On the basis of providing basic catering services, the Civil Affairs Bureau focuses on the increasingly multi-level and diversified catering needs of the elderly, takes a problem-oriented and precise policy, and fully promotes the "Xi Xin Xiang Companion" to help the elderly, creating an "upgraded version" of catering services for the elderly in Xicheng.

For the catering quality problem that the elderly and their families are most concerned about, the Civil Affairs Bureau also strictly controls "access" from four aspects:

In terms of hardware conditions, it is required that the use area of the regional food aid center should be not less than 300 square meters in principle, with fixed food processing, distribution and centralized dining places, and the dining places should be equipped with barrier-free facilities;

In terms of service qualification, food suppliers are required to have the qualification of catering service management within the city. The introduction of social catering enterprises shall obtain the food business license according to law, be able to bear the responsibility of food safety and have a good social reputation;

In terms of service scale, it is required to deliver more than 100 people per meal, provide centralized dining for more than 30 people at one time or have more than 5 community centralized dining spots, with an average daily service capacity of more than 50 people;

In terms of service quality, employees are required to hold health certificates, uniform labels, uniform food procurement, uniform distribution tools, uniform work clothes, recipes and prices posted on the wall, and the fees are "guaranteed at a small profit", which reflects public welfare.
