In order to further solve the first-time housing needs of young people, attract more young people to live and work in peace and contentment, and accelerate the construction of a youth-friendly city in our city, with the approval of the municipal government, we hereby put forward the following measures to support the first-time housing needs of young people:
First, the applicable object
Young people aged 18 to 35 (calculated by the date of application) who have registered in Liaocheng.
Second, the scope of application
It is suitable for the main urban area of Liaocheng City (including Dongchangfu District, Economic Development Zone, High-tech Zone and Resort).
Third, support policies and measures.
(1) Implementing the youth shopping voucher policy. Young buyers buy the first set of houses in the main city through the market, and the municipal finance gives 50 thousand yuan to young people to buy houses.
(2) Implement the supporting vouchers policy for housing enterprises. According to the voluntary principle of enterprises, the database of development project catalogue is established according to the application of enterprises; Real estate development enterprises give young buyers 50,000 yuan of supporting vouchers for housing enterprises. Real estate development enterprises must pay the supporting documents of housing enterprises on schedule.
(3) Encourage development enterprises to actively participate. On the basis of housing enterprises' youth purchase vouchers and supporting vouchers, real estate development enterprises in the main city are encouraged to provide re-concessions with a maximum price of 5% of the record price of commercial housing. To actively participate in the development of enterprises, the implementation of credit assessment points, appropriately reduce the proportion of new commercial housing pre-sale funds supervision and retention.
(four) adjust the housing provident fund loan policy. When young buyers purchase the first set of newly-built commercial housing and apply for housing provident fund loans for the first time, the maximum loan amount for single deposit of employees is 270,000 yuan, and the maximum loan amount for dual deposit is 450,000 yuan. If a young buyer buys the first set of newly-built commercial housing in the main urban area of Liaocheng City (including Dongchangfu District, Economic Development Zone, High-tech Zone and Holiday Zone) and does not use the provident fund loan, within one year after signing the contract for newly-built commercial housing, the paying employee can withdraw the balance of the housing provident fund account for himself and his immediate family (spouse, parents) at one time, and the total withdrawal amount shall not exceed the total purchase price (if the housing provident fund loan or account is frozen, the withdrawal business will no longer be handled).
(5) Promote the liberalization of the settlement policy. According to the Notice of Liaocheng Municipal People's Government Office on Printing and Distributing the Implementation Plan for Further Deepening the Reform of Household Registration Management System to Promote the Coordinated Development of Urban and Rural Areas (Liao Zhengban [2022] No.23), all young people who meet the conditions for settlement can enjoy the first set of preferential housing policies after registering their household registration in our city.
(6) Increase credit financing support. Strictly implement the differentiated housing credit policy. For households who purchase ordinary self-occupied housing by loans, the lower limit of the interest rate of the first commercial personal housing loan is not less than the quoted interest rate of the loan market minus 20 basis points in the same period, and the minimum down payment ratio is 20%. Guide financial institutions to increase support for housing loans for young buyers, improve the efficiency of approval and issuance of individual housing loans, and reasonably determine the interest rate level and down payment ratio of individual housing loans for young people within the policy framework.
Fourth, the application process
(1) Apply for approval
The applicant registers an account through the platform, submits an application, submits relevant materials, signs an electronic commitment letter, and issues a verification and confirmation electronic certificate (including 50,000 yuan youth house purchase voucher and 50,000 yuan housing enterprise supporting voucher) after being approved by relevant departments.
(2) buying a house
The applicant confirms the purchase of houses by electronic certificate and other relevant materials, signs the purchase contract for new commercial housing, and after online signing for the record, the housing enterprises will write off the youth purchase vouchers and supporting vouchers for housing enterprises at one time. The youth purchase vouchers that have been written off shall be summarized by the housing construction department and applied to the municipal finance for settlement.
