Article 1 of the regulations of October 3, 1983 stipulates that if the consumption exceeds 15 euros (including tax), the restaurant is obliged to issue the bill before the customer pays. For consumption below this amount, it is not necessary to provide the bill, but the restaurant is obliged to provide it if the customer requests it.
In addition, Article 2 of the Regulation of June 8th, 1967 stipulates that the following information must be clearly stated in the bill of a restaurant:

-What kind of official restaurant it belongs to, and whether it involves tourist restaurants
-The price classification of all services, whether it includes tax and the total consumption of customers

this regulation requires that information about value-added tax (TVA) be indicated in the bill.
