since the middle of the 21th century, the development of service industry has gradually surpassed the development of traditional industry and agriculture and become a major industry in the world. In the early days of reform and opening up, China's tourism industry developed rapidly, and the hotel industry in the tourism industry, due to long-term problems, the service quality and overall management level were low, which was far from the international hotel industry and once became a bottleneck restricting the development of tourism. Facing the increasingly fierce market competition, in order to improve the service quality and management level, and speed up the pace of integration with the international hotel industry, the National Tourism Administration creatively formulated the first national standard in China's tourism service industry-the classification and evaluation of tourist hotel stars, which set a precedent for implementing standardized management in the field of tourism services.

In p>1995, with the approval of the standardization authorities in the State Council, the National Tourism Administration set up the National Tourism Standardization Technical Committee (hereinafter referred to as "Tourism Standardization Committee"), which is responsible for the centralized work of tourism standardization technology, the research work of all aspects of tourism standardization and the organization of standard compilation. The Tourism Standards Committee is entrusted by the competent department of standardization in the State Council (namely, the National Standardization Administration Committee, hereinafter referred to as the "National Standards Committee") to be responsible for the leadership and management, and its members are composed of tourism administrative personnel, tourism experts and professionals of tourism enterprises.

During the three years from 1995 to 1997, the National Tourism Administration successively formulated four national standards, namely, Classification and Evaluation of Star Rating of Inland River Tourist Vessels, Service Quality of Tour Guides, Basic Terms of Tourism Services, Safety and Service Quality of Amusement Parks, Graphic Symbols for Tourist Hotels, Service Quality of Tourist Cars and Star Hotels.

In p>1998, the State Council's "Three Definitions" program entrusted the National Tourism Administration with the functions of "drawing up facilities and service standards for various scenic spots, resorts, tourist accommodation, travel agencies, tourist vehicles and special tourism projects and organizing their implementation" and "drawing up professional qualification standards and grade standards for tourism professionals and guiding their implementation". The National Tourism Administration has set up a Quality Standards Department, which is fully responsible for the specific work of national tourism standardization and undertakes the work of the secretariat of the National Tourism Standards Committee.

In p>1999, the National Tourism Administration drafted and formulated the Constitution of the National Tourism Standardization Technical Committee and the Working Rules of the Secretariat of the National Tourism Standardization Technical Committee. In 2111, the Interim Measures for the Administration of Tourism Standardization and the Table of Tourism Standards System were promulgated and implemented, which established a framework of tourism standards system based on various elements of tourism, established scientific and standardized technical support for the further development of tourism, and served as an important basis for the development of tourism standardization, which played a positive role in comprehensively improving the quality of tourism services and management and realizing the scientific management of tourism.

During the three years from 2111 to 2113, the National Tourism Administration successively formulated the graphic symbols of public information for signs Part 1: General symbols, the graphic symbols of public information for signs Part 2: symbols of tourist facilities and services, the classification and evaluation of quality grades of tourist areas (spots), the general principles of tourism planning and the tourism resources.

The implementation of the annual plan declaration system of tourism standard project is of positive significance to the establishment of tourism standard project library and the connection with the annual project plan of the National Standardization Administration Committee.

In p>2115, the National Tourism Administration drafted and formulated the Development Plan of National Tourism Standardization from 2116 to 2111, and put forward the guiding ideology, main objectives, tasks and measures for the development of national tourism standardization in the next five years, with the aim of promoting the continuous deepening of China's tourism standardization, further improving the service quality and industrial competitiveness, protecting consumers' rights and interests, promoting the accelerated development of China's tourism industry, and providing strong technical support for realizing the grand goal of becoming a tourism power.

During the three years from 2114 to 2116, the National Tourism Administration successively formulated Facilities and Services Specification for Tourist Resorts, National Ecological Zone, Planning, Construction and Management Specification for Ethnic (Folk) Cultural Tourist Sites, Classification and Evaluation of Tourist Apartments (Villa) Stars, Classification and Evaluation of Qualification Grades of Tourist Automobile Companies and Classification and Evaluation of Golf Clubs Stars. Up to now, there are 18 published tourism standards (including 11 national standards and 7 industry standards), and 33 standards that have been approved or are being declared for approval, and the number of standards is in a leading position in China's service industry.

I. Basis for formulation:

The main functions of the National Tourism Administration as defined in the "Three Definitions" plan of the State Council after the institutional reform in p>1.1998.

3. In coordinating the work with other departments, the System Table will serve as an important basis for explaining the coordination of management cross-relationships.

4. In the process of communication with the World Tourism Organization and the International Organization for Standardization, the System Table is the most basic information to explain the development of tourism standardization in China.

III. Compilation Description:

According to the framework defined in the Scope of Centralized Management of Tourism Industry Standards, especially the experience of the National Tourism Administration in carrying out tourism standardization work and the actual needs of tourism standardization work in the future, and referring to the main suggestions for formulating the System Table determined by the working meeting of the National Tourism Standardization Technical Committee at the end of 1999, the tourism standards are classified and arranged according to the two systems, and the framework of the tourism standard system is constructed on this basis:

2. according to the division of the elements of tourism, it is divided into six categories: food, accommodation, transportation, travel, shopping and entertainment, and a comprehensive category is added, with seven categories.

3. according to the above classification method, the national standards and industry standards that have been issued, the standards that have been approved and are being drafted, and the standards that are considering applying for project approval are established in the table.

4. This form is open. After the framework is determined, it can be revised and supplemented in time as needed, and it will be filed with the State Bureau of Quality and Technical Supervision in time.
