Article 1 In order to promote the high-quality development of miscellaneous grains industry, improve the quality of miscellaneous grains products, and promote the development of the whole industrial chain of miscellaneous grains, these Regulations are formulated in accordance with relevant laws and regulations and combined with the actual situation of this Municipality. Article 2 These Regulations shall apply to the planning, ecological protection, industrial development, industrial support, industrial safety and other activities of miscellaneous grains industry within the administrative area of this Municipality. Article 3 The development of coarse cereals industry should follow the principles of large-scale planting, standardized production and commercial circulation, and build an industrial system in the whole process of planting, processing and circulation. Article 4 The people's governments of cities and counties (cities, districts) shall incorporate the development of coarse cereals industry into the national economic and social development plan. Article 5 The Municipal People's Government shall co-ordinate the formulation of policies and measures for the development of miscellaneous grains industry, establish and improve the deliberation and coordination mechanism, and study and solve major problems. Article 6 The departments of development and reform, science and technology, industry and information technology, finance, natural resources, ecological environment, water conservancy, agriculture and rural areas, and market supervision of the people's governments of cities and counties (cities, districts) shall, according to their respective functions and duties, do a good job in overall planning, coordination and guidance, and provide services, and give key support in funding and project arrangement. Article 7 The Municipal People's Government shall, according to the land and space planning and the relevant policies and measures of the Shanxi Provincial People's Government, formulate a special plan for the development of coarse cereals industry and organize its implementation.

The county (city, district) people's government shall, according to the special development plan of the Municipal People's government, formulate the implementation plan for the development of coarse cereals industry in this administrative region, determine major projects and industrial development projects, and clarify the objectives and tasks for the development of coarse cereals industry in this region. Article 8 The people's governments of counties (cities, districts) shall take measures to build infrastructure for planting miscellaneous grains and protect the ecological environment. With the approval of the people's government at the county level, characteristic planting areas with special geographical conditions can be designated as demonstration bases for coarse cereals production. Ninth county (city, district) people's government departments in charge of agriculture and rural areas should strengthen the protection of coarse cereals germplasm resources, and support the cultivation, production, renewal and popularization of improved varieties. Article 10 The relevant departments of the people's governments of cities and counties (cities, districts) shall promote the use of organic fertilizers in the cultivation of miscellaneous grains, carry out soil testing and formula fertilization, promote comprehensive prevention and control technologies of biological and physical pests and diseases, and prohibit the use of highly toxic, highly toxic and high-residue pesticides and agricultural inputs explicitly prohibited by the state. Article 11 The Municipal People's Government shall make overall coordination, promote the entry of coarse cereals products and their products into domestic and foreign markets, and promote the construction of coarse cereals market and export platform. Article 12 The people's governments of cities and counties (cities, districts) shall promote the construction of integrated industrial parks for miscellaneous grains, and promote the development of chain operation, logistics and distribution, e-commerce platforms, supermarket chains and modern exhibitions. Article 13 The people's governments of cities and counties (cities, districts) shall guide and standardize the circulation of rural land contractual management rights, support the large-scale planting of coarse cereals and the standardization of family farms, encourage the development of coarse cereals processing enterprises, and build a coarse cereals industrial chain integrating production, processing and marketing. Fourteenth to encourage the declaration of green organic products, agricultural products geographical indication certification and brand-name products, ecological origin protection products, China good grain and oil identification, encourage enterprises to develop high-quality, characteristic, high-end products, and build product brands and corporate brands. Article 15 The people's governments of cities and counties (cities, districts) shall arrange special funds for the development of coarse cereals industry, and focus on supporting the protection of coarse cereals germplasm resources, the cultivation and promotion of improved varieties, the construction of standardized planting bases, the quality testing of coarse cereals, the establishment of coarse cereals brands and the construction of trading platforms, so as to promote the healthy and sustainable development of coarse cereals industry. Article 16 The people's governments of cities and counties (cities, districts) shall support the development of coarse cereals industry by means of discount loans and awards instead of subsidies.

Support banking and other financial institutions to innovate financial products, optimize financial service methods, simplify loan approval processes, broaden financing channels, increase credit supply, lower entry barriers and reduce comprehensive financing costs according to the characteristics of miscellaneous grains industry.

Encourage insurance institutions to carry out local agricultural product insurance pilot and characteristic insurance business, and enhance agricultural risk resistance. Article 17 County (city, district) people's governments shall take measures to guide and standardize farmers in professional cooperatives to grow miscellaneous grains, and give priority to supporting qualified miscellaneous grain agricultural projects. Article 18 The people's governments of cities and counties (cities, districts) shall support enterprises, farmers' professional cooperatives and other producers and operators of miscellaneous grains industries to establish trade associations according to law, standardize industry behaviors, strengthen industry self-discipline and personnel training, carry out the construction of industry integrity, and guide the producers and operators of miscellaneous grains to produce and operate according to law. Article 19 The people's governments of cities and counties (cities, districts) shall support institutions of higher learning, scientific research institutes and miscellaneous grain processing enterprises to jointly establish a mechanism for scientific and technological innovation and achievement transformation, and carry out research and development and popularization of technologies such as fine variety cultivation of miscellaneous grains, advanced farming and cultivation, new machinery and equipment, and deep processing of products. Twentieth city and county (city, district) people's governments shall establish a training mechanism for scientific and technological personnel in the miscellaneous grain industry and strengthen the construction of practical talents in rural areas. Article 21 The quality inspection system shall be implemented for miscellaneous grains, and the relevant departments of the people's governments of cities and counties (cities, districts) shall standardize the inspection, recording, issuing certificates and claiming certificates in the production, purchase, storage, processing, transportation, sales, import and export of miscellaneous grains, and establish and improve the quality traceability system for miscellaneous grains. Article 22 The containers, equipment, preservatives, additives and packaging materials used for processing, storing and transporting miscellaneous grains shall comply with the relevant provisions of national food safety laws and regulations and relevant mandatory technical specifications.
