Regulations on the Protection of Intangible Cultural Heritage in Jilin Province
Chapter I General Provisions Article 1 In order to inherit and carry forward the outstanding traditional culture of the Chinese nation, strengthen the intangible cultural heritage protection, preservation work, according to the "Chinese People's *** and the State of intangible cultural heritage law" and other laws and regulations, combined with the actual situation in this province, the formulation of these regulations. Article 2 These regulations shall apply to the preservation, identification, transmission, dissemination, development and other protection activities of the intangible cultural heritage within the administrative area of this province, as well as the related management work. Article 3 The intangible cultural heritage referred to in these regulations refers to the various traditional cultural expressions that have been handed down from generation to generation by the people of all ethnic groups and are regarded as part of their cultural heritage, as well as the physical objects and places related to the traditional cultural expressions. It includes:

(1) traditional oral literature and the language used as its vehicle;

(2) traditional fine arts, calligraphy, music, dance, drama, operatic art and acrobatics;

(3) traditional performing arts, medicine and calendars;

(4) traditional rituals, festivals and other folklore;

(5) traditional sports and amusement games;

(vi) other intangible cultural heritage. Article 4 The people's governments at or above the county level shall incorporate the protection and preservation of the intangible cultural heritage in their administrative areas into the national economic and social development plans at their respective levels, and shall include the funds for the protection and preservation of the intangible cultural heritage in the budgets of their respective levels. Article 5 The competent departments of culture of the people's governments at or above the county level shall be responsible for the protection and preservation of the intangible cultural heritage within their respective administrative areas, and shall perform the following duties:

(1) to publicize and implement the laws and regulations on the protection of the intangible cultural heritage;

(2) to formulate and organize and implement the plan for the protection of the intangible cultural heritage;

(3) to organize the census of the intangible cultural heritage, identification, recording and establishment of archives;

(4) organizing and coordinating the collection and preservation of objects related to the intangible cultural heritage;

(5) organizing the identification and recommendation of representative items of the intangible cultural heritage and the identification of representative bearers;

(6) supervising and inspecting the safeguarding, management and utilization of the intangible cultural heritage;

(7) carrying out (vii) carry out other work for the protection of intangible cultural heritage. Article 6 The people's governments at or above the county level shall, within their respective areas of responsibility, do a good job in the protection and preservation of the intangible cultural heritage, such as development and reform, finance, auditing, education, sports, tourism, nationalities and religions, housing and urban-rural construction, land resources, environmental protection and other departments. Article 7 The people's governments at or above the county level shall strengthen the publicity of the protection of intangible cultural heritage, and raise the awareness of society as a whole of the protection of intangible cultural heritage.

Encourage and support social groups, research institutions, colleges and universities, enterprises and institutions, individuals and other social forces and private capital to participate in the intangible cultural heritage research, publicity, protection, inheritance, as well as development and utilization. Chapter II protection of intangible cultural heritage projects Article 8 The competent departments of the people's governments at or above the county level of cultural organizations to identify the representative items of intangible cultural heritage (hereinafter referred to as the representative items), to establish and improve the list of representative items at this level, the information system. Article 9 Citizens, legal persons or other organizations may declare representative projects to the competent departments of culture of the people's governments at the county level, and units meeting the corresponding conditions in accordance with the relevant provisions may declare representative projects to the competent departments of culture of the people's governments at the provincial level; the declaration materials shall be true and complete; the competent departments of culture shall, in accordance with the relevant provisions of the "Chinese People's Republic of China *** and the State Intangible Cultural Heritage Law", organize expert assessment, publicity and Report to the people's government at this level recognized and announced.

The competent departments of culture of the people's governments of cities and counties in the districts may recommend the representative items at their own level to the competent departments of culture of the people's governments at the next level, and include them in the list of representative items of the people's governments at the next level after they have been recognized by the people's governments at the next level. Article 10 Representative items shall meet the following conditions:

(1) they have historical, literary, artistic and scientific value;

(2) they are typical and representative of excellent traditional culture;

(3) they have the characteristics of being handed down and transmitted from generation to generation within a certain group or territory;

(4) they have territorial or national characteristics, and have greater influence within the administrative region. Article 11 For the intangible cultural heritage listed in the Representative Items List, the competent department of culture of the people's government at this level shall specify the unit of protection.

The safeguarding unit of a representative item shall perform the following duties:

(2) to comprehensively collect physical objects and materials related to the item and organize them into archives;

(3) to ensure that the item does not lose the traditional crafts, techniques or characteristics protected as intangible cultural heritage, and to carry out the inheritance, exhibition, training and academic exchanges, exhibitions, training and academic exchanges and other activities;

(4) to provide the necessary conditions for the inheritance of the project as well as related activities;

(5) to utilize the funds for protection in accordance with the provisions;

(6) to report to the competent department of culture on the situation of the work of protection, inheritance and other work. Article XII of the people's governments at or above the county level, the competent departments of culture shall implement the classification of representative projects to protect, endangered, surviving good, productive, representative of ethnic minorities and other projects to take different protection measures and methods, and formulate the corresponding protection plan. Article XIII of the people's governments at or above the county level on the relative concentration of representative projects should be the implementation of holistic protection, planned to carry out the construction of experimental areas of cultural and ecological protection, to protect the famous towns, old streets, traditional villages and the original appearance of the aboriginal life pattern.
