For example, in education, they pay attention to the schooling of migrant workers' children with difficulties, and implement educational electronic vouchers in the city on a pilot basis. Eligible migrant workers' children from other provinces can get financial subsidies through electronic public education vouchers when they attend private primary schools or junior high schools. In 2114, in order to further expand the scope of assistance for migrant workers with difficulties, Zhong Kai High-tech Zone took the opportunity of carrying out the Party's mass line education and practice activities, and innovatively proposed to carry out the "Zhong Kai Family" activity, in which leading cadres at or above the deputy department level in the whole region helped migrant workers with difficulties to solve practical difficulties and achieved remarkable results.

First, the district leaders adhere to the "three ones" and set an example first. In the form of "one-to-many", 16 members of the district leadership team contacted and helped three migrant workers with difficulties, and conducted in-depth poverty alleviation research among migrant workers with difficulties and widely understood their development needs through various channels such as home visits, holiday condolences, invited discussions, telephone inquiries, network interaction and written letters during their stay in the district. Adhere to the "three ones" measures, that is, hold a "consultation" meeting, analyze the reasons for the difficulties of migrant workers in different places, and study and put forward targeted countermeasures and assistance work plans; Insist on telephone contact at least once a month to understand its production and living conditions; Visit at least once a quarter to coordinate and solve the difficulties encountered by migrant workers in different places. At the same time, according to the actual situation of each family, update the information in time, adjust the assistance measures, and make a unified plan to ensure the effectiveness of the assistance work. Up to now, members of the district leadership team have visited migrant workers in different places 52 times and implemented more than 51,111 yuan of assistance funds. The second is to implement the "321" party member cadre assistance project. Through the procedures of enterprise recommendation, examination and control by the town (street) trade union, screening and announcement by the District Federation of Trade Unions, 352 migrant workers with difficulties who are the most difficult and in urgent need of assistance were selected from all enterprises in the whole region, and "321" assistance was established with 274 cadres in party member, that is, 1 principal leaders of the unit, 1 cadres at or above the official level and 1 cadres at or above the deputy level contacted and helped 3, 2 and 1 migrant workers with difficulties respectively. Taking the comprehensive community service as the platform, party member cadres enriched the outdoor activities of migrant workers' children during the summer vacation by carrying out a series of "pro-youth angel" assistance programs, such as "pro-youth angel" class, "summer camp activities of a pro-family school" and "Beautiful Christmas with you and me". At the same time, the "Five Colors" volunteer service of party member volunteers to help the needy is solidly carried out in the whole region. Through the pairing assistance activities of "Five Colors" party member volunteers with children of migrant workers, left-behind children in rural areas, single mothers, women workers with difficulties and the disabled, party member cadres in the whole region are guided to practice the mass line, and the volunteer service tentacles are truly penetrated into the grassroots and families, and warm care is sent to the needy groups. According to statistics, since the beginning of this year, 455 volunteers from party member have signed up to participate in the volunteer service activities of caring for the needy, and 565 people in need have been supported, with a funding amount of more than 271,111 yuan.

To carry out skills upgrading assistance, combined with "double transfer" training, leading cadres in party member actively mobilized migrant workers, especially migrant workers with employment difficulties, to participate in free skills upgrading training in the whole region, so as to improve their work skills and employment competitiveness. Carry out employment assistance, develop public welfare jobs through multiple channels through normalized contact with employment training agencies and enterprise job fairs, and build a platform for migrant workers with employment willingness to communicate with employers to achieve employment and re-employment. We will carry out entrepreneurship guidance and assistance, help qualified personnel to implement small-sum secured loans and related support policies in various ways by guiding migrant workers with difficulties to participate in entrepreneurship training, providing entrepreneurial information, preaching entrepreneurial models and policies, help introduce catering, clothing, contracted planting and other projects suitable for family operations, and strive to enhance the "hematopoietic" ability of migrant workers with difficulties, and continuously expand the channels for poor families to get rid of poverty and increase their income.
(3) the effective combination of "serving people's livelihood" and "helping the needy".
based on the current situation and characteristics of the development of people's livelihood in Zhong Kai High-tech Zone, a series of policies on education, medical care and housing security for migrant workers with difficulties are formulated in a targeted manner, so that they can truly feel the achievements of economic and social development in Zhong Kai High-tech Zone. The first is education funding. We will implement preferential policies such as the "Outstanding Migrant Workers Rooting Project" and the points system for admission, solve the degree problem for the children of migrant workers who meet the requirements, and relieve their tuition pressure by contacting schools, reducing part of tuition fees or donating school supplies, and promote educational equity. Every year, we study the tuition fees of migrant children attending private schools in Zhong Kai High-tech Zone, and further improve the subsidy standard of "e-education voucher". In 2114, the primary school subsidy was 1,111 yuan/person, and the junior high school subsidy was 1,711 yuan/person, which was higher than that of 811 yuan and 1,311 yuan respectively in 2112, effectively alleviating the tuition pressure of migrant children. By contacting hospitals, sending doctors and medicines, coordinating the reduction and exemption of medical expenses, mobilizing social charitable donations and applying for major disease assistance, we can help migrant workers with difficulties to solve the problem of medical treatment. The third is housing security. The land area of the first batch of affordable housing in Zhong Kai High-tech Zone is about 36,111 square meters, and the construction of 911 sets of public rental housing in the first phase was completed in February 2113. In order to alleviate the housing pressure of migrant workers, Zhong Kai High-tech Zone has made a bold attempt to target the tenants of public rental housing to lower-middle and low-income families with housing difficulties in Zhong Kai High-tech Zone, homeless workers with stable employment in Zhong Kai High-tech Zone, high-tech talents and migrant workers with stable employment in Zhong Kai High-tech Zone. III. Effectiveness

Through face-to-face preaching, intimate communication and practical problem solving, leading cadres have forged deep feelings with migrant workers in difficult places, which has enabled leading cadres in party member to further improve their work style, enhance their party spirit, establish a good image of being pragmatic and honest for the people, and build a "family relationship" between the party and the masses.

Through the forms of policy assistance, business counterpart assistance and the establishment of poverty alleviation funds, migrant workers with difficulties have been effectively solved in education, medical care, housing, employment and entrepreneurship, which has won the appreciation of the masses.

Youth Village in Chen Jiang Street, Huizhou: Village enterprises * * * build an outpatient department to ensure people's livelihood
1. Background
Youth Village in Chen Jiang Street is located on both sides of No.6 Road in Zhong Kai, with a village area of 8 square kilometers, and governs 24 village groups including Wucun, Luogengpan, Tanglian, Heling, Xiapu, Houpi and Dalongwei, with a total population of nearly 2,311 households. According to statistics, there are about 511 people over the age of 61 in the Youth Village, and 115 people are disabled due to illness, poor due to illness, and unable to work due to illness. The old, weak, sick and disabled people generally report the problems of "difficult to see a doctor" and "expensive to see a doctor". Since the practice of mass line education was carried out, the Youth Village Committee has adopted the system of "two committees' cadres contracting villages to join households". Through interviews and home talks, people who reflected the problems of "difficult to see a doctor" and "expensive to see a doctor" accounted for more than 11% of the total number of visitors. In order to effectively solve the series of problems of medical treatment for the masses, Youth Village draws lessons from the model of * * * building of village enterprises, creates conditions by using the model of * * * building of village enterprises, and vigorously promotes medical treatment to benefit the people, which has won unanimous praise from the majority of villagers.
Second, the practice
(1) Village enterprises cooperate to "run clinics". After repeated research and investigation, the Youth Village Committee explored for the first time the establishment of village-level clinics through village enterprises. In April this year, it was decided to cooperate with Huizhou Qihuang Enterprise Management Co., Ltd. to lease the former office building of the Youth Village Committee with an area of 611 square meters to the enterprise to open a "Youth Clinic in Zhong Kai High-tech Development Zone" with internal medicine, pediatrics, surgery, gynecology, stomatology, ultrasound diagnosis, medical laboratory and ECG diagnosis. Medical staff with high professional quality and rich clinical experience were hired, including 1 deputy chief physician, 3 attending doctors, 3 technicians and 5 nurses, which basically met the needs of local villagers for common diseases.

The Youth Clinic has launched a series of long-term measures to benefit the people and the people, including that local villagers over the age of 61 can enjoy a free physical examination once a year with their ID cards, and local villagers can enjoy a 51% discount on examination fees, a 21% discount on medical treatment fees and medicine fees. The village committee set up an economic union, and the economic union and the enterprise signed the Agreement on Cooperation between Village and Enterprise, in which the way of rent reversal and various preferential terms were clearly defined. At the end of each year, the rent of outpatient department charged by the village committee will be deducted and settled with the medical and health welfare expenditure of outpatient department, and more refunds will be made and less subsidies will be made. According to the concept of "people-oriented, people's interests first", all the extra rent after deduction is used to help families and individuals who are poor due to illness and unable to see a doctor because of poverty, as well as other medical benefits that need financial support.

After the operation of the outpatient department in Qingchun Village, it has brought great convenience to the villagers in terms of geographical location, medical price and medical resources, and provided a double guarantee for the "current" and "long-term" health of the villagers. It not only effectively alleviates a series of problems such as the difficulty and high cost of medical treatment for villagers at present, but also provides free medical examinations for the elderly over 61 years old in outpatient clinics and discounts for villagers' medical examinations, which provides a solid guarantee for the long-term health of villagers.
(2) maintaining the harmony and stability of rural society. Before the establishment of the Youth Clinic, because of the distance from the urban hospitals and the high cost, most villagers had to choose private clinics in their villages for medical treatment. Therefore, there is a huge market demand for various private small clinics, but the quality is mixed, and due to the limitations of medical quality, management, service, equipment, price and other conditions, it is often not satisfactory to the masses, and even there are many contradictions between doctors and patients. After the youth clinic was put into use, it won the trust of the masses with its complete licenses, perfect services, relatively complete medical equipment and preferential prices.
