"Food is the first priority for the people, and food safety is the first priority". In recent years, food safety has become a hot livelihood issue, which has attracted the attention and concern of party committees, governments, people's congresses, CPPCC, news media and people at all levels. In order to further promote food safety supervision and ensure the food safety of the whole city, the first inspection team of CPPCC members, led by Liu Guanxian, vice chairman of CPPCC, and Zhong Wangxing, director of science, education, culture, health and sports commission, made a special inspection on food safety supervision in our city from May 23rd to 24th. The inspection team listened to the briefings of the municipal food safety committee, Huicheng District Government, Longmen County Government and the heads of relevant functional departments directly under the municipal government, and inspected the food production and business units such as Qiaodong Market in Huicheng District, bean curd processing enterprises (workshops), Nankun Mountain Dairy Company in Longmen County and rice cake processing households in Yaoxiang, and exchanged information with the heads of functional departments and food producers and operators. The inspection situation is reported as follows:

1. Basic situation of food safety supervision in our city

In recent years, governments at all levels and functional departments in our city have conscientiously implemented the food safety project, carried out in-depth special rectification of food safety, continuously strengthened law enforcement, gradually improved the supervision mechanism, and comprehensively strengthened publicity and information work. The overall situation of food safety has improved, the incidence of major food safety accidents has dropped significantly, and all work has achieved remarkable results.

(I) The government's leadership over food safety supervision has been further strengthened

The municipal party committee and the municipal government attach great importance to food safety, and set up a municipal food safety committee headed by the deputy mayor in charge. The leaders of Huang Yebin, Li Ruqiu, Guang Xu, Li Xuanmin and other cities have repeatedly given instructions on food safety issues, and personally led teams to carry out food safety inspections, and increased their investment in food safety work year by year, laying a good foundation for food safety supervision.

(II) The comprehensive supervision of food safety is on the right track

1. The comprehensive supervision framework at the city, county and town levels has been fully established. With the attention of governments at all levels and the active promotion of food and drug supervision departments at the city and county levels, food safety committees were established at the city level and six counties and districts in 2114. Last year, all 79 towns (townships, offices and management committees) in the city set up town-level food safety leading groups or coordination groups, and most villages and neighborhood committees set up food safety information liaison officers to build a unified food safety comprehensive supervision network. At the same time, the construction of food safety technical consultation institutions was vigorously strengthened, and Huizhou Food Safety Expert Committee composed of 17 experts was established.

2. The comprehensive food safety supervision mechanism has been gradually improved. First, a regular communication and coordination mechanism has been established. The joint meeting system was established, which strengthened communication and coordination among departments, rationalized the food safety supervision responsibilities of agriculture, quality supervision, industry and commerce, health and other departments, further integrated the supervision resources and formed a joint force of supervision. Second, a series of work systems have been introduced. Since 2114, * * * has formulated and promulgated nine systems, including the Work System of Huizhou Food Safety Committee, the Supervision and Inspection System of Huizhou Food Safety and the Joint Law Enforcement System of Huizhou Food Safety, which further standardized the food safety supervision. Third, an emergency mechanism for food safety has been initially established. A series of normative documents, such as the reporting system of major food safety accidents, emergency plans for major food safety accidents and operation manuals, were issued, which effectively responded to and handled food safety emergencies such as pickles incident, preserved egg incident and plum vegetable incident.

3. The food safety responsibility system is fully implemented. The signing rate of food safety responsibility books at all levels in cities, counties (districts) and towns has reached 111%, and most towns and villages have also implemented the food safety responsibility system at the village and neighborhood level. This practice has been fully affirmed by the relevant departments of the province. Carrying out comprehensive evaluation of food safety of county (district) governments and comprehensive evaluation of food safety work in a region from many aspects has better promoted the attention of governments at all levels to food safety work and the development of food safety work.

(3) food safety supervision has been strengthened

1. The supervision of agricultural (aquatic) products cultivation (breeding) has achieved gratifying results. First, strengthen the testing of agricultural products. Last year, the agricultural sector tested 227,191 vegetable samples, of which 5.8% exceeded the standard, and 134 tons of poisonous vegetables were destroyed; 5992 pig urine samples were detected, and the detection rate of clenbuterol was 2.45%. The second is to strengthen the certification (identification) of agricultural (water) products (bases). Last year * * * 18 agricultural (water) products of 13 units passed the national pollution-free agricultural products certification, 13 agricultural products of 3 units passed the green food certification, and 55 agricultural products of 2 units passed the organic agricultural products certification. The third is to strengthen the law enforcement inspection of agricultural (fishery) inputs. The municipal marine and fishery department has carried out special law enforcement inspections on large and medium-sized farms for many times, and focused on monitoring chloramphenicol, malachite green and other drugs, effectively regulating the aquaculture behavior of aquatic products.

2. The supervision measures in food production and processing are strong. First, through the establishment of an electronic database of food production and processing enterprises, the quality supervision department has implemented dynamic management for more than 1,311 production and processing enterprises. The second is to strengthen food quality supervision and inspection. Last year, more than 31 varieties were randomly selected and more than 2,111 batches of products were produced. The third is to promote the implementation of the food quality and safety market access system, and 28 types of food production enterprises that meet the production license conditions in the city have basically completed the examination and certification work. The fourth is to implement the inspection and supervision system, divide the production and processing enterprises into four categories: A, B, C and D, and carry out inspections in a focused and targeted manner. The fifth is to implement the return visit system of the government in the jurisdiction. Sixth, special inspections were conducted on the drinking water industry, plum vegetable processing industry and the abuse of food additives, and 56 illegal acts were investigated and dealt with.

3. The supervision of food circulation links is highlighted. In accordance with the idea of "emphasizing key points, implementing step by step, moving the customs forward and supervising according to law", the industrial and commercial departments have made every effort to promote the management of market food access, and the markets and supermarkets above the town have fully implemented the management of market food access. Strengthen the supervision of the food market, focusing on the inspection of small food shops, small food stalls, small workshops in the market, and all kinds of food wholesale operators and supermarkets in towns, urban-rural fringe areas and places where migrants live in concentrated places, and severely investigate and deal with unlicensed operation and sales of fake and shoddy food, * * * inspected more than 12,511 operators, issued 6,641 rectification opinions, investigated and dealt with 3,271 illegal acts, and banned 81 unlicensed food operators.

4. Supervision and prevention of food consumption are in place. The health department strictly controls the entry of the hygiene license for food production and operation, and * * * issued certificates to supervise 16852 food production and operation units. Carry out quantitative classification management of food hygiene supervision, and 567 school canteens in the city have implemented quantitative classification management of food hygiene, with a coverage rate of 111%; In other catering industries, 2,957 households have implemented this system, with a coverage rate of 51.35%. Strengthen the prevention and control of collective food poisoning incidents. Last year, there was no major food safety accident in the city with more than 51 collective poisoning or more than 1 deaths. We carried out special rectification actions such as hygiene licenses, canteens in enterprises and construction sites, unlicensed food stalls, tableware disinfection in catering industry, revoked licenses for 12 households, and destroyed more than 181 tons of unqualified food.

(IV) The special rectification of food safety was solidly promoted

First, the special rectification of the plum vegetable processing industry was carried out. Standardize the management of plum vegetable processing enterprises (households) such as Aipi, Huidong Lianghua and Boluo in Huicheng District by stages, completely solve the problem of pickling plum vegetables with industrial salt, and enable 15 scattered processing households without any licenses to apply for hygiene licenses and business licenses, among which 3 enterprises have passed the "QS" certification. The second is the special rectification of meat food safety. A rectification work leading group headed by the deputy mayor in charge was set up, led by the economic and trade department, and a strict inventory of the meat market and slaughterhouses in the urban area was carried out by means of rectification and handover. The third is the special rectification of preserved (salted) egg processing workshops. The Municipal Food and Drug Administration, together with the departments of quality supervision, agriculture, economy and trade, health, industry and commerce and the Huicheng District Government, has standardized and banned 22 unlicensed preserved (salted) egg processing workshops in Lilin Town, Huicheng District. Now six preserved (salted) egg processing plants have been standardized and passed the "QS" certification. Fourth, special rectification has been carried out for many years on food safety issues around the campus that have been strongly reflected by the masses, effectively ensuring the food safety of the majority of primary and secondary school students.

(V) The food safety publicity work is vivid

The Implementation Plan for Establishing and Perfecting the Food Safety Publicity and Education System in Huizhou City (2116-2111) was formulated and promulgated. For three consecutive years, a series of food safety publicity month (week) activities have been held, such as the launching ceremony of the publicity month (week) and on-site consultation activities, consumer initiatives and corporate integrity signature activities, series of publicity reports on TV stations and newspapers, essay-writing activities on "Me and Food Safety", and activities such as food safety knowledge entering the countryside. In addition, various functional departments carry out a series of publicity activities every year, such as "Food Hygiene Law Publicity Week" of the health department, "Quality Month" of the quality supervision department, "Consumer Rights Protection Day" of the industrial and commercial department, and "Publicity Month of Agricultural Products Quality and Safety Law" of the agricultural department, which have created a good atmosphere for consumers to pay attention to food safety.

second, the main problems of food safety supervision in our city

(a) the system and mechanism are not perfect. At present, China adopts a food safety supervision mode which is mainly based on subsection supervision and supplemented by variety supervision. In our city, there are agricultural bureau, ocean and fisheries bureau, quality supervision bureau, industrial and commercial bureau, health bureau, economic and trade bureau, food and drug administration, inspection and quarantine bureau and other departments involved in food safety supervision. Agriculture, marine and fishery departments are responsible for the supervision of primary agricultural products, quality supervision departments are responsible for the supervision of production and processing links, industrial and commercial departments are responsible for the supervision of circulation links, health departments are responsible for the supervision of consumption links, food and drug supervision departments are responsible for comprehensive supervision and health food supervision, inspection and quarantine departments are responsible for the supervision of import and export foods, and economic and trade departments carry out food safety supervision within the scope of their duties. Although such a regulatory system further clarifies the responsibilities of various regulatory departments, there are still phenomena of multi-head responsibility, mutual wrangling, overlapping and gaps. For example, for food production enterprises, it is necessary to obtain the permission of the health department, while the daily supervision is the responsibility of the quality supervision department, which has the problem of cross-supervision.

(2) food producers and operators have a weak awareness of food safety. Due to the lack of breadth and depth of food safety publicity, the lack of regular and public welfare publicity and education, and the lack of publicity on food safety regulations and common sense, food producers and operators have a very weak awareness of food safety. When inspecting a tofu processing workshop, the inspection team saw that the surrounding environment of the workshop was very bad, the processing site was messy and the protective facilities were useless; When asked why he didn't do a good job in production conditions, he actually replied that tofu had never had problems in the market for several years. It can be seen that food producers and operators have a weak awareness of food safety, which has laid a big hidden danger for food safety.

(3) governments at all levels have relatively little investment in food safety. Especially in food safety testing equipment and facilities, daily testing, monitoring, law enforcement equipment, preparation, food safety publicity, guiding and supporting the development of food processing enterprises, upgrading of farmers' markets and other projects involving people's livelihood are still relatively insufficient.

(4) the efforts to rectify and standardize some traditional foods are still not strong enough. Traditional foods, especially those related to "agriculture, countryside and farmers" such as Dongjiang tofu, edible oil, white wine, rice noodles, etc., are common in workshop management, simple production conditions and poor production environment, and food safety is difficult to guarantee.

iii. countermeasures and suggestions for strengthening food safety in our city

food safety supervision is a systematic project with its long-term, complexity and arduousness. To do a good job in food safety, the government should attach great importance to it, the departments should strengthen supervision, and enterprises should be honest and self-disciplined, consumers should participate enthusiastically, and all sectors of society should actively support it. It is suggested that the following tasks should be done well:

(1) Strengthen the food safety work in towns and villages to ensure the food safety of people in rural areas

The county (district) governments should further implement the State Council's decision on further strengthening food safety work, implement the territorial management responsibility of "local governments take overall responsibility", strengthen the leadership of food safety work, and further implement the "On Strengthening Town-level Food Safety" issued by the Municipal Food Safety Committee in combination with the requirements of promoting the construction of a new socialist countryside. 2117? No.1) and "Overall Plan for Further Promoting Food Safety at Town Level" (Huishi Committee? 2117? No.5), implement the food safety responsibility of township governments, continuously strengthen the food safety work in towns and villages, improve the organization and operation mechanism of food safety work in towns and villages, vigorously implement the rural food safety project, actively carry out special rectification of rural food safety, and strive to solve the hot and difficult problems reflected by farmers, and strive to make the food safety work in towns and villages on the right track through unremitting efforts, and greatly improve the food safety situation in towns, villages and urban-rural fringe areas to ensure the food safety of people in rural areas.

(2) Strengthen the special rectification of bean products to promote the rapid development of traditional food industry

Tofu is a popular food among the masses; Tofu stuffed in Dongjiang and bean curd pot is a local specialty dish in Dongjiang River Basin, which is deeply loved by the masses. However, at present, among nearly 111 bean products processing households in our city, there is not a large-scale and standardized bean products enterprise, and most of them exist in the form of family workshops. A considerable number of them have not obtained any licenses, and the production environment and conditions are poor, which makes it difficult to reassure people. However, because the bean products industry is a low-profit industry, with high investment cost, long payback period and certain investment risks, many enterprises are reluctant to invest and set up factories without policy support. Therefore, in order to let citizens eat safe bean products, the municipal government must guide, standardize and support the development of bean products industry, and suggest the following measures:

1. Build a bean products processing base. Establish two or three bean products processing bases in the urban area, and choose Jiangnan, Jiangbei, Shuikou, Ma 'an, Chen Jiang and other towns in Huicheng District. Take the form of introducing foreign strength enterprises to invest or small enterprises to jointly produce, and build a modern bean product production factory. It is suggested to give preferential treatment according to 51% of the benchmark land price of industrial projects.

2, tax and other aspects to give preferential treatment. In order to encourage enterprises to expand production scale and improve the market share of bean products that meet food safety standards, enterprises that invest more than 11 tons of beans a day will be subsidized by the municipal finance or the urban finance. In terms of taxation, it is recommended to give appropriate preferential treatment in the first two years. Enterprises give appropriate preferential treatment in electricity and water use.

3. Implement the market access system. After the bean products processing base is completed and put into production, the market access system for bean products will be implemented. In circulation and consumption, the bean products required to be sold must be products produced by manufacturers with complete licenses, and the system of "copy of license stamped with corporate red seal" shall be implemented, and the "single" shall be accompanied by the goods. Bean products in the retail market shall be stamped with the corporate red with a copy of the license.
