surrounding libraries, experimental buildings and other areas, and both meet the requirements of the second-class noise standard in the daytime.

Prediction and evaluation of water environmental impact

The drainage system of this project adopts the drainage system with strict separation of rain and sewage. This report proposes to build two 675m3 rainwater collection ponds. Rainwater from the roof, road and green space of the project is collected to the collection pool through the drainage system such as rainwater pipes and drains. The collected rainwater is used for greening and watering roads, and the excess rainwater is directly discharged into the municipal rainwater main pipe. Domestic sewage flows into the school pipe network through the drainage pipes of each building, and is pretreated by septic tanks and grease traps and then discharged into the municipal sewage main of Li Lang Avenue on the west side, and finally enters the Buji Sewage Treatment Plant for treatment.

The wastewater discharged from Nanwan Middle School in Shenzhen is mainly domestic sewage, and its domestic pollutants are CODcr 46.6kg/d, BOD5 23.3kg/d, SS 25.7kg/d and NH3-N 2.9kg/d respectively. Pollutant discharge, which belongs to the service scope of Buji Sewage Treatment Plant. At present, the sewage treatment plant and its supporting pipe network have started construction and will be completed and put into operation on 20 10. This project is constructed synchronously with it, which can ensure that the project sewage is discharged into the municipal sewage main pipe after being treated by the sewage treatment facilities during the operation period, and then enters the Buji sewage treatment plant for treatment, so as to avoid the sewage directly polluting the deep reservoir-the secondary water source protection area of Shen Dong water supply main canal basin. If the Buji Sewage Treatment Plant and its supporting pipe network have not been completed after the completion of this project, it is suggested that the school postpone enrollment.

In addition, 1t experimental wastewater is hazardous waste, which is sent to qualified hazardous waste treatment units to avoid environmental impact.

Impact of solid waste on the environment

The domestic garbage generated by this project contains recyclable components, which should be reasonably classified to realize resource reuse. Hazardous wastes such as waste batteries and bottles produced in the laboratory should be collected separately and handed over to the hazardous waste treatment department for recycling.

External environmental influence

The impact of this project on the external environment mainly comes from traffic noise, automobile exhaust and electromagnetic radiation of high-voltage lines along the highway. Through the above analysis and prediction, it shows that all pollution sources have little impact on this project. As can be seen from the plan, sports ground, playground, etc. Located near expressway and high-voltage lines, electromagnetic radiation has little influence on human body. The first row of buildings is more than 100m away from the highway, and there are green belts with slopes, so the road traffic noise has little impact on the project. Considering comprehensively, the external environment has an acceptable impact on the project.

5 Environmental protection measures

5. 1 Environmental protection measures during construction

Soil erosion protection measures

As the ground-breaking area of this project exceeds 20,000 cubic meters, it is necessary to submit a report on soil and water conservation plan to Shenzhen Water Affairs Bureau. At the same time, it is suggested that in the early stage of construction site leveling, a cofferdam should be set downstream of the site as a temporary retaining wall according to the needs and topography to avoid the loss of excavated earthwork. Combined with the topographic features, the excavation and filling shall be minimized. Drainage ditches are set around the construction site, and grit chambers are set at the exit.

Environmental protection measures for domestic sewage of construction workers

A grease trap and septic tank are set up on the construction site to treat the domestic sewage of construction workers, and a sedimentation tank is set up to treat the mud water and construction machinery cleaning wastewater generated during the construction process, so as to ensure that the waste sewage generated during the construction process can meet the discharge standards, and the clarified water can be reused for production. After being pretreated by septic tank, domestic sewage is connected to the municipal sewage pipe network of the next community through temporary pipes, and discharged up to the standard.

Atmospheric environmental protection measures

Vehicles carrying residual mud and building materials need to be cleaned when entering or leaving the construction site, especially the shallow pool is set at the entrance to clean the wheels; During construction, measures such as sprinkling water, covering dust-proof cloth, dust-proof net or vegetation greening should be taken to suppress dust; Take measures such as dust control and management measures for building materials and construction waste to reduce the impact of dust on the surrounding environment during construction.

Acoustic environmental protection measures

Construction at night and at noon is prohibited; Choose low-noise equipment; Construction of temporary sound insulation screen on the periphery of the red line boundary of the project near sensitive points such as residential areas; Environmental protection departments should strengthen management and supervision and implement environmental supervision system; When transport vehicles pass through sensitive areas, measures such as no horn honking should be strictly implemented to reduce the noise impact.

Environmental protection measures of solid waste

Waste soil and construction waste generated by engineering excavation and filling shall be transported to the designated construction waste and residual mud and dregs receiving site as required.

Hazardous wastes such as waste paints and coatings can be collected in containers and handed over to hazardous waste treatment stations for treatment. The domestic garbage of the construction personnel shall be transported to the domestic garbage landfill or incineration site for treatment.

5.2 Environmental protection measures during operation period

Air pollution prevention and control measures

When the project is completed, the construction unit shall check and accept the indoor environmental quality in accordance with the Code for Indoor Environmental Pollution Control of Civil Building Engineering, and entrust a qualified testing institution to test indoor radon, formaldehyde, benzene, ammonia and total volatile organic compounds (TVOC) in the building engineering. If the content index of indoor harmful substances in construction projects does not meet the requirements of the Code for Indoor Environmental Pollution Control of Civil Construction Projects, they shall not be put into use.

3. In order to prevent traffic accidents, speed bumps should be set on the roads of the two main entrances of the school, and traffic lights should be set to control vehicles or pedestrian bridges should be built.

6 Risk analysis

The risks of this project mainly come from biogas safety of septic tank, chemical laboratory risk, fire risk, traffic safety risk of students, rainwater collection pool, etc. These risks must be paid enough attention in the process of project operation, strictly abide by various regulations and take preventive measures. Establish an emergency plan for sudden accidents. Through the preparation of the plan, a sensitive and effective command system and disposal system are established to deal with unexpected accidents, and the plan is close to reality and has strong operability. 7 Cleaner production

During the construction of this project, the provisions of Code for Indoor Environmental Pollution Control of Civil Building Engineering should be strictly implemented, and the concept of green building should be implemented during the construction. According to the analysis in the report, its construction conforms to Shenzhen's urban planning and land use planning, and its plane layout is basically reasonable. Shenzhen Nanwan Middle School will have a certain impact on the surrounding environment during the construction and operation period, and the external environment will also have a certain impact on the project. In the case of strictly adopting the environmental protection measures proposed in this project, these impacts are within the acceptable range of the environment.

To sum up, the site selection and construction of this project is reasonable and feasible from the perspective of environmental protection, provided that all environmental laws and regulations are observed and effective pollution control measures are taken.

According to the requirements of Shenzhen Urban Planning Standards and Guidelines, the school green space rate should be ≥40%. Therefore, it is suggested that the construction unit improve the greening rate of the project to ensure that the greening rate is not less than 40%, that is, the green area is not less than11057.76m2. The construction of this project should be in line with the construction progress of Buji Sewage Treatment Plant. If the Buji Sewage Treatment Plant and its supporting pipe network have not been completed after the completion of this project, it is suggested that the school postpone enrollment.
