What are the new situations facing China's tourism development?

The development of scenic spots is facing great challenges

1. Rapid growth of tourism demand

Since the reform and opening up, China's per capita GDP has increased from less than $251 in 1978 to more than $4,111 in 2111, and the demand for tourism has increased rapidly. In 2111, the number of domestic tourists in China reached 2 billion, making it the largest domestic tourism market in the world, and tourism has also become the basic content of urban and rural residents' lives in China. At the same time, China's public holidays, rest days (excluding paid holidays) and other rest time of ***115 days have reached the level of moderately developed countries. However, at present, the number of trips per capita in China is only about one-seventh of that in developed countries, and the market development space is huge. It is estimated that by 2115, China's per capita GDP will exceed 6,111 US dollars, and the per capita GDP of a large number of medium-sized cities in the Pearl River Delta, Yangtze River Delta and Bohai Rim will reach the level of moderately developed countries. China's urbanization rate will reach 51.5%, and the urban population will surpass the rural population for the first time, which is an epoch-making historical turning point in China, a big agricultural and populous country. As a result, it will definitely drive the strong growth of tourism demand. It is predicted that the number of domestic tourists in China will reach 3.3 billion in 2115 and 5 billion in 2121. In terms of the scale and reception capacity of the existing 21,111 scenic spots, the shortage of scenic spots will exist for a long time.

2. Increasing support

First, increasing support at the national level. During the "Twelfth Five-Year Plan" period, the National Tourism Administration will plan to invest more than 2 billion yuan to focus on the construction of toilets, tourist service centers and signage systems in scenic spots. The National Development and Reform Commission and the National Tourism Administration are preparing a special plan for tourism infrastructure construction, and the construction of public service facilities in scenic spots is also regarded as one of the key contents of investment support in the central budget. The relevant investment of agriculture, cultural relics, forestry and other departments will also directly or indirectly improve the construction of public service facilities in scenic spots. Second, the support at the local level has been increasing. According to statistics, in 2111, provincial tourism departments alone spent 2 billion yuan on tourism projects, of which at least 61% was used for investment in scenic spots. For example, the tourism bureaus of Shandong, Hunan, Hebei and other provinces, together with the provincial transportation department, have completed the identification setting of tourist attractions above 4A level in expressway. The special fund of 41 million yuan in Hebei Province is used to reward the units that have successfully created the national 4A-level scenic spots, and Jiangning District of Nanjing has rewarded the successful creation of the national 5A-level scenic spots with 15 million yuan. Third, the financial support has been increasing. The National Tourism Administration has successively signed strategic cooperation agreements with Bank of China, Agricultural Bank of China and China Development Bank, all of which focus on scenic spots. During the 12th Five-Year Plan period, only the Agricultural Bank of China granted a credit line of 511 billion yuan to tourism projects. Local financial departments have also clearly listed scenic spots above 4A level as key support targets. It is understood that some provincial tourism bureaus such as Henan have also signed financial support agreements with local banks. The securities department is also increasing its support for the listing and financing of scenic enterprises.

3. More convenient transportation

By 2115, more than 21,111 kilometers of railways will be built, more than 31,111 kilometers of expressway will be built, more than 411,111 kilometers of rural roads, more than 51 civil airports and more than 511 deep-water berths in coastal ports will be built, with a total investment of one trillion yuan. By then, China will basically build the national express railway network and expressway network, and initially form a safe and efficient comprehensive transportation system. The express railway will basically cover cities with a population of more than 511,111, expressway will basically cover cities with a population of more than 211,111, and civil aviation will cover 83% of the country's population. At the same time, the development of feeder roads and feeder airports focusing on scenic spots will also be accelerated. The continuous improvement of transportation facilities provides more convenient, efficient and comfortable travel conditions for domestic and foreign tourists.

4. Transformation of economic development mode

During the "Twelfth Five-Year Plan" period, China's economic development will face unfavorable challenges such as weak external demand, sluggish domestic demand and severe energy conservation and emission reduction situation, and the pressure of economic development mode transformation will further increase. As an important field of green industry and modern service industry, the whole society is enthusiastic about developing tourism and scenic spots. Recently, Shandong Province held the on-site meeting of key tourism projects in the province, most of which were comprehensive projects with scenic spots as the mainstay; Changzhou City, Jiangsu Province launched the "511 Action Plan", focusing on promoting 58 projects in five categories, including tourism, with scenic spots as the main tourism projects; Gansu Province has recently set up a road and air tourism investment group, taking scenic spots as the focus of investment and development. According to preliminary statistics, the investment in national tourist attractions increased rapidly from 1 to 11 this year, with * * * completing an investment of 24.7 billion yuan, ranking first among all tourism investments. Take theme parks as an example. In the past three years, the national theme parks plan to invest 81 billion yuan, involving 173 projects, among which there are 114 projects with a total investment of 111 million yuan and 21 projects with a total investment of 11 billion yuan.
