Article 2 These Measures shall apply to the setting and management of street signs and lighting in urban built-up areas. Article 3 The street signs mentioned in these Measures refer to the plaques and windows of street-facing units and stores, as well as posters, newspaper columns, galleries, signboards, etc. that can be seen on urban roads for the public.

Article 5 All street units, stores and other relevant units in the urban built-up area shall abide by these measures when setting up signs, and set up lighting in accordance with the provisions of these measures to beautify and brighten the city. Chapter II Installation of Signs and Lighting Article 6 The municipal administrative department in charge of city appearance shall work out the planning for the installation of signs and lighting along the street in the city according to the special planning of city streetscape, and organize its implementation. Article 7 The municipal administrative department of city appearance shall formulate corresponding standards for the setting of street signs and lighting according to the types of urban roads, architectural features and functional characteristics. Article 8 Street-facing units, stores and other relevant units should adopt new materials and technologies to make and set up signs and lighting, so as to improve and beautify the urban street-facing landscape. Ninth street signs and lighting should be neat and beautiful. Use standard words, write neatly and beautifully, and there shall be no incomplete words. The setting form and location should be coordinated with the surrounding landscape.

Article 11 Street signs, buildings and structures within the following scope shall be provided with lighting:

(1) A bustling commercial district;

(2) public buildings and structures on both sides of important urban roads;

(3) high-rise public buildings and structures at the main entrances and exits of the city;

(4) landmark buildings and structures in the city;

(5) municipal facilities such as elevated roads, overpasses and footbridges;

(6) the municipal people's government thinks that other areas of lighting should be set up. Twelfth buildings, structures and municipal facilities to be built and under construction within the scope specified in Article 11 of these Measures shall be designed, constructed and put into use at the same time as the main building. Thirteenth urban trunk roads, secondary roads, squares, main entrances and exits of outdoor advertising, should be designed and installed in the form of neon lights, light boxes, electric displays, electronic display screens, external lighting and so on. Fourteenth street units and stores facade signs should be designed and installed in the form of neon lights, light boxes, spotlights, etc., and commercial windows should be decorated with lights. Fifteenth urban roads, secondary roads, squares, public places lighting facilities should take measures to improve the effect of night decoration. Sixteenth elevated roads, overpasses and footbridges should be decorated with lights, but they shall not affect road traffic safety.

Chapter III Signs and Lighting Management Article 19 Street signs and lighting are set up by units and individuals responsible for daily maintenance, management and lighting opening and closing. Article 21 Units and individuals should strengthen the maintenance of street signs and lighting, ensure the facilities are in good condition and function, and repair, replace or refresh the facilities in time when they are found to be defaced. Twenty-first street lighting should be turned on synchronously with street lamps, and can be turned off only after 22 o'clock in winter and 23 o'clock in summer. However, major festivals should be closed after a delay. Article 22 the municipal and district administrative departments of city appearance should strengthen the inspection and guidance on the setting and management of street signs and lighting, and coordinate and solve the problems in the setting and management of signs and lighting. Chapter IV Penalties Article 23 Anyone who violates the provisions of these Measures and commits any of the following acts shall be ordered by the municipal or district administrative department of city appearance or the organization entrusted by it to make corrections within a time limit, and given a warning. Those who refuse to make corrections may be fined according to the following provisions:

(1) If the street signs set up do not meet the prescribed standards, they shall be fined not less than 1,111 yuan in 511 yuan;

(2) failing to install lighting according to the provisions of these measures, a fine ranging from 1,111 yuan to 2,111 yuan shall be imposed;

(3) failing to install lighting in the specified location, form, light source, color and time limit, a fine ranging from 211 yuan to 1,111 yuan shall be imposed;

(4) those who change, move or dismantle the lighting without authorization shall be fined from 211 yuan to 2,111 yuan;

(5) Whoever fails to turn on the lighting at the specified time or turns off the lighting before the specified time shall be fined between RMB 111 and 511 yuan;

(six) street signs or lighting defiled, not within the time limit to repair, replace, refresh, impose a fine of more than 2111 yuan in 211 yuan.
