In 1997, Hutubi County had jurisdiction over 4 towns and 3 townships: Hutubi Town, Dafeng Town, Bailidian Town, Quelgou Town, Shitizi Kazakh Township, Yuanducun Township and Wugongtai Township.

In 2003, Hutubi County governed six towns and two townships: Hutubi Township, Dafeng Township, Quelgou Township, Bailidian Township, Yuanducun Township, Wugongtai Township, Shitizi Kazakh Township, and Dushanzi Kazakh Township. Hutubi County is located in the north-central part of the Xinjiang Uygur Autonomous Region, with geographic coordinates between 86°5′-87°8′ east longitude and 43°7′-45°20′ north latitude. It borders with Hejing County of Bayin'guoleng Mongol Autonomous Prefecture by the Tianshan Watershed in the south, with Hebukeser County of Tacheng Region by the center of the Gurbantunggut Desert in the north, with Changji City in the east, and with Manas County in the west. The county is 258 kilometers long from north to south and 52 kilometers wide from east to west at maximum, with a total area of 9721.6 square kilometers.

In 2012, Hutubi County realized total retail sales of consumer goods of 1.83 billion yuan for the year, an increase of 17% over 2011. Among them, the wholesale industry increased by 17.9%, retail industry increased by 16.4%; accommodation industry increased by 11.9%, down 21 percentage points from 2011, catering industry increased by 19.2%, up 1.7 percentage points from 2011.
