All the pavilions in the Expo Park are located in the fenced area, which is a control area extending 500 meters, including Puxi area surrounded by Luban Road, Zhongshan South Road and Guopin Road (outer ring road) and Pudong area surrounded by Nanmatou Road, Pudong South Road, Hua Yao Road and Huangpu River (including the above roads), with an enclosed area of about 7 square kilometers.
The control area aims at restricting car travel and meeting safety management, focusing on strengthening border management to ensure orderly admission. The traffic of social cars is strictly restricted in the control area: from 7: 00 to 2: 001,the traffic of social cars is strictly restricted, and only vehicles with Expo passes, Expo taxis and buses are allowed to enter; In order to facilitate tourists to leave the park, the control area is open to all taxis from 2 1: 00 to 7: 00 the next day. A large parking lot is set up in the control area, which is specially used by franchised buses such as Expo buses and group buses to facilitate visitors to enter the park.
(2) One-way street
In order to alleviate the influence of the setting of the control area on the road network around the park, 60 one-way streets are set in the central city, of which more than 30 are added around the park, so as to improve the microcirculation of the roads around the park and provide a rapid evacuation passage for vehicles reaching the boundary of the control area.
(3) Variable lanes
In order to improve road traffic efficiency, Shangnan Road (Changli Road-Yang Nan Road) and Tibet South Road (Fuxing Road-Quxi Road) will set up variable lanes according to the tide of traffic.
(4) traffic microcirculation
In order to meet the different driving needs of individual vehicles and Expo-intensive vehicles around the Expo site and reduce the impact of social vehicles on the boundary of the control area, a single-cycle route is adopted and six micro-circulation circles are set. The specific path is as follows:
1, Henan South Road: Henan South Road → Lujiabang Road → South Station Road → Guo Mao Road → Puyu East Road → Lujiabang Road → Henan South Road.
2. South Tibet Road: South Tibet Road → Xiling Jiazhai Road → Manufacturing Bureau Road → Xietu Road → South Tibet Road.
3. Luban Road: Luban Road → Quxi Road → Dapu Road → Xietu Road → Luban Road.
4. Jiyang Road: Jiyang Road → Dezhou Road → Changqing Road → Yang Si Road → Jiyang Road.
5. Shangnan Road: Shangnan Road → Dezhou Road → Yuntai Road → Yang Si Road → Shangnan Road.
6. Dongfang Road: Dongfang Road → South Wharf Road → Linyi Road → Dongsanliqiao Road → Dongfang Road.

During the Expo, the South Tibet Road Tunnel was dedicated to the Expo Park. Longyao Road Tunnel is the Expo passage; The original traffic organization of Puxi entrance and exit of Dapu Road Tunnel remains unchanged, and vehicles at Pudong entrance and exit can only go straight through the control area.
Combined with the boundary of the Expo control area, some bridges and elevated roads are restricted from going up and down ramps (only for Expo use). It mainly includes: Lupu Bridge Hua Yao Branch Road, Hua Yao Road Off-ramp, nanpu bridge Zhongshan South Road Off-ramp, Inner Ring Elevated Tibet South Road Off-ramp, and unlicensed vehicles are prohibited. At the same time, electronic police are set up on the above ramps.
