It is of great significance to implement the spirit of the Third National Committee of the Second Session of the Municipal Party Committee and the important instructions of the Secretary of the Town East. First, review the process of urbanization in our region and earnestly enhance the sense of urgency and responsibility.
Chongqing is directly under the central government, which makes the urbanization process of Chongqing enter a new starting point. Since the municipality was directly under the central government, on the basis of analyzing the present situation and orientation of the whole region, our region has put forward the work focus of "accelerating economic development, increasing fiscal revenue, enhancing the image of the city, and doing a good job in team building", and taking enhancing the image of the city as an important task of the whole region. Pay attention to research, management, construction and development of cities, vigorously promote urbanization, and achieved remarkable results. The level of urbanization in the whole region has been continuously improved, and the urbanization rate has increased from 60.8% in 1997 to 70.5% in 2002, with an average annual increase of 2 percentage points. The scale of the city is constantly expanding, and the urban population has increased from 450,000 to 560,000, with an average annual growth rate of 4%; The built-up area in the east has expanded from 32 square kilometers to 35.26 square kilometers, with an average annual increase of 0.65 square kilometers. Urban transportation, communication and other infrastructure construction have been continuously strengthened, and new progress has been made in urban public welfare undertakings such as education, culture, health, sports and environmental protection, and remarkable results have been achieved in the transformation of old cities and urban expansion. Looking back, our main experience in promoting urbanization is:
(a) adhere to the city with the countryside, urban and rural economic and social development.
The economy of our region is a dual structure, which is the epitome of big cities with big rural areas. How to do a good job in development, we put the breakthrough point on accelerating the construction and development of eastern cities, strive to improve the comprehensive service function of cities, give play to the radiation-driven role of eastern cities in western rural areas, and lead agriculture with industry. While promoting urbanization, we should strengthen the basic position of agriculture, support rural areas to adjust their structure to cities, open up markets, serve cities, develop suburban urban agriculture, guide the orderly flow of population and production factors between urban and rural areas, and realize urban and rural economic and social progress and prosperity.
(2) Carefully build the eastern city and give full play to the radiation-driven role of the main city.
The eastern urban area has accelerated industrial development and infrastructure construction, and built the Three Gorges Square with distinctive features, showing the characteristics of "culture, greening and humanization". Focusing on "gathering popularity, creating market atmosphere and increasing wealth", Chongqing will be built as the second business center, and the framework of "one central area, three logistics distribution centers and six community businesses" will be gradually formed. Infrastructure construction focusing on transportation has been strengthened, and projects such as binjiang road, Longquan Road, Tianxingqiao Interchange, and widening and reconstruction of small roads have been completed, and the urban appearance has undergone gratifying changes. The strength of the eastern city provides strong support for the development of the western countryside.
(3) Vigorously develop the urban economy and enhance the functions of gathering and dispersing in cities and towns.

The above five items are the main characteristics of operating cities in our region. Practice has fully proved that the strategic decision of the municipal party Committee to implement urbanization is feasible and completely correct. Promoting the process of urbanization is not only the inevitable requirement of the economic development law of agricultural transformation to industrialization and urbanization, but also the main task of the development of "urban economic developed circle" and an important way to build a well-off society in an all-round way, which has far-reaching strategic significance.
However, we must be soberly aware that there is still a big gap between the overall level of urbanization development in our district and the requirements of the municipal party Committee, which is incompatible with the new situation of reform and development in our district. At present, although the urbanization rate in our region is 30.08 percentage points higher than the national average, it is still11percentage point lower than that in the main city. The urbanization rate in the eastern cities reaches 90%, while that in the western regions is only 14%. The gathering and radiation capacity of the eastern urban area needs to be further improved, the investment in urban infrastructure is insufficient, the overall level of urban construction is not high, and the idea of all-round urban management has not been fully reflected. If these problems are not solved in time, it will not only affect the urbanization process in our region, but also affect the overall situation of reform, opening up and modernization in our region.
Second, further clarify the general idea of accelerating the urbanization process in our region.
Accelerating the process of urbanization is an overall and fundamental strategic task in our region. This is not only a long historical process, but also a profound social change. Urbanization is a process involving the transformation of people's mode of production, lifestyle and social structure. The degree of urbanization in a region is determined by the level of productivity. We put forward the concept of urbanization without mentioning it, not to say that there is any essential difference between the two, but to reflect the different levels and degrees of development. Judging from the present situation and trend of urban and rural development in our region, it can cross the stage of small towns and directly become an important part of the main city. Judging from the content of urbanization, there are not only quantitative indicators to explain the level of urbanization, but also quality indicators and functional indicators of urbanization. Geographically, within the planned Second Ring Expressway, 260 square kilometers in the west of our district are included in the main city; From the perspective of urban development, university town, as a breakthrough in the construction of a new city in the west of our region, will have a great driving effect on the urbanization process in the west; From the perspective of industrial structure, the national economy in our region is dominated by secondary and tertiary industries, and the primary industry only accounts for 4% of GDP. Therefore, promoting urbanization rather than urbanization is in line with the actual situation in this region.
At present and in the future, the general requirements for speeding up urbanization in our region are: taking Theory of Three Represents as the guide, taking building a well-off society in an all-round way as the center, taking the lead in basically realizing modernization in Chongqing, adhering to the distribution of productive forces in the east, middle and west, taking the western development as an opportunity, shifting the center of gravity to the west, connecting the east with the west; Adhere to the simultaneous transformation of the old city and the construction of the new district, high-standard planning, high-quality construction and high-level management; Taking infrastructure as the premise, industrial development as the support, advanced culture as the connotation, and rural labor force transfer as the focus; Improve urban functions, expand urban economy, develop urban civilization, and strive to build Shapingba District into a first-class modern urban area with "two cities, one belt and three parks".
Adhering to the above general requirements shows the focus of urbanization construction in our region. With the construction of university town, it will shift from the eastern city to the western part of Gele Mountain. We should adhere to the interaction between eastern cities and western regions, and promote the construction of new cities in the west with the transformation and upgrading of eastern cities. It is necessary to grasp the main contents and interrelations of urbanization, promote the coordinated development of economy and culture, and gradually form the urban development pattern of "two cities" in the old city in the east and the new city in the west, and the eco-tourism belts in Gele Mountain and Zhongliang Mountain, as well as Qingfeng Machinery Industrial Park, Huilongba Textile Industrial Park and Zengjia Ecological Agriculture Park.
The acceleration of urbanization in our region can be roughly divided into three stages:
During the five-year term of the current district committee and government, that is, by 2007, the rural population will be transferred to 70,000, and the urban built-up area will be 68 square kilometers. To promote urbanization in three stages, we must grasp the regional situation, proceed from reality and pay attention to five combinations.

Our district is one of the 40 districts and counties in the city with relatively rapid development, strong economic strength, outstanding scientific and educational advantages and rich cultural heritage. It is necessary to face the market, highlight its characteristics, speed up the structural adjustment of agriculture and rural economy, strive to develop market-oriented, benefit-centered, enterprise-oriented and base-based, and implement regional layout, specialized production, enterprise management and socialized services. It is necessary to improve the level of rural industrialization, realize the benign interaction between industry and agriculture, urban and rural development, and promote the benign economic cycle and coordinated social development.
Third, promoting urbanization should be combined with paying attention to the coordinated development of population, resources and environment. Fourth, promoting the urbanization of rural areas in the west should be combined with the transformation and upgrading of urban areas in the east. The key point of urbanization in our region is 260 square kilometers in the west. Continue to work hard to build the eastern urban area, improve the urban functions, gradually upgrade the functions of commerce, trade, education and culture to the central position of the main urban area, give full play to the radiation-driven role of the east, and actively promote the urbanization process in the west.
Fifth, to promote the process of urbanization, we should pay attention to the combination of government-led and market operation. It is necessary to give full play to the leading role of the government in promoting urbanization and the basic role of the market in resource allocation. Strive to build a diversified investment and financing system with smooth channels, improve the credit and investment environment, actively attract foreign investment, operate cities with market-oriented concepts, methods and means, and continuously enhance the motivation and stamina of urbanization.
The combination of these five aspects is not only the experience of urbanization construction in our region in recent years, but also an important guiding ideology for further accelerating urbanization development.
Third, the overall layout of promoting urbanization strategy
Accelerate the construction and development of the eastern, central and western regions, and gradually form a new pattern of urbanization development with clear levels, reasonable structure, point-axis connection and interaction.
The eastern city of 60 square kilometers should be strong and beautiful. We should improve our functions, enhance our strength and enhance our image. The 60 square kilometers of Geleshan and Zhongliangshan in the central area should be particularly refined. It is necessary to improve the overall planning and tap the rich anti-Japanese war culture, Bayu culture and Hongyan culture in Geleshan. Accelerate the development of eco-tourism and improve the tourism service function; Do a good job in returning farmland to forests and grasslands, closing hillsides to facilitate afforestation, developing flower industry, and building Geleshan Town and Zhongliang Town in central China into first-class leisure and holiday belts.
260 square kilometers in the west should be made bigger and better. Focus on the integration of the three major parks and upgrade the scale. In particular, we should do a good job in the construction of Huilongba Textile Park, cooperate with Shanghai, Ningbo and other places, develop textiles and clothing, enhance the ability of self-export to earn foreign exchange, and make it a "unique" textile industry in Chongqing. Strive to build the western new city into a modern science and education new city and a beautiful landscape in western China.
Four, the main task of accelerating the process of urbanization in our region
(1) Planning with high standards and scientifically promoting urbanization.

Urbanization planning should break local protection, introduce competition mechanism, strengthen international exchanges and cooperation, boldly introduce advanced planning and design schemes at home and abroad, and cooperate with well-known planning and design units at home and abroad. It is necessary to raise funds through multiple channels, integrate existing special financial funds and increase investment in urban construction. Accelerate infrastructure construction and social development. Actively explore new ways to attract investment in urbanization development in our region, and constantly improve the effectiveness of attracting investment. In accordance with the principles of legality, voluntariness and compensation, we will actively explore the establishment of a rural land use right transfer mechanism. Take measures such as "less changes" in household registration, establishment, salary and treatment, encourage government officials and school teachers to work in cities and towns, and create a good policy environment for accelerating urbanization.
Five, strengthen organizational leadership, and effectively promote the process of urbanization.
