Article 2 These Provisions shall apply to the protection and management activities of the river course, ecological environment and related facilities of Meishe River.
the scope of protection and management of meishe river shall include the area from below the dam of Shapo reservoir to the intersection of Haidian river and the green line on both sides of meishe river. the specific scope shall be delineated by the municipal people's government according to law and announced to the public. Article 3 The municipal and district people's governments shall incorporate the protection and management of Meishe River into the national economic and social development plan, and incorporate the funds for the protection and management of Meishe River into the financial budget of the government at the corresponding level. Article 4 The protection and management of Meishe River shall implement the system of river length.

the municipal administrative departments of development and reform, finance, land, planning, housing construction, agriculture, forestry, fishery and culture shall, according to their respective functions and duties, do a good job in the protection and management of the Meishe River. Article 7 The Municipal People's Government shall organize the preparation of plans for the prevention and control of water pollution, river regulation, urban drainage and sewage treatment in the whole city, and incorporate the protection and management of Meishe River into relevant plans. Article 8 All units and individuals have the obligation to protect and assist in the management of Meishe River, and have the right to dissuade, stop and report violations of the protection and management of Meishe River.
The municipal and district people's governments shall commend and reward the units and individuals that have made remarkable achievements in the protection and management of Meishe River.
Encourage domestic and foreign organizations and individuals to participate in the protection and management of Meishe River in various forms, such as donation, funding and voluntary service. Article 9 The protection, management, development and utilization of Meishe River shall conform to the overall urban planning, relevant special planning and ecological requirements, pay attention to the protection and restoration of the surrounding ecological environment, cultural landscape and historical features, and shall not change the function and direction of the river course without authorization. Conditional river, should restore the connection of the original water system and the natural river bank. Article 11 The management of Meishe River should strengthen the pollution prevention and control of Shapo Reservoir, Yulong Spring and other water sources, pay attention to ecological restoration, combine ecological protection measures with river regulation, wetland protection, dike greening, soil and water conservation, sewage outlet regulation, etc., implement comprehensive ecological protection management projects, build riverside ecological wetlands and characteristic garden landscapes, and restore the natural ecosystem of Meishe River. Article 11 The municipal and district people's governments shall strengthen the construction of urban infrastructure, build, rebuild and expand urban centralized sewage treatment facilities and supporting pipe networks according to urban drainage and sewage treatment planning, and take measures such as interception, storage and treatment to implement centralized sewage treatment and rainwater and sewage diversion. Twelfth in the scope of protection and management of Meishe River, no sewage outlet shall be set up, and the existing sewage outlet shall be cancelled within a time limit according to law. Article 13 Within the scope of protection and management of Meishe River, the administrative department of agriculture shall popularize the technology of soil testing and formula fertilization, strengthen the supervision and management of the use of pesticides and fertilizers, promote the recycling of agricultural wastes, and reduce the environmental pollution caused by pesticides, fertilizers and plastic films.
Units and individuals engaged in farming within the scope of protection and management of Meishe River shall use pesticides and fertilizers scientifically in accordance with relevant state regulations. Encourage the development of green ecological agriculture and reduce the use of pesticides and fertilizers. Article 14 The administrative department of ecological environmental protection shall organize the monitoring and investigation of soil environmental quality within the scope of protection and management of Meishe River, and supervise and manage the prevention and control of soil pollution. Article 15 The competent administrative department of environmental sanitation shall organize the cleaning work within the scope of protection and management of Meishe River, clean up pollutants and garbage along the coast in time, and prevent surface runoff from polluting Meishe River. Sixteenth municipal and district people's governments and their relevant administrative departments shall strengthen the protection and management of animals and plants and their living environment within the scope of protection and management of Meishe River.
All units and individuals should take good care of the animals and plants within the protection and management scope of Meishe River. Article 17 Within the scope of protection and management of Meishe River, the following acts are prohibited:
(1) Building livestock and poultry farms and slaughterhouses (fields);
(2) cleaning vehicles or containers with oil and toxic pollutants in water;
(3) discharging or dumping industrial waste residue, urban garbage or other wastes into water bodies;
(4) stacking and storing solid wastes and other pollutants on beaches and bank slopes below the highest water level of Meishe River;
(5) using seepage wells, seepage pits, cracks and caves, setting concealed pipes privately, tampering with or forging monitoring data, or abnormally operating water pollution prevention and control facilities to discharge water pollutants;
(6) illegally discharging sewage into the rainwater pipe network;
(7) destroying public facilities such as river revetment, railing along the river, plank road and landscaping facilities;
(8) Fried fish, poisonous fish, electric fish and aquatic animals such as fishing and purse seining fish and shrimp in prohibited areas;
(9) Hunting and scaring birds, picking up birds' eggs, destroying nests and interfering with birds' foraging and reproduction;
(11) cutting down and transplanting trees without authorization, stealing, trampling on or damaging trees and flowers;
(11) picking fruits of garden trees such as coconuts and mangoes without authorization;
(12) other acts that damage the channel, ecological environment and related facilities of Meishe River.
