On May 25th, Kunming Municipal Development and Reform Commission issued "Implementation Opinions on Accelerating the Construction of Charging Infrastructure for Electric Vehicles in Kunming" (hereinafter referred to as "Opinions"). According to the opinions, Kunming will mainly build charging infrastructure in public parking lots, parks, expressway service areas and tourist attractions this year, and by 2022, it will initially build a fast charging network in expressway service area. At the same time, the opinion calls for the construction of a smart management service platform for charging facilities, and encourages personal charging facilities to access the Kunming New Energy Vehicle Operation Information Management and Service Platform (hereinafter referred to as the Municipal New Energy Platform).

Strive to reach 20,000 charging piles in 2020.

In this year's government work report in Kunming, it is pointed out that a new three-year action plan for the development, popularization and application of new energy vehicle industry will be issued, the construction of charging facilities will be accelerated, and 2 power stations, 2,400 charging piles and 80 charging stations will be built, so as to strive to achieve the output of new energy vehicles of 1.5 million.

In order to effectively accelerate the construction of charging infrastructure, the Opinions clarified three main tasks, namely, moderately promoting the construction of public charging facilities, giving priority to the construction of special charging facilities in the public service field, and effectively promoting the construction of self-use charging facilities. Among them, in moderately promoting the construction of public charging facilities, we will speed up the construction of charging facilities in public parking lots and parks, expressway service areas and tourist attractions. It is required that all parks should be equipped with public charging facilities with no less than 5% parking spaces every year from 2020. By 2022, the proportion of parking spaces will be no less than 15%. By 2022, the rapid charging network in expressway service area will be initially built, which will basically meet the inter-city travel demand of electric vehicles. By the end of 2022, the charging facilities built in tourist attractions above 4A level in Kunming will account for no less than 20% of the total parking spaces.

According to statistics, by March 2020, the number of new energy vehicles in Kunming will be 255 14, which is close to 1% of the number of motor vehicles in Kunming. Among them, the number of new energy vehicles 18329 and the number of private cars are 7 185.

Accelerate the construction of charging piles in residential areas

The "Opinions" issued this time also proposed that public charging piles should be built around old residential areas, and at least 10% parking spaces should be built for new residential buildings to build charging facilities.

In the construction of old residential areas, the Opinions pointed out that it is necessary to combine the renovation of old residential areas, follow the pile-building model of "market-oriented operation+government support", be demand-oriented, fully rely on streets and neighborhood committees, and combine the renovation of old residential areas to guide owners to support the construction and renovation of charging facilities, focusing on building public charging piles within a reasonable range around old residential areas.

For newly-built residential quarters, it is required to incorporate the special planning of charging facilities into the national spatial planning, and at least 10% of the parking spaces should be equipped with charging facilities, and the remaining parking spaces should be reserved for installation conditions (including laying power supply lines to fixed parking spaces and reserving electricity), and the construction situation should be included in the overall project acceptance scope. The opinion also pointed out that during the installation of charging facilities in residential areas, property service enterprises should provide relevant information to the owners and their entrusted construction units in a timely manner, and actively cooperate and assist in exploration and construction.

New energy vehicle manufacturing enterprises shall incorporate the construction and maintenance of private users' charging facilities into their sales service system, and new energy vehicle manufacturing enterprises or charging facilities installation enterprises entrusted by them shall jointly complete the confirmation of private users' charging conditions with electric power enterprises. Encourage charging facilities operating enterprises and property service enterprises to participate in the construction and operation management of charging facilities in residential quarters, and carry out parking space renovation and charging facilities construction in a unified manner.

Create a smart management service platform for charging facilities

In 2020, when new infrastructure becomes the development policy, in order to promote the rapid development of new energy vehicles and charging facilities, it is one of the most effective means to manage and serve new energy vehicles and charging facilities with the help of government-level platforms. With the construction of government-level charging facilities supervision service platform, the development of charging facilities industry has gradually shifted from the initial extensive construction to the correct road of orderly construction and optimized operation.

As a regulatory platform authorized by the Kunming Municipal Government, the Municipal New Energy Platform helps the competent authorities to comprehensively, accurately and dynamically grasp information and data such as sales, construction, operation, use, catalogue review, safety early warning, mileage monitoring, post-financial support supervision and public opinion of new energy vehicles and charging facilities through the analysis and integration of big data information.

According to the Opinions, the next step will be to accelerate the optimization of municipal new energy platforms. All the city's public charging facilities and conditional special charging facilities are connected to the city's new energy platform, and personal charging facilities are encouraged to access the city's new energy platform to realize the integration of the city's "vehicle pile network". Establish and improve the information release mechanism of charging facilities, realize the intercommunication between vehicles and piles and information sharing, and provide data support and information services for government departments, charging operators and electric vehicle users. At the same time, the municipal new energy platform operation subsidy will be given. The subsidy standard is 50% of the annual operating expenses, and the annual subsidy will not exceed 2 million yuan.

In the process of basically building a charging facility system that is "with cars and piles, reasonable layout, intelligent and efficient" in line with the number of electric vehicles in Kunming, the new energy platform of the city will use its own big data, cloud computing and other technical means to guide the rationalization of the layout of the city's charging infrastructure through online monitoring of the city's electric vehicles and charging facilities, promote the integration of the city's "car-pile network", and truly "let electric vehicles travel everywhere and freely in the streets and lanes of Kunming."
