Article 3 The people's governments at or above the county level shall be responsible for the food safety supervision and management within their respective administrative areas, uniformly lead, organize and coordinate the food safety supervision and management and the food safety emergency response within their respective administrative areas, and perform the following duties:
(1) Incorporate food safety into the national economic and social development plan, and include food safety funds in the fiscal budget at the corresponding level;
(2) establish and improve the working mechanism of the whole process supervision and management of food safety, which combines administrative supervision, self-discipline of producers and operators and social supervision;
(3) Improve and implement the responsibility system for food safety supervision and management, and incorporate food safety into the government's annual work target assessment;
(4) Strengthen the capacity building of food safety inspection and testing, equip food safety inspection and testing equipment and facilities, build a public platform for food safety inspection and testing, realize information exchange and provide technical support for food safety risk monitoring and food safety supervision and management;
(5) Other duties as stipulated by laws and regulations.
township (town) people's governments and sub-district offices (communities) are responsible for food safety in their respective jurisdictions, and should establish food safety management deliberation and coordination institutions, be equipped with full-time management personnel, set up teams such as food safety coordinators or information officers, and focus on assisting in the social supervision of food safety in their respective jurisdictions.
Village (neighborhood) committees assist local people's governments in food safety supervision and management, and report food safety in a timely manner. Article 4 The food safety committee of the people's government at or above the county level shall undertake the following duties:
(1) Analyze the food safety situation in this region, study and deploy, coordinate and guide the food safety work in this region as a whole;
(2) Establish and improve the coordination and linkage mechanism and comprehensive supervision and management system;
(3) supervise and inspect the implementation of food safety supervision and management responsibilities;
(4) other duties as stipulated by the people's government at the corresponding level.

Article 5 People's governments at all levels and relevant food safety supervision and management departments shall establish a food safety control mechanism, strengthen the publicity of food safety laws, regulations and food safety knowledge, and raise public awareness of food safety. the quality supervision department is responsible for the supervision and management of the production of food-related products.
the administrative department of agriculture is responsible for the quality and safety supervision and management of edible agricultural products before they enter the market or production and processing enterprises.
other relevant food safety supervision and management departments shall do a good job in food safety supervision and management according to their respective responsibilities or the provisions of the people's government at the corresponding level. Seventh people's governments at or above the county level shall establish and improve the reward system for reporting food safety, and encourage and support the reporting of illegal acts in food production and operation; Those who provide clues to illegal acts and verify them are rewarded. Chapter II General Provisions Article 8 The health administrative department of the provincial people's government shall, in conjunction with the food and drug supervision and administration, agricultural administration and other relevant departments at the same level, formulate and implement a plan for building food safety risk monitoring capacity and establish a food safety risk monitoring system according to the needs of the country and the province.
