you don't need to apply for a business license to set up a stall. Because street vendors are activities within the scope stipulated in the Measures for Investigating and Handling Unlicensed and Unlicensed Business, selling agricultural and sideline products and daily necessities at places and times designated by local people's governments at or above the county level, or individuals engaging in convenient labor services activities without permission according to law or engaging in business activities without permission or registration are not unlicensed and unlicensed.

Article 3

The following business activities do not belong to unlicensed business:

(1) selling agricultural and sideline products and daily necessities at places and times designated by local people's governments at or above the county level, or individuals using their own skills to engage in convenient labor activities without obtaining permission according to law;

(2) engaging in business activities that do not require permission or registration in accordance with laws, administrative regulations and the State Council decisions. Article 2

No unit or individual may engage in unlicensed operation in violation of laws, regulations and the State Council decisions.
