The content of food safety license is integrated into the food business license issued by the food and drug supervision department.
after the "integration of the two certificates", the hygiene licenses of public places in these four types of places will be cancelled, and the contents of food safety licenses will be integrated into the food business licenses issued by the food and drug supervision departments, which will be licensed and supervised uniformly. Food and drug regulatory authorities should implement the regulatory responsibility for catering enterprises, further standardize the approval and issuance of food business licenses, optimize the approval process, and shorten the time limit for approval.

The Measures for the Administration of Food Business License stipulates:
Article 4? The food business license is based on the principle of one place and one license, that is, a food business operator should obtain a food business license when engaging in food business activities in a business place. ?
article 11? To apply for a food business license, the following conditions shall be met:
(1) Having a place for handling food raw materials and processing, selling and storing food that is suitable for the variety and quantity of food to be handled, keeping the environment of the place clean and tidy, and keeping a prescribed distance from toxic and harmful places and other pollution sources; ?
(2) having business equipment or facilities suitable for the variety and quantity of food to be handled, and having corresponding equipment or facilities for disinfection, dressing, washing, lighting, ventilation, corrosion prevention, dust prevention, fly prevention, rodent prevention, insect prevention, washing, wastewater treatment and garbage and waste storage; ?
(3) having full-time or part-time food safety management personnel and rules and regulations to ensure food safety; ?
(4) It has a reasonable equipment layout and technological process to prevent cross-contamination between food to be processed and directly imported food, raw materials and finished products, and to avoid food contact with toxic and unclean substances; ?
(5) Other conditions stipulated by laws and regulations.
