Interim Measures of Changchun Municipality on the Management of Kitchen Wastes

Article 2 These Measures shall apply to the generation, collection, transportation and disposal of kitchen waste and related management activities within the urban area of this Municipality (excluding Shuangyang District and Jiutai District). Article 3 The term "kitchen waste" as mentioned in these Measures refers to food, food residues, food raw materials, edible oils and fats, etc., which are generated and discarded in food processing, catering service, unit feeding and other activities other than residents' daily life. Chapter II Generation Article 8 Units and individuals engaged in food processing, catering service and unit catering (hereinafter referred to as kitchen waste producers) shall abide by the following provisions:

(1) Sign a kitchen waste collection and transportation service agreement with the unit that has obtained the license for kitchen waste collection and transportation, and stipulate the time, place and frequency of collection and transportation;

(2) Set up and use special kitchen waste collection containers, and keep the appearance clean;

(3) Store waste edible oils and fats separately;

(4) other provisions of laws, regulations and rules. Ninth kitchen waste producers should pay the kitchen waste disposal fee in accordance with the provisions.

(4) mixing other garbage with kitchen garbage;

(5) using kitchen waste without high temperature treatment as feed for livestock and poultry;

(6) other acts prohibited by laws, regulations and rules. Chapter III Collection and Transportation Article 12 The municipal competent department of city appearance and environmental sanitation shall determine the collection and transportation units of kitchen waste by means of fair competition such as bidding, and issue licenses according to law.

Article 13 The municipal competent department of city appearance and environmental sanitation shall sign a service agreement for the collection and transportation of kitchen waste (hereinafter referred to as the service agreement for collection and transportation) with the unit that has obtained the license for the collection and transportation of kitchen waste.

(1) It shall have a road transport operation license and a vehicle driving license;

(2) spray the body color and vehicle logo as required;

(3) It has a fully enclosed and automatic unloading device;

(4) A well-installed loading and unloading metering system, driving recorder or satellite positioning device;

(5) Other conditions stipulated by laws, regulations and rules. Fifteenth kitchen waste collection and transportation units should carry out regular training to improve the quality of collection and transportation services.

the collection and transportation personnel should standardize their operations, take the initiative to show their work certificates to the kitchen waste producers, and truthfully fill in the collection and transportation documents. Article 16 the collection and transportation units of kitchen waste shall abide by the following provisions:

(1) sign a collection and transportation service agreement with the producers of kitchen waste and submit it to the municipal competent department of city appearance and environmental sanitation as required;

(2) Collect and transport kitchen waste at the agreed time, place and frequency;

(3) Abide by the standards and norms of environmental sanitation operation, collect and transport kitchen waste by classification, reset the kitchen waste collection container in time after collection, clean up the work site, and transport the kitchen waste to the designated kitchen waste disposal place;

(4) keep the kitchen waste transport vehicles intact and clean;

(5) establish a ledger for the collection and transportation of kitchen waste, truthfully record the source, type, quantity and disposal unit of kitchen waste, and submit it to the municipal competent department of city appearance and environmental sanitation on a regular basis;

(6) prepare the emergency plan for the collection and transportation of kitchen waste in the unit;

(7) other provisions of laws, regulations and rules.
