■ Seven measures to control haze and set the death limit

1. Controlling exhaust gas leads the whole country

● Task: strengthen the prevention and control of exhaust gas pollution in industrial enterprises, plan to be the first in the whole country, implement the verification and statistics of total nitrogen oxide emissions, determine key supervision enterprises, inhibit the generation of ozone and fine particle aerosols, and reduce the occurrence of haze weather.

● deadline: before the end of the year, urge Guangzhou paper mill and other 8 key polluting enterprises with desulfurization efficiency lower than 71% to implement rectification; Before the end of next year, we will complete the construction of desulfurization projects in enterprises such as Guangzhou Petrochemical and Guangzhou Steel, and strive to control the total emission of sulfur dioxide within 85,111 tons in 2111.

2 Enterprises will be retired in two batches

● Task: We will steadily promote the "retirement of two" in urban industrial enterprises, and issue the overall policy of "retirement of two into three" before the end of this month.

● deadline: before the end of next year, complete the closure, closure and relocation of the first batch of 81 environmentally-friendly enterprises; By the end of 2112, the second batch of 111 enterprises will be completed, and before 2115, the above two batches of enterprises that cannot "retire" on time will be closed down.

3 Yellow-label vehicles are forbidden in the inner ring

● Task: comprehensively prevent motor vehicle pollution and effectively control haze. From next month, the vehicle fuel that meets the third national standard of motor vehicles will be fully promoted in the city. This year, the promotion of clean energy for the remaining more than 1,111 diesel buses will be completed, and about 141 test lines will be built to test the vehicles in use at any time.

● deadline: starting from October 1 next year, motor vehicles with yellow environmental protection signs will be prohibited from passing through the Inner Ring Road, its radiation and Zhongshan Road 24 hours a day in Guangzhou. From October 1, 2111, the ban was extended to Dongfeng Road, Guangzhou Avenue and Jiefang Road. From June 1, 2111, the no-go area was basically extended to the main roads in Guangzhou.

4 joint haze control in the Pearl River Delta

● Task: carry out joint prevention and control of air pollution in the Pearl River Delta urban agglomeration to effectively prevent and control regional pollution such as haze. On the basis of studying and identifying the key factors, key sources and key areas that affect air quality, especially haze, this paper puts forward the guarantee scheme for Guangzhou and its surrounding cities before and during the Asian Games and under typical meteorological conditions.

● deadline: before the end of August this year, please ask the province to take the lead and coordinate Guangzhou, Foshan, Dongguan, Zhongshan, Shenzhen and other relevant cities around Guangzhou to implement pollution control measures in time.

5 gas stations recover oil and gas

● Task: The supervision of volatile organic compounds pollution in chemical, construction, spraying and other industries will be implemented from the end of July this year. Before the end of 2118, investigate the present situation of volatile organic compounds (VOCs) pollution discharge in gas stations, formulate the oil and gas recovery work plan of gas stations, and establish demonstration projects.

● deadline: before the end of 2119, the oil and gas recovery work of gas stations, oil storage tanks and oil trucks will be gradually implemented.

6 clean energy for catering industry

● Task: From June this year, when the industrial and commercial departments handle the change procedures of catering service industry, they will suspend the handling of the business households who have been investigated and dealt with by the environmental protection department because of pollution disturbing the people and repeated complaints from the masses, and have issued environmental protection administrative penalties.

● deadline: before the end of 2119, with the replacement of natural gas as a pilot, Haizhu district will promote the use of clean energy in catering services in batches.

7 building standards to control dust

● task: continue to strengthen the control of dust pollution on construction sites, municipal construction sites, exposed land and roads, and the cleaning rate of the first-and second-class roads will be 111% in 16 hours.

● deadline: in 2111, the road dust control will be implemented according to the air quality guarantee measures of the Asian Games.

IV. Specific tasks and division of labor

(1) Strengthen the prevention and control of waste gas pollution in industrial enterprises.

1. Continue to gradually close conventional small thermal power plants with a single unit capacity of less than 51,111 kilowatts according to the requirements of the provincial government. By the end of 2118, a total of 1.17 million kilowatts of small thermal power units will be shut down; By the end of 2119, a total of 2.33 million kilowatts of small thermal power units were shut down (Annex 1).

2. Close down backward and seriously polluted cement production enterprises in strict accordance with national and provincial requirements. Gradually phase out the cement production lines of vertical kiln, dry hollow kiln, Libor kiln and wet kiln in the cement industry, adopt efficient dust removal equipment such as bag dust removal, and close 69 backward cement enterprises before the end of 2119 (Annex 2).

3. Rectify the desulfurization project with low desulfurization efficiency. Before the end of 2118, eight key polluting enterprises, including Guangzhou Paper Mill, Yuancun Power Plant and Guangzhou Power Plant, whose desulfurization efficiency is less than 71%, shall be urged to carry out rectification (Annex 3).

4. Strengthen desulfurization capacity building. By the end of 2119, the second phase desulfurization project of Sinopec Guangzhou Branch and the newly-built desulfurization project of Guangzhou Iron and Steel Co., Ltd. will be completed, with a cumulative desulfurization capacity of 13,611 tons/year, ensuring that 41 industrial enterprises with desulfurization facilities have implemented rectification and strive to achieve a desulfurization rate of over 91%.

5. Strengthen the treatment of industrial waste gas. Before the end of 2118, complete the waste gas treatment and reconstruction project of 17 industrial enterprises (Annex 4), such as Southern Soda Co., Ltd..

6. Identify the key regulatory enterprises for NOx emission. By the end of 2118, the monitoring, statistics and verification of the total emission of nitrogen oxides, especially those from thermal power plants and other key industrial enterprises, will be completed, and key enterprises will be determined.

7. Create a number of demonstration enterprises for nitrogen oxide pollution control. New power plants and large coal-fired boilers are all equipped with low-nitrogen burners and adopt flue gas denitrification technology; Before the end of 2119, low-nitrogen burners will be gradually installed in existing coal-fired power plants and large coal-fired oil-fired boilers to promote flue gas denitrification technology; Promote flue gas recirculation or other effective methods to reduce nitrogen oxide emissions from small oil-fired boilers and gas-fired boilers; Strengthen the supervision and prevention of nitrogen oxide pollution in chemical and electroplating enterprises, and create a number of demonstration enterprises for nitrogen oxide pollution control.

8. realize real-time monitoring of pollutant discharge. Before the end of June, 2118, complete the installation of online monitoring devices for 14 air pollution enterprises under state key monitoring according to national and provincial requirements, and realize online monitoring (Annex 5); It is required that the on-line monitoring device of flue gas emission must be installed simultaneously when the supporting desulfurization facilities are built in the newly-built coal-fired power plant.

9. Strictly limit new pollution sources. Implement the environmental impact assessment and the "three simultaneities" system, and take the total index as the necessary condition and rigid index for the examination and approval of environmental impact assessment of construction projects; Strengthen the environmental management of key industries' construction projects, and strictly enforce the access conditions of the top ten national key regulatory industries, such as textile, paper making and electroplating, and all those that do not meet the requirements of the national industrial policy will not be approved.

11. Strengthen the supervision of key industrial enterprises. Strengthen the operation management of pollution control facilities to ensure the normal operation of completed desulfurization and other waste gas control facilities; Further strengthen the supervision of key pollution sources and increase the daily supervision and law enforcement; Further improve the "listing supervision" system, strengthen the supervision effect, and strengthen the supervision of key pollution sources while implementing "listing supervision" on key, hot and difficult environmental issues in regions and industries; Issue rectification notices to industrial enterprises that fail to meet the standards, and track the implementation of rectification projects throughout the process; Enterprises that discharge beyond the standard and cause serious pollution nuisance to the people will be resolutely shut down if they still fail to meet the standards after a deadline for treatment.

We will fully implement the management system of environmental protection signs for motor vehicles, implement measures to restrict the use of high-emission vehicles, step up the implementation of in-use vehicle working condition testing, and promote the elimination and renewal of high-emission vehicles. Intensify the investigation and punishment of vehicles with excessive black smoke, focus on rectifying the exhaust pollution of public transport vehicles, passenger and freight vehicles and large car users, basically eliminate the phenomenon of black smoke, and achieve the goal of green environmental protection. 17. Strengthen the source control of new cars. Continue to strictly control the vehicle registration link to ensure that 111% of the newly registered vehicles in our city meet the national III standard.
