Article 2 These Provisions shall apply to the prohibition of setting off fireworks and firecrackers and related supervision and management activities within the administrative area of this Municipality. Article 3 Fireworks and firecrackers are prohibited in the following areas within the administrative area of this Municipality:

(1) The Beijing-Taiwan Expressway, Shihuang Expressway and Langcang (Beijing-Shanghai) expressway encirclement area in the downtown area;

(2) Built-up areas where people's governments at the county level are located in Renqiu, hejian city, Botou, Huanghua, Suning, xian county, wuqiao county, Dongguang, Nanpi, Qingxian, Mengcun Hui Autonomous County, Yanshan and Haixing.

the people's governments at the municipal and county levels may designate other areas within their respective jurisdictions where the discharge of fireworks and firecrackers is prohibited, and announce them to the public. Article 4 Fireworks and firecrackers are prohibited in the following places within the administrative area of this Municipality:

(1) Offices of government agencies and institutions;

(2) cultural relics protection units and public cultural facilities;

(3) transportation hubs such as stations, docks and airports, expressway, tunnels, elevated roads, overpasses, rail transit facilities and railway line safety protection zones;

(4) places where inflammable and explosive dangerous goods are produced and stored;

(5) within the safety protection zone of power transmission and transformation facilities;

(6) medical institutions, pension institutions, kindergartens, schools, welfare homes and funeral homes;

(7) key fire prevention areas such as forests and public green spaces, large and medium-sized reservoir management areas and drinking water source protection areas;

(8) Shopping malls, bazaars, scenic spots, parks and other crowded places;

(9) other places as stipulated by the people's governments at the municipal and county levels.

at the places listed in the preceding paragraph, the people's governments at the municipal and county levels shall organize the setting of unified warning signs prohibiting the discharge of fireworks and firecrackers, and do a good job in safety tips and prevention. Article 5 During the early warning period of heavy polluted weather, this Municipality shall implement emergency response measures such as prohibiting the discharge of fireworks and firecrackers in the whole region.

the municipal people's government shall, according to the early warning level of heavy pollution weather and in accordance with the prescribed procedures, start the emergency plan in time, and release the early warning information of heavy pollution weather and the announcement prohibiting the discharge of fireworks and firecrackers to the society through the media. Article 6 The people's governments at the municipal and county levels shall be responsible for coordinating and prohibiting the discharge of fireworks and firecrackers.

township (town) people's governments and sub-district offices should include the prohibition of fireworks and firecrackers in the comprehensive management of grassroots social security, and strengthen organization, coordination, guidance and supervision.

the people's governments at the city, county and township levels shall include the relevant funds for prohibiting the discharge of fireworks and firecrackers in the fiscal budget at the same level. Seventh public security organs are responsible for the safety management of fireworks and firecrackers, and investigate and deal with illegal fireworks and firecrackers according to law.

emergency management, ecological environment, market supervision, urban management, administrative examination and approval, civil affairs, meteorology, housing construction, education and other departments shall, according to their respective responsibilities, strengthen cooperation and linkage, and do a good job in the control of fireworks and firecrackers. Eighth city, county and township people's governments and their relevant departments shall strengthen the publicity and education work of prohibiting the discharge of fireworks and firecrackers.

neighborhood (village) committees, owners' committees, and property service enterprises shall assist relevant departments to do a good job in prohibiting the discharge of fireworks and firecrackers, and strengthen publicity, education and guidance for neighborhood (village) residents and owners.

State organs, enterprises, institutions and other social organizations shall conduct publicity and education on the prohibition of setting off fireworks and firecrackers in their own units and industries.

Media units such as radio, television, newspapers, and the Internet, as well as outdoor advertising operators and publishers, should carry out public welfare propaganda and public opinion supervision to prohibit the discharge of fireworks and firecrackers.

schools and guardians of minors should educate minors about the safety of fireworks and firecrackers and the prohibition of setting off fireworks and firecrackers.

Encourage relevant social organizations and volunteers to participate in voluntary service activities to prohibit the discharge of fireworks and firecrackers.

advocate the use of safe and environmentally friendly alternative products for fireworks and firecrackers. Article 9 When holding fireworks parties and other large-scale fireworks display activities, the organizer shall apply to the public security organ for permission in accordance with the provisions on hierarchical management. After examination, the fireworks display license is obtained. Fireworks parties and other large-scale fireworks display operations units and workers shall conduct fireworks display operations in accordance with the safety regulations for fireworks display and the approved fireworks display operation plan. Article 11 Units and individuals that provide catering, accommodation, wedding ceremonies and funeral services in areas where fireworks and firecrackers are prohibited shall inform the clients of the relevant provisions prohibiting the discharge of fireworks and firecrackers, and shall not provide related services for the discharge of fireworks and firecrackers on their behalf, and shall discourage the discharge of fireworks and firecrackers in their areas of responsibility for city appearance and environmental sanitation; Those who refuse to listen to dissuasion shall report to the public security organ in time. Eleventh any unit or individual has the right to report the illegal discharge of fireworks and firecrackers to the public security organs. The public security organ shall set up a special report telephone, and after receiving the report, it shall promptly investigate and handle it according to its duties and powers or hand it over to relevant departments for handling.
