Dalin Xu is the chairman of Handing Asia Pacific Venture Capital Company in the United States. He was born in Chongqing in 1943 and went to Taiwan Province with his family in 1947. He received a bachelor's degree in physics from Taiwan Province University in 1961-1964, a master's degree in electronic physics from Brooklyn Institute of Technology in new york in 1965-1966, and a doctor's degree in electrical engineering from Berkeley, California in the United States in 1965-1971. In 1966, he went to Silicon Valley to study electrical engineering, which was three years before the birth of the chip kingdom Intel.
