All units in the whole region form a joint effort of service enterprises, guide enterprises returning to work to strengthen prevention and control measures, help prevent and control material production enterprises and enterprises greatly affected by the epidemic, and coordinate their raw material supply, logistics and transportation, material safety prevention and control, labor disputes and other issues. For enterprises whose foreign trade orders are affected, assist in issuing force majeure facts. Carry out special research to support enterprises that encounter special difficulties during the epidemic.
10. Strengthen enterprise employment guidance and services. If enterprises temporarily increase employment during the resumption of work, build a communication platform between supply and demand between enterprises, realize the effective allocation of human resources in a short time, and do a good job in guiding and coordinating labor relations.
Minhang District will continue to optimize administrative examination and approval, increase the intensity of "one network" and standardize administrative law enforcement. Eligible enterprises should apply to relevant departments and units before April 30, 2020. After the release of this policy, the central government and the municipal government issued relevant support policies, which shall be implemented in accordance with the superior policies.
