In order to resolutely win the people's war, general war and blocking war of epidemic prevention and control, the leading group for epidemic prevention and control of Xiangtan Municipal Committee successively issued Circular No.6 and No.7 on strengthening store operation and control. Since the announcement, the people of the whole city and store owners have taken the overall situation into account, actively supported and conscientiously implemented it, and made positive changes in promoting the prevention and control of epidemic situation in the whole city. In order to restore normal social order as soon as possible and meet people's living needs, according to the development and changes of epidemic prevention and control situation, it is decided to restore the operation of some venues and stores in an orderly manner. The relevant matters are hereby notified as follows:

1. Resume business in an orderly manner. According to the actual situation of epidemic prevention and control and the needs of the industry, except for the following venues and stores, they can resume business on their own. The venues and stores that will not resume business for the time being are: catering units, theaters, chess rooms, recreation halls, bookstores, Internet cafes, dance halls, bars, KTV, swimming pools, foot bath shops, beauty salons, gyms, training institutions and other service business units; Tourism and leisure business units such as unventilated scenic spots and farmhouses that are easy to cause people to gather; Professional markets and other relatively closed, relatively concentrated business units or places.

second, implement the main responsibility. All stores should earnestly fulfill their commitments, implement prevention and control measures, and achieve the "five musts", that is, they must implement special personnel to regularly ventilate and disinfect the business premises and organize temperature detection, and do not use central air conditioning; It is necessary to implement measures such as wearing masks, washing hands frequently, and testing body temperature twice a day in the morning and evening to discourage citizens who do not wear masks or refuse to accept body temperature testing from entering the business premises; We must maintain business order, avoid personnel gathering, and minimize "interpersonal contact"; Service tools, facilities and equipment in direct contact with consumers must be cleaned and disinfected once; If owners, employees and consumers are found to have abnormal symptoms such as fever, chest tightness and fatigue, they must report to their communities at the first time and urge them to go to the fever clinic of the nearest medical institution for treatment.

third, implement regulatory responsibilities. Local governments and industry supervision departments should do a good job in post-event supervision after stores resume operation, and urge business units to do a good job in epidemic prevention and control.

fourth, implement the punishment of dishonesty. If the business unit fails to implement the commitment to resume work, and the prevention and control is ineffective, and the rectification is not in place after being urged, the local government and the industry supervision department may order it to suspend business for rectification, and include it in its credit record as untrustworthy information, and deal with it accordingly according to the circumstances.

5. counties, urban areas and parks can follow the principle of zoning and grading and territorial responsibility, and on the premise of strict prevention and control, contact local conditions, make precise policies and refer to implementation.
