I. Basic information

The counties and urban areas of Weinan City do not belong to the contiguous poverty-stricken areas of the country, and the improvement of students' nutrition is not within the scope of the national pilot, and it is a local pilot county in Shaanxi Province. The improvement of nutrition and health of urban students has been merged from the "egg and milk project" in Shaanxi in the past to the current national "nutrition improvement" plan. This year, 337,700 students in the city enjoyed the nutritional improvement of rural compulsory education. The standard is 4 yuan per student per semester 100 days. The construction of school canteens, feeding mode, nutritious food and standardized management in the compulsory education stage in the city constitute a new framework to improve students' nutrition and form a new normal. First, according to the requirements of national policies, all the school canteens in the compulsory education stage in the city have been restored from the original contract mode to the independent operation of the school. The management of school canteens adheres to the principle of public welfare and non-profit, and the school canteens are managed by the school itself and supervised by the food and drug supervision department, forming a long-term management mechanism; Second, the number of newly-built school canteens has increased year after year, and the conditions of school canteens have been continuously improved. Three dining modes, namely, meal-oriented, meal-supplemented and meal-supplemented, have formed a new feeding mechanism to improve students' nutrition. Thirdly, according to the national "Guide to Nutritional Requirements of Students in Northwest China", the nutritional needs of students are rich in "five categories" such as eggs, milk, meat, vegetables, fruits and rice flour oil. Third, there are problems.

1. The nutrition improvement plan for students in counties and urban areas has a wide range of implementation, involving a large number of students, and is a key task of education and poverty alleviation. At present, the main work of the student nutrition improvement plan is undertaken by the work-study program office of the education department in the county and urban areas, but the working institutions, staff and working funds can not fully meet the requirements of the current poverty alleviation work. People in the county and urban areas need to further strengthen human and financial security and attach great importance to the implementation of this policy of benefiting the people's livelihood.

2. At present, almost all employees in school canteens are employed in compulsory education. According to statistics, the city employs more than 3,200 people to cook nutritious meals for students, and the wages are all borne by the school funds. Without special funds to support the training and salary of cooks, it is difficult to fully meet the nutritional improvement of students. In some cities and counties in other places, however, the finance at the same level allocates 1 yuan to students every day to ensure that students eat nutritious meals.

3. Some school canteens can't meet students' dining needs, and there are problems of small canteens and poor facilities. Some city schools don't have canteens, so it is difficult to popularize and implement nutritious meals for students in city schools, and special funds are needed to improve the dining conditions in school canteens.

4. The whole city has achieved full coverage of students' nutrition improvement in compulsory education, except Weinan City (national policy stipulates that urban students can suspend or implement according to financial situation), and students in Pucheng, Fuping and huayin city should fully implement it. However, due to the large number of students in urban areas and insufficient canteen conditions, greater financial support and full coverage of the compulsory period are still needed.

Fourth, the future work ideas

I. 20 16 years' work

Over the past year, the province and pilot counties have done a solid job in "prescribed actions" and explored and innovated "optional actions" in terms of operational mechanism construction, food safety supervision, special fund management, information disclosure, nutrition and health monitoring, publicity and education training, and achieved remarkable results.

1. The standardized operation mechanism has been basically established. The provincial party committee and the province attached great importance to the nutrition improvement plan for rural compulsory education students, and the nutrition improvement plan was included in the key work of poverty alleviation and people's livelihood project. The governor in charge often goes deep into the pilot schools to inspect students' nutritious meals on the spot, repeatedly instructs and guides the work related to the nutrition improvement plan, and focuses on solving key problems such as system construction, division of responsibilities, fund implementation, and food safety.

Schools that add meals between classes generally adhere to the "four-single system" management model, refine the food safety management workflow, and fully guarantee the food safety of students in the nutrition improvement program.

3. Management norms for the use of funds. The Provincial Department of Education issued the Opinions on Further Strengthening the Financial Management of School Canteen to standardize the financial management of primary and secondary school canteens. Students' nutrition and dietary subsidy funds shall be managed by special accounts, operated in a closed way, accumulated and used, and settled according to facts, and the system of "diary, weekly check and monthly statement" shall be implemented. Students' nutritious meals canteens adhere to the principles of public welfare and non-profit, and implement independent accounting of canteen costs. The student status information, monthly report and fund settlement data of real-name registration system in each pilot county are unified, and the nutrition and dietary subsidy funds can be checked and controlled.

In order to provide meals in the sunshine, the Provincial Student Nutrition Office requires all pilot schools to make extensive use of class blackboard newspapers, school bulletin boards, portals, QQ and WeChat. And regularly and regularly publicize the "four elements" such as the number, days, recipes and prices of nutritious meals, and actively accept the supervision of students, parents and society and the audit of higher authorities. Since the implementation of the nutrition improvement plan, the central government has arranged 3.969 billion yuan of nutritional diet subsidy funds in our province. The pilot counties make overall arrangements for grain subsidy funds, "one subsidy" funds, local investment, family sharing, social donations, etc. Do a good job of "addition" to effectively improve dietary nutrition and quality. The pilot schools take measures such as leaders on duty, teachers on duty, hiring hourly workers, taking advantage of senior students' labor and technical courses and parents' cooking to reduce the operating costs of canteens and actively promote the provision of meals in canteens. The Provincial Student Nutrition Office has issued work bulletins for many times, supervised pilot counties such as Yingshang and Linquan, which have a low proportion of meals in canteens, and further publicized the importance and necessity of meals in student canteens in various meetings and work inspections.

Lixin, Wangjiang and other counties have compiled a "canteen management manual" to improve the management level of school canteens. The CDC in the pilot counties actively trained school canteen managers and promoted the use of "electronic nutritionists" to help schools improve their scientific catering ability.
