2. Increase the support for the market expansion of famous cigarettes and create a market environment conducive to the development of famous cigarettes industry. The provincial bureaus (companies) should take the sales of famous cigarettes in the industry as an important task, designate a special person to be responsible for the inspection of famous cigarettes in the sales industry in this province, and conduct monthly analysis and assessment. The cigarette sales area shall not restrict or hinder the transfer, sale and normal circulation of famous cigarettes in the industry in any form. ;
3. Helping the excellent and the strong to promote the development of famous cigarettes in the industry. The National Bureau will adhere to the policy of supporting the excellent and the strong, and shift the focus of support to supporting famous cigarettes in the industry. To this end, the inter-provincial plan adjustment and the incremental part of the plan give priority to the production of famous cigarettes in the whole industry; The supply of domestic high-quality tobacco leaves and national reserve tobacco leaves should give priority to ensuring the production of industry famous tobacco, and imported tobacco leaves are mainly used for the production of industry famous tobacco; Technical transformation and equipment introduction should give priority to famous cigarette manufacturers in the industry, and whether there are famous cigarettes in the industry is one of the important conditions of the project;
4. Strengthen the supervision of famous cigarettes in the industry and realize the dynamic management of famous cigarettes in the industry. In order to ensure the image of tobacco in the industry and implement the survival of the fittest, the State Bureau implements dynamic management of tobacco. In April each year, according to the provisions of the "Measures for the Evaluation of Famous Tobacco in the Industry", the National Bureau accepts the declaration of brand and specifications of newly-added famous tobacco in the industry, and in 10, the list of brands and specifications of newly-added and withdrawn famous tobacco is published.
Article 6 of the Regulations for the Implementation of the Tobacco Monopoly Law of People's Republic of China (PRC), who is engaged in the production, wholesale and retail business of tobacco monopoly products, the import and export business of tobacco monopoly products and the purchase and sale business of foreign tobacco products, must apply for a tobacco monopoly license in accordance with the provisions of the Tobacco Monopoly Law and these Regulations.
Tobacco monopoly license is divided into:
(1) License of tobacco monopoly production enterprise;
(2) License of tobacco monopoly wholesale enterprise;
(3) Tobacco monopoly retail license.
