Article 1 These Measures are formulated in accordance with the relevant provisions and in light of the actual situation of the central government units in Beijing, in order to standardize the listing and sales of the purchased public housing (hereinafter referred to as the purchased public housing) and meet the needs of employees to improve their housing conditions.
Article 2 These Measures shall apply to the management of the first sale of public housing purchased by central units in Beijing.
The term "purchased public houses" as mentioned in these Measures refers to the public housing purchased by employees at the cost price or standard price of housing reform (including preferential measures for standard prices, the same below), and the original property right belongs to the central unit in Beijing. According to the national policy, housing projects and houses jointly built by the central government in Beijing purchased by employees at the cost price or standard price of housing reform are also regarded as purchased public houses.
Article 3 The listing and sale of public housing purchased by central units in Beijing shall follow the principles of unified market, designated agents, convenience for employees and systematic supervision.
Article 4 The the State Council Municipal Bureau of Organs Affairs (hereinafter referred to as the State Bureau of Organs Affairs) and the Central Bureau of directly under the authority Affairs (hereinafter referred to as the Central Bureau of Organs Affairs) are the competent departments in charge of the listing and sales of public housing purchased by central units in Beijing, and are responsible for the organization, implementation, supervision and inspection of these Measures.
The State Administration Bureau and Zhongzhi Administration Bureau set up the Housing Transaction Office of the central and state organs in Beijing (hereinafter referred to as the Transaction Office), which is responsible for providing information services and policy advice such as housing files for the public housing purchased by the central units in Beijing, supervising the transaction activities, collecting and recording the transaction results and feeding them back to the original property units and the units where employees work.
Article 5 The trading office shall select three or more qualified real estate intermediaries as the designated trading agency services for the central government to purchase public houses listed in Beijing (hereinafter referred to as designated trading agencies) to undertake the agency services for the central government to purchase public houses listed in Beijing.
Article 6 The seller shall fill in the registration form for the listing and sales of public houses purchased by the central unit in Beijing, and the transaction office shall check it according to the employee housing files. If it is verified to be correct, the seller can go through the transfer formalities at the transaction management and ownership registration department of the State Land and Housing Management Bureau of the county where the house is located, or entrust a designated trading institution to handle the house sale and transaction transfer formalities on his behalf. And provide the following materials:

Article 7 After the purchased public houses are listed for sale, the designated trading institution shall timely feed back the trading information to the trading office for filing.

Housing involving special departments such as national security and secrecy, housing of party and government organs, scientific research departments, institutions of higher learning and other units in the office, teaching and scientific research areas of the organs, where the original property right unit thinks it is not suitable for public listing and sale, should be reported to the trading office for the record, and indicated in the employee housing files. This kind of housing can be returned to the original property unit according to the regulations, and can also be traded within the scope of the employees of the original property unit.
Other purchased public houses (except those who have lived for five years) that are not allowed to be listed for sale or have a special agreement with the original property unit according to laws and regulations shall be implemented according to laws and regulations or the agreement with the original property unit.
Article 9 When the purchased public houses are put on the market for sale, the buyer shall pay the land transfer fee or the price equivalent to the land transfer fee according to 1% of the cost price of housing reform in the current year when going through the formalities of housing ownership registration.
Article 10 The land use right of purchased public houses is obtained by allocation, and the land transfer fee is turned over to Beijing Municipal Finance.
The land use right of purchased public houses is obtained by transfer, which is equivalent to the price of land transfer fee. According to the financial affiliation and financial system of the original property unit of the purchased public houses, the central finance will be transferred or the original property unit will be returned to be earmarked for housing subsidies. Article 14 The trading office regularly publishes the list of designated trading institutions.
Fixed-point trading institutions shall, in accordance with these Measures and relevant regulations, handle relevant procedures for the seller's trading agent in line with the principle of improving efficiency and facilitating transactions. Fixed-point trading institutions shall charge reasonable fees according to laws and relevant policies. Fixed-point trading institutions that violate these measures and relevant regulations and cannot provide effective services for traders will be disqualified from fixed-point trading.
