How to write a high-quality proposal

CPPCC proposal is the most commonly used and accustomed way for members and CPPCC participating units to perform their functions. At the annual plenary session of CPPCC, besides the work report of the Standing Committee, there is also a report on the proposal work. On the closing day of the meeting, the meeting will also adopt a proposal to review the report. It can be seen that the position and role of proposal work in CPPCC also reflects that proposal is one of the important and indispensable tasks in CPPCC.

So, how to write a proposal? How to submit a high-quality proposal to the party and government departments? Talk about your own understanding. First of all, we must correctly grasp the basic requirements of the CPPCC proposal. What are the basic requirements of the CPPCC proposal? Guangzhou CPPCC's "Regulations on Proposal Work" stipulates: "Proposals are written opinions and suggestions put forward by CPPCC members, political parties, people's organizations and special committees to the plenary session or the Standing Committee of CPPCC, which are reviewed and filed by the Proposal Review Committee or the Proposal Committee and then submitted to the organizer for handling." This passage includes six requirements: first, clarify the qualifications of sponsors. Explain that writing a proposal is the responsibility and obligation of CPPCC members and participating units, and it is also a qualification issue. The second is to stipulate the form of the proposal. The forms of proposals include: member's proposal, member-member joint proposal, unit's proposal and unit-unit joint proposal, but members and units are not allowed to jointly propose. The third is to stipulate the organizer of the proposal. After the proposal is put forward, the organizer of the proposal is the plenary session or the Standing Committee of the Chinese People's Political Consultative Conference, which shows that it is a standardized and procedural organizational behavior. Fourth, the proposal must be reviewed. The proposal can only become a real proposal after it has been examined and put on record. The proposal that has not been put on file will be turned into opinions and suggestions and sent to the research office of relevant departments. Fifth, the proposal after filing the case should be handed in. After the case is filed, it shall be handled by the functional department and the organizer shall be answered within the specified time. Sixth, written opinions and suggestions. Since it has been written, it is necessary to emphasize the norms and use special paper for proposals to write clearly.

Only by correctly understanding the meaning of CPPCC proposal can we grasp the basic requirements for writing the proposal. For example: strictly abide by the provisions on the qualification of writing proposals; Use special proposal paper, don't look for notes at random, it lacks seriousness. The main problems in our current proposal are: first, typos. For example, "under construction" becomes "goodbye"; Second, the contact number, mobile phone and address of the first sponsor are not filled in. Second, we must correctly understand the role of the CPPCC proposal. CPPCC receives about 400 proposals every year, and its members and participating units are very enthusiastic about using the proposals to perform their functions. What is the purpose of the proposal? The "Regulations on Proposal Work of Guangzhou CPPCC" stipulates: "Proposal is an important way to perform the functions of CPPCC, an important carrier to uphold and improve the multi-party cooperation and political consultation system led by China's * * * production party, and an important channel to assist the Guangzhou Municipal Party Committee and the municipal government to realize democratic and scientific decision-making." This is a "qualitative" provision, indicating that there is no alternative form. There are different opinions about the role that the proposal can play, but to sum up, I think there are three main aspects: First, it plays a role as a staff member for the important decisions of the party and government leading departments. For example, the organizer held three related meetings, visited more than 50 private enterprises, conducted 200 questionnaires, and went to Tianjin and Nanjing for investigation. Formulated the "Work Plan for Further Accelerating the Development of Private Enterprises in Guangzhou". The plan includes 34 measures from nine aspects, aiming at solving the problems of financing, land use, employment and insufficient technical progress in the development of private enterprises, technological innovation, brand building and public services. The second is to promote the economic and social development of our city. For example, in promoting the construction of new socialist countryside, we should attach great importance to rural environmental pollution. The organizer clearly wants to create 64 provincial-level ecological demonstration villages and 64 municipal-level ecological demonstration villages; Set aside 4.35 million yuan from sewage charges for the establishment of rural ecological demonstration villages; It takes three years to complete the construction and renovation of rural 120 public toilets; Gradually promote the unified collection, transportation and treatment of rural garbage. Third, it plays a promoting role in solving people's livelihood and solving people's livelihood problems. For example, the proposal on improving the medical assistance system for urban and rural residents in Guangzhou has promoted the organizer to speed up the formulation of the medical assistance system for urban and rural residents, expanded the scope of medical assistance for residents and increased the amount of assistance. It should be said that CPPCC's suggestions have promoted and supplemented the party's principles and policies, the construction of all aspects of society and the resolution of contradictions among the people. Recently, we held a symposium on the proposal of "solving the related problems of digital TV charging and advertising", and members put forward opinions and suggestions on the problem that users who have not switched digital TV are worried about not watching the Olympic Games. The organizer of the proposal, the Municipal Bureau of Press, Publication, Radio, Film and Television, said at the scene that users who did not switch digital TV during the Olympic Games could also receive three sets of analog signals from the Fifth Central Radio, the Provincial Sports Commission and the city competition during the Olympic Games and the Paralympic Games. It can be seen that a good proposal can really solve the problem and get the satisfaction of the organizers, contractors and the public. Third, we should correctly understand some principles of proposal work. There are rules and principles for the proposal work, such as: reporting the proposal work to the Standing Committee of the Chinese People's Political Consultative Conference, stipulating that the proposal of the unit must be stamped with the official seal, and stipulating the assignment, handling, reply time and reply format of the proposal. However, as a sponsor, we must understand two principles that are easily overlooked: 1, and the proposal has the principle of "three unrestricted". 3. Unlimited means that there is no limit to the submission time, content and number of proposals. Since there is no time limit for submitting proposals, we don't have to concentrate on submitting proposals during the plenary session. It is understood that some cities' proposals during the intersessional period account for 20% of the annual proposals. If we don't concentrate on submitting the proposal during the plenary session, we will have more time to fully carry out investigation and research, collect information and enrich the content of the proposal. 2. The principle of proposal review. The "Regulations on Proposal Work" was clarified. Not filing a case 12, in which 10 is consistent with the CPPCC, and two situations are added: First, "it is not solved by the municipal party and government functional departments"; Second, "it has been put forward a few years ago, and the organizers are also solving it, but it lacks new ideas." The proposal committee strictly enforces this clause. We do have some members who reflect some academic research problems in their proposals, solve personal difficulties and promote certain products and works. This should attract everyone's attention. Fourth, we should adhere to the "three natures" in writing proposals, and write them well, which can best reflect the level of CPPCC members' participation in and discussion of state affairs. What is a good proposal? The first paragraph of Article 15 in Chapter III of Guangzhou CPPCC Proposal Work Regulations clearly stipulates that "the proposal should be serious, scientific and feasible". A qualified proposal should reflect "three natures": first, seriousness: that is, the content of the proposal should conform to the national constitution and relevant laws and regulations, and focus on the central work of the Guangzhou Municipal Party Committee and Municipal Government and the hot and difficult issues that the masses care about; The second is scientific: the content of the proposal should be well-founded, reasonable and objective; Third, feasibility: the proposed part should fully consider the implementation conditions.

The "three characteristics" of the proposal is a principle, which is relatively empty and abstract. The specific requirements are: reflecting major events, well-founded, clear case, specific suggestions, one case at a time. Reflecting major events: This is well understood and closely related to the major issues of economic and social development and people's lives in our city. This also reflects the political level of CPPCC members in participating in and discussing state affairs. Well-founded: you must have a full understanding of the issues involved in the proposal and put forward it on the basis of investigation and research. For example, the proposal of "making disabled people in this city take buses for free" is well-founded. The proposal points out that there are 654.38+10,000 certified disabled people in our city, including 4,600 school-age disabled children under the age of 15, who can enjoy bus concessions for the elderly. There are more than 2,000 disabled people over the age of 60. Of the remaining 76,300 disabled people, 3,000 are severely physically disabled, and 2,000 are mentally disabled, and they have not gone out for almost many years. There are still 5,000 people using special vehicles for the disabled, and the rest are 66,000 disabled people. If they can take the bus for free, it will solve their biggest livelihood, and Shenzhen, Dongguan, Jiangmen and other cities have all solved it. The problems reflected are real. The proposal must avoid improvisation, improvisation, hearing and reflection. This will not only affect the quality of the proposal, but also affect the prestige of CPPCC. The case is clear: this is an important basis for solving the problem. For example, the proposal of "Suggestions on Improving Public Services in Pazhou Convention and Exhibition Business District" points out that there have been some problems since Pazhou Convention and Exhibition was launched: imperfect transportation facilities (long bus interval, few taxis, difficulty in traveling and parking); The service facilities are not perfect (there are few restaurants, business and entertainment places, only Shangri-La); Lack of public toilets; Poor drainage facilities have caused "flooded streets". The organizers feel that the aim is very strong and the goal of solving the problem is very clear. If the main problems are not made clear, the organizer will not be able to grasp the situation and the problems reflected in the proposal will not be solved. Be sure to come straight to the point, judge correctly, and avoid being general and empty. Specific suggestions: This is the key to whether the suggestions are adopted. Suggestions must be based on cases and put forward corresponding suggestions, opinions or requirements to solve problems, so as to be specific, clear and feasible. For example, the three suggestions in "Suggestions on Reducing the Charge of Cable Digital TV" are very specific for improving the current digital TV operation: for example, the cable TV that originally received 17 yuan/month should retain the original number of program channels, and if only five programs are retained, the charge will be reduced; It was originally promised that the newly increased charging standard could receive hundreds of programs. If it has not reached this level at present, it cannot be charged at 26.5 yuan/month; The current set-top box is basically a monopoly operation, and this mode of operation should be changed. If the proposal lacks feasibility, generally speaking, it cannot be implemented. Case by case: this is a matter of method. If there are many cases, on the one hand, it is impossible to explain the situation clearly, on the other hand, it is difficult to determine the undertaker. In short, the proposal must be "clear, definite and objective". To write a good proposal, we should advocate selecting the content of the proposal from the perspective of familiar fields and industries, and reflect the opinions and voices of the sectors. Five, to fundamentally improve the quality of the proposal, the quality of the proposal is the life of the proposal. Without the quality of proposals, there is no quality of handling. The quality of proposals and the quality of handling are complementary and interdependent. I think to write a good proposal, we should pay attention to "three suitability and three inadvisability". First, the theme of the proposal is "small but not big". The topic is small, easy to grasp the content and theme, can make the problem clear and thorough, and the suggestion can be honest, which is easier for the undertaking department to do. If some units want to put forward suggestions on some problems that need to be solved urgently after the regional adjustment in our city, so as to promote the economic development of each district, the idea is good, but in the process of investigation, I feel that this topic involves administrative management system, economic development, land ownership (including industry, agriculture, commerce), resident status, finance and other issues, and it is not good to do it well. They adjusted the theme in time and chose a small theme "Suggestions on Solving the Educational Land in the Old City". The proposal was actually put forward: 1. After the village office is transformed into a public school, the school land is still owned by the collective, and the government cannot rebuild, expand or merge; 2. Most of the schools run by the original enterprises have no property rights, and they have been handed over to the education department to give the right to use them. Now, there is no information about the reconstruction of school buildings (there are seven such schools in a certain district, and some managers have lost contact, resulting in unclear property rights of seven schools, resulting in unchanged asset allocation and ownership). 3. In some newly-built residential areas, developers have built schools and handed over the right to use them, but they have not handed over the real estate information, which makes school development very difficult. 4. Most primary and secondary schools in the old areas also have incomplete three certificates (state-owned land use certificate, construction land planning permit and approval letter for construction land), which is also because after regional adjustment, the new competent authorities and new investors have not been defined in time, resulting in unclear and imperfect procedures, which makes it difficult to advance the project progress. As an individual member, we should pay more attention to the topic, not too big. As an individual member, it is difficult to conduct in-depth investigation and study, and the suggestions formed can only be "big and empty". The reply of the undertaking department can only be in principle, and the proposal is greatly discounted. Second, the content of the proposal "should be true". The so-called reality means that the problems reflected in the proposal are realistic and the content is accurate and informative. For example, in the proposal of "Suggestions on Solving the Water Difficulties of Residents in Zini Sugar Factory", it is proposed that residents here used to rely on the standby capacity of the water plant supporting the power generation of the sugar factory to supply tap water to residents. However, after the bankruptcy of the sugar factory in 2003, the task of supplying tap water was handed over to Zini Thermal Power Company, and now the thermal power company is facing the national policy of shutting down small thermal power plants. If the thermal power company is closed, the water consumption of more than 300 households and more than 3000 residents in the community/kloc-0 will be in trouble. The content of the proposal should not be "a few words" or summarized by impression. Such a proposal is very difficult for the organizers and will not be taken seriously. The third is to investigate and study "the width should not be narrow". In other words, we can't "build a car behind closed doors". We must conduct in-depth research at all levels, listen to opinions extensively, and analyze carefully, so as to get rid of the rough and the fine, discard the false and keep the true, and then put forward a good plan. For example, according to the suggestion of "reducing arbitrariness and increasing accountability in municipal construction", through the field observation of Shahe Interchange on Guangzhou Avenue, Tianhe North Tunnel, Li 'an Road Exit of Guangyuan Expressway, Land Rover Pedestrian Interchange outside the south gate of Baiyun Mountain and some sections and intersections, it is concluded that these interchanges, overpasses and intersections are not humanized in design and construction. At the symposium on proposal handling, the organizer also acknowledged some problems such as planning, design, construction, bidding, funds, system and personal wishes. And said that he would seriously study the suggestions of the members. It is difficult to find the root of the problem without going deep into it and writing the proposal on the surface. At present, some of our contractors are not active in handling the proposal, including ideological understanding, system construction, and the quality of our proposal: if only questions are asked, there are no suggestions; There may be suggestions, but they are all empty; Or the topic is very big and involves a lot of content, which is difficult for the organizer to deal with. When writing a proposal, we should seriously deal with these problems. Six, several problems that should be paid attention to in the process of handling the proposal (a) on the validity standard of the proposal. Every year, there is a certain gap between the implementation of many proposals and the expectations of members, including insufficient communication and poor handling, which also shows that there is a gap in understanding the effect of handling proposals. Can we understand the effectiveness of the proposal from three aspects: first, the opinions and suggestions put forward have 1 or 2 points and can be implemented; Second, although it was not adopted, it was reached through negotiation; Third, suggestions can attract the attention of organizers. (two) on the issue of filling in the "proposal handling feedback form". The proposal regulations stipulate that "after receiving the reply and the inquiry form, the sponsor must send the inquiry form to the organizer and the proposal Committee respectively within 15 days." But in fact, we only receive a small amount of feedback every year. I hope that members can send the inquiry form in time in the future. (3) The deepening and extension of the proposal. Handling proposals is a process. Some suggestions will be immediate, some will be gradually implemented for a long time, and some may not be implemented for the time being. However, dealing with proposals is a process. We should: first, pay attention to the correct position and negotiate on an equal footing; Second, from the process of handling, think about the shortcomings of our proposal; The third is to deepen the understanding of this matter from the process of handling, and then put forward new suggestions from a higher level on the basis of handling. The contents of some proposals can also be reflected by provincial and CPPCC members in our city, and problems can be solved through their demands. Writing proposals is a right of CPPCC members and participating units to perform their duties. We should cherish this right and attach importance to it. Through our efforts, we actively use the form of proposals, constantly improve the quality of proposals, and do a good job in making suggestions and suggestions for promoting the economic and social development of our city. & lt/SPAN>。
