Actively promote real estate enterprises to resume work and production

(I) Scope of resumption of work and production

Relevant enterprises, real estate development projects and real estate sales places engaged in real estate development and intermediary brokerage activities within the city.

(II) Procedures for resumption of work and production

1. Real estate development enterprises and real estate intermediaries should set up special epidemic prevention and control institutions, with the legal representative of the enterprise as the first responsible person, and formulate the enterprise epidemic prevention and control work plan and emergency plan for epidemic disposal. According to the requirements of epidemic prevention and control, provide sufficient protective articles such as masks, gloves and thermometers, as well as disinfection articles such as hand sanitizer, disinfectant and alcohol.

2. After the epidemic prevention and control measures of enterprises and projects are put in place, they can resume work and production with the consent of the local government or the leading group for epidemic prevention and control, and after reporting to the competent department of housing and urban construction of the county (city, district) where they are located. The real estate agency in the central city (excluding Lingcheng District) reported to the Municipal Housing Management Center. The local government or the epidemic leading group has other policy requirements, according to the local policy requirements. During the resumption of work and production, it is necessary to comply with the relevant policy requirements of the local government or the epidemic leading group.

Formulate emergency response plans, and immediately send employees with symptoms such as fever and dry cough to medical institutions for treatment, adhere to early detection, early reporting, early isolation and early treatment, deal with problems decisively, and resolutely prevent the occurrence of clustered COVID-19 infection. As the primary responsible body for epidemic prevention and control of the project, real estate development enterprises decompose the epidemic prevention responsibilities of all parties involved in the real estate development project to their posts, ensure that the responsibilities go to people, and strictly follow the requirements of the Notice of the Municipal Bureau on Strictly Doing a Good Job in Epidemic Prevention and Control of Construction Sites, and do a good job in epidemic prevention and control of the project with the construction unit.

(2) establish a staff control mechanism. Enterprises should establish a "roster" of returned employees, establish an enterprise employee information ledger, implement "one person and one file" management of health status, and check the health status of each employee and family member and the travel situation during the holiday season one by one. Establish a staff temperature detection system, set up detection points in production areas, office areas, dormitory areas and other points, and strictly check the staff temperature. The enterprise canteens should eat in batches or scattered, and strengthen the prevention and control of epidemic situation during the project construction.

(4) strictly control the sales behavior. During the epidemic prevention and control period, all commercial housing sales offices (case sites) and intermediary stores in the city are prohibited from holding various kinds of group activities such as exhibitions, conferences, thank-you meetings, opening ceremonies, promotions, etc. to avoid people gathering. Encourage real estate development enterprises and real estate agencies to release information about newly-built commercial housing or second-hand housing in a timely manner by means of internet and telephone, so as to reduce face-to-face contact. On the premise of ensuring that the epidemic prevention and control measures are in place, "one-on-one" appointments can be made to see the house and sign the contract.

III. Strengthening Guidance and Supervision on Resumption of Work and Production

Housing construction departments and housing management departments at all levels should perform their duties of guidance, support, coordination and service, guide, help and urge real estate enterprises to do a good job in epidemic prevention and control and resume production, actively help enterprises to coordinate and solve difficulties and problems in resuming work and production, and make every effort to provide guarantee for enterprises to resume work and production. It is necessary to strengthen industry supervision and management, supervise and inspect the epidemic prevention and control of enterprises that have resumed work and production, and supervise and inspect the ineffective implementation or resumption of production. In case of emergency, it is necessary to report to the local government immediately, take corresponding measures in time, and report the relevant situation to the Municipal Housing and Urban-Rural Development Bureau.
