In order to further implement the spirit of the Guiding Opinions of the General Office of the State Council on Developing Family Service Industry (Guo Ban Fa [2010] No.43) and the Implementation Opinions of the General Office of the Provincial Government on Accelerating the Development of Family Service Industry (Su Zhengban Fa [201] No.49), with the consent of the municipal government, the development of family service industry in our city is now accelerated.
I. Basic Principles and Main Objectives
(1) Basic principles. Adhere to the "four combinations", that is, the combination of market operation and government guidance, government support and standardized management, meeting the needs of life and promoting economic restructuring, and promoting employment and safeguarding rights and interests, actively implement industrial policies to support the development of family service industry, attract more workers, especially rural surplus labor, to transfer employment, provide diversified and high-quality services for families, and vigorously promote the marketization, specialization and industrialization of family service industry.
(2) Main objectives. By the end of 20 15, the city's family service has formed a relatively complete "four systems", namely: family service system, policy support system, industry supervision system, industry norms and standardization system. Actively support family service enterprises (including private non-enterprise units, the same below) with a certain scale and social influence in our city to become bigger and stronger, constantly improve the scale, grade and competitiveness of enterprises, and strive for well-known brands. Strive to cultivate China well-known trademark 1 piece, Jiangsu well-known trademark 3 pieces and Xuzhou well-known trademark1piece by 2020; Cultivate 5 enterprises with an annual turnover of over 50 million yuan, 30 enterprises with an annual turnover of over 20 million yuan 10 and over 5 million yuan; The number of employees has increased significantly, and the level of professional skills and the rate of holding certificates have been further improved; The family service system covers all counties (cities) and 80% townships in the city.
Second, make overall plans for the development of family service industry.
(3) Formulating and implementing development plans. According to the medium-and long-term development plan of family service industry in Jiangsu Province, the planning of our city is formulated in combination with the actual situation, and the development goals and safeguard measures are defined.
(4) Clarify the key development formats. Study and formulate a guide catalogue for the development of family service industry, focus on the development of domestic services, aged care services and patient care services that meet the basic needs of families, actively develop community day care centers and specialized aged care services, and support social forces to participate in the operation of public aged care facilities. Encourage the development of home services for the disabled, develop household goods distribution, meal assistance, bath assistance, emergency assistance, family education, home services and other formats according to local conditions, optimize the structure of urban and rural service industries, and meet the different consumption needs of urban and rural areas, regions and families.
(5) Cultivate the family service market. With the non-public economy as the main body, all kinds of capital are encouraged to invest in the establishment of family service enterprises. Support trade unions, Communist Youth League, Committee on Aging, Women's Federation, Disabled Persons' Federation and other organizations to develop various forms of family service institutions. Family service products provided by the government for the needy people are purchased from the society according to the market mechanism. The family service market is open to foreign enterprises. Support qualified family service enterprises to "go global" and expand their development space.
(six) the construction of public information service platform. Incorporate the construction of public welfare information service platform into the city's "Smart Xuzhou" project, improve the functions of "supply and demand docking, information consultation and service supervision", and continuously expand the information coverage and service scope. Establish a database of employees in the family service industry and vigorously promote the unified "965 15" family service platform in the province.

Three, improve the family service industry development support policies
(eight) to encourage all kinds of personnel to find employment and start businesses in the family service industry. We will improve the employment promotion policy system and encourage rural surplus labor, people with employment difficulties and college graduates to find jobs and start businesses in the family service industry. Reduce the threshold for starting a business in the family service industry and encourage all kinds of capital to invest in the establishment of family service enterprises. Unless otherwise provided by laws and administrative regulations, the registered capital of a family service enterprise shall be subscribed by the enterprise investors themselves. Individuals engaged in "domestic service, nursing service, patient care service and family education" may not apply for industrial and commercial registration.
Actively explore and encourage the development of employee-based family service enterprises. Encourage, support and guide the existing non-employee family service institutions to implement standardized management according to the employee enterprise model, and enjoy relevant support policies. Employees' family service enterprises shall sign labor contracts with family service employees within one month from the date of employment. Family service enterprises can sign full-time or part-time labor contracts with employees and participate in social insurance. Full-time employees can implement flexible working hours upon approval. Service posts in family service employers are recognized as public welfare posts, and public welfare posts can be subsidized according to regulations, and the maximum subsidy period is no more than 3 years.
For all kinds of family service institutions with new posts, if they recruit unemployed people with employment difficulties and sign labor contracts with them 1 year or more and pay social insurance premiums, they will be fully subsidized according to the social insurance premiums actually paid by them for those with employment difficulties, but not including the part that individuals should pay. If people with employment difficulties are employed flexibly in the family service industry, eligible applicants will be given a social insurance subsidy of 50% of the social insurance premiums paid; The maximum period of social insurance subsidies shall not exceed 3 years, and those with employment difficulties who are less than 5 years away from the statutory retirement age may be extended to retirement (subject to the preliminary approval of their social insurance age).
Migrant workers, people with employment difficulties and college graduates who start businesses in the family service industry are required to provide "one-stop" services such as "opening guidance, entrepreneurship training, small secured loans, personnel and labor file keeping and tracking services". For those who receive unemployment insurance benefits and those with employment difficulties who start their first business in the family service industry, and have been operating stably for more than 6 months after obtaining the business license, they can drive other workers to find jobs and declare and pay taxes normally, and they will be given a one-time business start-up subsidy of 2,000 yuan according to the regulations. For college graduates engaged in family service industry, they can be regarded as grassroots work experience in accordance with the relevant provisions when applying for civil servants and institutions.
(9) Support family service enterprises to become bigger and stronger. Select a group of family service enterprises with standardized management, good operation and strong demonstration to focus on cultivation and guide them to standardize, chain and brand management. Support enterprises to integrate service resources, expand service scale and establish service networks through "chain operation, franchise operation and franchise operation". Support enterprises to establish and improve the modern enterprise system, actively carry out innovation in technology, management and service, strive for well-known trademarks and famous trademarks, and build well-known brands. For the family service enterprises newly awarded "China Famous Trademark", in addition to enjoying provincial awards, the government at the same level will give a one-time award of 600,000 yuan; Family service enterprises newly awarded "Famous Trademark of Jiangsu Province" and "Famous Trademark of Xuzhou City" will be given a one-time reward of 200,000 yuan and 50,000 yuan respectively by the government at the same level.
(ten) the implementation of preferential fiscal and taxation policies. Increase financial support, give full play to the financing guarantee role of modern service enterprises, actively help family service enterprises to expand financing channels and scale, and promote the development of family service industry.
We will conscientiously implement various preferential policies for the aged care service, and focus on funding community home care service centers (stations), "virtual nursing homes", urban small nursing homes, rural "nursing homes" and spiritual care projects. Parenting services and home care services provided by nursing homes are exempt from business tax, urban maintenance and construction tax and education surcharge. On the basis of provincial financial subsidies, the municipal government continues to increase financial support for the construction and operation of old-age care institutions.
For foster care services for the disabled, we will actively strive for relevant subsidies from the provincial government in accordance with the Measures for the Administration of Subsidies for Foster Care Services for the Disabled in Jiangsu Province (Provisional) and other policies.
Implement preferential tax policies to support the development of small and medium-sized enterprises. If it is indeed difficult for small and medium-sized family service enterprises to pay urban land use tax, they may apply to the competent authorities for relief according to regulations. Small and medium-sized family service enterprises can not pay taxes on time due to special difficulties, and can apply for an extension of payment within 3 months according to law.
For qualified personnel engaged in individual family service industry, according to the limit of 8,000 yuan per household per year, the actual business tax, urban maintenance and construction tax, education surcharge, local education surcharge and personal income tax that should be paid in that year will be deducted in turn within three years, and the maximum standard can be increased by 20%.
If a family service institution newly recruits qualified personnel, signs a labor contract with them for more than 1 year and pays social insurance premiums, it will be given a quota of 4,000 yuan per person per year according to the actual number of employees within three years, and the business tax, urban maintenance and construction tax, education surcharge, local education surcharge and enterprise income tax concessions will be deducted in turn, with the quota standard up to 30%. For employee-type family service enterprises that sign labor contracts with employees according to law, pay social insurance in full according to regulations, and pay wages to employees through financial institutions such as banks, the income from family service industry obtained by the human resources and social security department can go through the business tax exemption formalities in the tax authorities.
We will implement preferential tax policies to promote the employment of disabled people, and encourage and support disabled people who have the ability to work to engage in family services.
Registered unemployed people, migrant workers, disabled people, retired soldiers and college graduates engaged in self-employed family services will be exempted from management, registration, licenses and other related administrative fees within three years from the date of registration by the administrative department for industry and commerce.
(eleven) the implementation of other policies and measures conducive to the development of the family service industry. When formulating the overall land use planning and urban planning, we should fully consider the development needs of the family service industry. When formulating the overall urban planning and regulatory detailed planning, all localities must set up old-age service facilities according to the standard of per capita land use of not less than 0.2 square meters. Planning area should be reserved for new urban residential areas, giving priority to the development of family service places. We will improve the price policy, so that the prices of electricity, water, gas and heat used by family service institutions for the aged and the disabled are consistent with those of residents' families, and other family service institutions will gradually realize the prices of electricity, water, gas and heat used by industry, thus reducing the operating costs of family service institutions.
Fourth, standardize the market order of family service industry.
(twelve) to promote the standardization of family service industry. Establish and improve the standard system of family service industry and expand the coverage of service standards. Give a subsidy of 500,000 yuan to family service organizations that have become national standardization technical committees; Become a sub-technical committee of the National Standardization Technical Committee with a subsidy of 300,000 yuan. For research projects of international standards, national standards and local standards, priority is given to the municipal science and technology plan, and the best recommendation and declaration are made. Those who have made great achievements in standardization research projects can participate in the evaluation of the Municipal Science and Technology Progress Award, and give priority to the evaluation of the Municipal Science and Technology Progress Award.
(13) Strengthen market supervision. Standardize the practice of family service institutions according to law, strengthen daily market supervision, severely investigate and deal with illegal business activities, resolutely ban illegal business activities, earnestly safeguard the legitimate rights and interests of employees and family consumers, and promote the legal and standardized development of family service industry. To formulate the qualification standards for family service institutions and set up family service institutions or other organizations to engage in the operation of family service industry, it shall be filed with the office of the joint meeting of the municipal development of family service industry.
(fourteen) to promote the construction of integrity. Vigorously carry out professional ethics education for family service practitioners, integrity management education for family service institutions and family trustworthiness education, establish and improve the evaluation index system of family service industry such as "evaluation of service institutions, service personnel and service quality", improve the disciplinary mechanism of trustworthiness, and incorporate the integrity of both supply and demand sides of family service into the social credit system.
Five, strengthen employment services and vocational skills training

Registered unemployed persons who are introduced free of charge by professional intermediary agencies, who have signed labor contracts with family service agencies for more than 6 months, may apply for employment introduction subsidies for each person in 40 yuan according to relevant regulations; Those who sign a labor contract with a term of more than one year, apply for employment filing and participate in social insurance may apply for employment introduction subsidies in 50 yuan. For public employment service institutions that have not been included in the scope of financial subsidies to introduce people with employment difficulties to engage in family services free of charge, 30 yuan will be increased per person on the basis of the above subsidy standards.
(sixteen) to strengthen vocational skills training. Take family service practitioners as the focus of vocational skills training, and implement various policies such as training plans and training subsidies for migrant workers. Continuously improve the level of specialization, standardization and standardization of vocational skills training. Eligible registered unemployed persons and rural laborers who have participated in vocational skills training in family service industry and obtained vocational qualification certificates or special ability certificates after examination and appraisal can apply for training subsidies ranging from 600 yuan to 1.600 yuan according to relevant regulations and training types.

Strengthen the training of professional managers in family service industry and improve the quality of managers. Encourage and support relevant service training institutions at home and abroad to set up family service training institutions in the form of sole proprietorship or cooperation with universities and enterprises. The training of technicians and senior technicians in the field of family service industry was included in the subsidy scope of the government's purchase of high-skilled personnel training results.
Intransitive verbs safeguard the legitimate rights and interests of employees
(nineteen) regulate the relationship between family service agencies, families and employees. Study and formulate labor employment policies, labor standards and labor contract demonstration texts that adapt to the characteristics of the family service industry. If a family service institution collects management fees from employees, it shall not be higher than 10% of the employees' labor remuneration. Employees can work irregular hours, and family service agencies and families to be served should guarantee their right to rest.

Family service institutions and their employees shall participate in social insurance and pay social insurance premiums in accordance with regulations. Non-employees can participate in the basic old-age insurance for enterprise employees, social old-age insurance for urban and rural residents, basic medical insurance for urban employees, basic medical insurance for urban residents or new rural cooperative medical insurance according to relevant policies and regulations. Family service institutions shall pay work-related injury insurance premiums for their non-employees, and the specific insurance measures shall be formulated separately by the Municipal Human Resources and Social Security Bureau. Other types of social insurance should be based on the characteristics of employees in the family service industry, implement flexible and convenient payment methods, and do a good job in transfer and continuation. Carry out occupational liability insurance and personal accident insurance for family service institutions to prevent and resolve risks. Support commercial insurance institutions to develop family service insurance products.
(twenty-two) to establish a mechanism to safeguard the rights and interests of employees. In accordance with the requirements of "encouraging reconciliation, strengthening mediation, speeding up arbitration and connecting litigation", labor disputes between family service institutions and employees should be properly handled in a timely manner. Strengthen supervision and law enforcement, and investigate and deal with violations of labor security laws and regulations by family service institutions according to law. Establish trade unions in family service enterprises according to law. Trade unions at all levels, the Communist Youth League, women's federations and disabled persons' federations should give full play to their respective advantages and cooperate with relevant departments to do a good job in safeguarding the rights and interests of employees in the family service industry through "policy consultation, legal aid and rights hotline".
Seven, strengthen work leadership
