Fuling is located at the intersection of the Yangtze River and Wujiang River. It is named because Wujiang River was called Fushui in ancient times, and the tombs of the former kings of Pakistan were buried here. During the Spring and Autumn Period and the Warring States Period, Pakistan established its capital here, and Zhi County was established in the Qin and Han Dynasties, which has been the seat of the state since the Tang Dynasty. After the founding of the People's Republic of China, Fuling District of Sichuan Province was established. In 1995, Fuling City of Sichuan Province was established, and in February of 1997, Fuling District of Chongqing City was established. At present, it has jurisdiction over 46 towns and streets, covering an area of 2,946 square kilometers, with a total population of 1 million, a built-up urban area of 39 square kilometers, an urban population of nearly 411,111, an urban population of 557,111, and an urbanization rate of 49.3%

Fuling District can be summarized as "suburbs, mountainous areas, reservoir areas and old areas". After storing water at a water level of 1.75m, it inundates 51 square kilometers, involving 28 towns, 16 market towns and 224 industrial and mining enterprises, with a direct inundation population of 68,311, a planned relocation population of 1.14 million and a static investment of 3.611 billion yuan for resettlement compensation, ranking fourth in Chongqing reservoir area. The so-called "old liberated areas", Fuling is one of the seven revolutionary old liberated areas named by Chongqing. He Long, Liu Bocheng and other revolutionaries of the older generation fought here. In 1931, the guerrillas of Sichuan Red Army Second Road established a revolutionary base in Luo Yun Township, Fuling District.

Fuling is one of the six regional central cities that Chongqing strives to build. It is included in the "1-hour economic circle" planned and built by Chongqing, and it is within the Chengdu-Chongqing economic zone jointly built by Sichuan and Chongqing. At present, among the six regional central cities in Chongqing and all the districts and counties in the reservoir area, the main economic indicators of Fuling District rank first. In the next five years, we will strive to build "one city, two lines, three parks and four bases". "One city" means to build Lidu into a new industrial city with a population of more than 1 million; "Two lines", that is, to turn binjiang road into a riverside economic belt integrating the functions of fine real estate, catering, tourism, entertainment and leisure, and to turn Nanmenshan into a commercial center commensurate with a big city; "Three Parks" means to build Lidu, Bai Tao and Longqiao three industrial parks into investment platforms and new industrial bases in the whole region; The "Four Bases" means to strengthen the largest mustard tuber production and processing base in China and the largest high-quality silk and hemp production and processing base in the city, and to build the production and processing base of high-quality livestock and poultry products in the Three Gorges reservoir area and the vegetable basket supply base in the main city of Chongqing.
