In order to further broaden the source of high-quality professional young cadres and strengthen the talent support for high-quality development in Hai 'an, after research, it is decided to openly select and transport a group of outstanding young talents urgently needed for economic and social development. The relevant matters are hereby announced as follows:
First, the selection object and place
1. Professional and technical positions
(1) Selection quota: about 5 people.
(2) Selection target: fresh graduates with master's degree or above from domestic first-class universities and first-class disciplines (limited to this discipline).
2. Party and government cadres' posts
(1) Selection quota: about 20 people.
(2) Selection targets: ① A group of undergraduate fresh graduates from ordinary universities in Jiangsu Province, first-class universities outside Jiangsu Province (domestic) and first-class discipline construction universities (limited to their own disciplines); (2) Fresh graduates with master's degree or above from domestic universities and research institutes.
The total number of people who choose and transfer jobs should be balanced between men and women.
The undergraduate stage of the transfer object does not include private, entrusted, oriented, upgraded and independent colleges.
Second, the selection conditions
1. Have the basic conditions stipulated in the Civil Service Law and the Interim Provisions on Open Recruitment of Public Institutions;
2. Have a firm and correct political direction and the idea of serving the people wholeheartedly, have a strong sense of professionalism and responsibility, have a pragmatic style, and have strong organizational discipline;
3. Excellent academic performance, having served as a student cadre above the class committee (excluding student associations) for one full academic year at the undergraduate level, having received comprehensive commendation or awards from junior college or above during the school period, and having strong language expression ability and organization and coordination ability;
4. Undergraduate graduates are generally under 23 years old (born after 1999 1), master students are generally under 26 years old (born after 1996 1), and doctoral students are generally under 30 years old (65438).
5. Be in good health, obey organizational arrangements, voluntarily work in grassroots and hard posts, and have physical and other conditions that meet the requirements of the post;
6. No violation of laws and regulations;
7. The corresponding diploma and degree certificate should be obtained before August 2022 1, and doctoral students can be relaxed until February 3, 20221;
8. Under the same conditions, give priority to candidates who meet the following conditions:
(1) Graduates of financial investment, urban construction planning, traffic engineering, water conservancy engineering, financial auditing and agronomy are preferred for professional and technical posts.
(2) apply for professional and technical positions and obtain relevant professional and technical titles or relevant professional qualifications.
(3) party member (preparatory) in the priority selection of party and government cadres, or a student cadre who is the monitor and vice-chairman of the student union at or above the field level (or the corresponding post between the party and the masses), or who has won comprehensive commendation and awards at or above the field level.
Third, the selection process.

(1) electronic forms of outstanding young talents registration form in Hai 'an City, Jiangsu Province and information summary of applicants;
(2) A scanned copy of the original ID card, a two-way employment recommendation form for graduates, academic transcripts or grade ranking certificates, certificates of commendation and awards, certificates of employment of student cadres, certificates of work achievements and published articles, and certificates of professional qualifications (titles).

After the registration, the applicants will be initially examined according to the relevant transfer conditions.
2. Qualification examination and preliminary examination. The initial test will be conducted by interview, and the time and place will be notified separately. At the time of preliminary examination, the applicant must provide the original registration materials. If the applicant fails to provide complete information or false information, it shall be deemed as a failure in the second interview. Through initial examination and re-examination, it is determined to enter the list of comprehensive ability evaluation personnel.
3. Comprehensive ability evaluation. Take a written test, interview, etc. , the time and place will be notified separately.
4. Job suitability evaluation. Evaluate the post suitability of those who pass the comprehensive ability evaluation, and determine the list of those who enter the medical examination and inspection according to the total score of comprehensive ability evaluation and post suitability evaluation.
5. Physical examination and examination. Organize physical examination according to the General Standard for Physical Examination of Civil Servants (Trial), Manual for Physical Examination of Civil Servants (Trial) and other documents, and those who pass the physical examination will be selected for investigation. The inspection work was conducted in accordance with the relevant standards and requirements for the recruitment of civil servants. If the physical examination and examination are not suitable for changing jobs or giving up voluntarily, they will be replaced at one time in turn.
6. Publicity and employment. Those who pass the medical examination and inspection will be publicized for 7 working days. After the expiration of the publicity period, if there is no problem or the problem does not affect the employment, the employment procedures shall be handled according to the regulations and the employment agreement shall be signed.
Fourth, training management.
1. The selected personnel are included in the full financial allocation, tracked and managed by the organization of Hai 'an City and the human resources and social security department, and enjoy various wages and benefits stipulated by the state.
2. Newly selected personnel who settle in Hai 'an will be given a one-time settlement subsidy, with 5,000 yuan for talents outside the city and 3,000 yuan for talents in Hai 'an; Within three years, doctoral students, master students and undergraduates will enjoy special allowances according to the standards of 3000 yuan, 2000 yuan and 1.500 yuan per person per month. Those who continue to work in our city after 3 years and buy commercial housing for self-occupation for the first time in Hai 'an will be given housing subsidies according to the standards of 65,438+10,000 doctoral students, 80,000 master students and 50,000 undergraduates, which will be distributed in three years.
3. The probation period of the selected personnel is one year, and the professional and technical young talents are generally arranged to engage in professional and technical work at the municipal authorities with reference to the provincial eugenics training model; Young talents of party and government cadres are generally arranged to practice in villages and towns with reference to the training mode of Selected Graduates Province. After the probation period expires, those who pass the examination will be given post grading; The employment contract shall be terminated if the examination is unqualified, the organization arrangement is not obeyed or the employment management regulations are violated.
4. The service life of the selected personnel shall not be less than five years. If you resign during the service period, you need to return all the policy subsidies you have enjoyed in full.
