Article 1 In order to strengthen the safety management of our city's safety work and lifting equipment (including elevators, the same below) and make them meet the safety and hygiene requirements in design, manufacture, installation and use, these management regulations are formulated according to the requirements of General Rules for Safety and Hygiene Design of Production Equipment in People's Republic of China (PRC) (GB 5083-85) and combined with the actual situation of our city. Article 2 Any enterprise that designs and manufactures lifting equipment must submit relevant technical data to Kunming Municipal Bureau of Labor and Personnel and Bureau of Standards and Metrology for review in accordance with relevant national standards and labor protection laws and regulations. Those who pass the examination will be issued with safety and health certificates for design and manufacture. Certificate of approval of industrial and commercial registration by the administrative department for industry and commerce (an enterprise that has obtained the production license issued by the provincial industrial department shall report to the Municipal Bureau of Labor and Personnel for the record). Article 3 Units that are allowed to design, manufacture and produce lifting equipment shall, after trial production, participate in technical appraisal by Kunming Municipal Bureau of Labor and Personnel, Kunming Municipal Bureau of Standards and Metrology and other relevant units, and then organize mass production after obtaining the product technical appraisal certificate. Article 4 An enterprise that has obtained a business license but has not been issued a production license by the competent industrial department at or above the provincial level shall, before the end of June 1989, send the relevant technical data of the products that have been put into production to the Kunming Municipal Bureau of Labor and Personnel jointly with the relevant departments for re-examination, and go through the formalities of industrial and commercial change registration with the administrative department for industry and commerce on the basis of the documents approved by the re-examination. Article 5 Units that manufacture lifting equipment in other provinces and cities and sell lifting equipment in Kunming shall file with the Kunming Municipal Bureau of Labor and Personnel with the safety production and operation documents approved by the labor departments of the provinces (autonomous regions) and cities (prefectures) where they are located before granting sales; Without approval documents, it needs to be reported to the Municipal Bureau of Labor and Personnel for approval, otherwise it may not be sold in our city. Sixth construction units to install lifting equipment must be examined by the Municipal Labor and Personnel Bureau in conjunction with relevant departments, and can engage in installation business only after approval.

After installation, it must be checked and accepted by Kunming Labor Safety and Health Inspection Station or the municipal professional product quality supervision and inspection station (institute) designated by the Municipal Bureau of Standards and Metrology, and the qualified products can be put into use. The hoisting machinery manufactured or modified by this unit shall be strictly checked and accepted according to the above provisions during installation. Seventh lifting equipment users must designate special personnel to conduct regular self-inspection. At the same time, Kunming labor safety and health supervision station carries out regular inspection, and the inspection period is two years.

Units with more lifting equipment and certain technical force and detection means can conduct self-inspection after examination by the Municipal Labor and Personnel Bureau, and the Municipal Labor Safety and Health Supervision Station conducts spot checks on the self-inspection. Article 8 Enterprises that manufacture lifting equipment must strictly implement the product quality standards and safety and hygiene requirements stipulated by the state, and improve the quality assurance system and self-inspection means. The Municipal Bureau of Labor and Personnel and the Bureau of Standards and Metrology will conduct spot checks on products that have left the factory or are waiting to leave the factory. The Municipal Bureau of Labor and Personnel may exercise the right of safety supervision according to regulations, and have the right to order its production enterprises to make rectification within a time limit if they do not meet the product quality and safety and hygiene standards. If it fails to meet the requirements within the time limit, it may revoke its design and manufacturing safety and health certificate and business license in conjunction with the issuing department. Article 9 These administrative regulations shall come into force as of the date of approval. Article 10 The Kunming Municipal Bureau of Labor and Personnel shall be responsible for the interpretation of these Provisions.
