in order to conscientiously implement the objectives and tasks of food safety supervision and sampling in the Opinions of the Central Committee of the State Council on Deepening Reform and Strengthening Food Safety, strengthen food safety supervision and grasp the food quality situation in the whole region, according to the requirements of the document Notice on Printing and Distributing the First Batch of Food and Edible Agricultural Products Supervision and Sampling Plan in 2121 and combining with the actual situation in the whole region, the Implementation Plan for Food and Edible Agricultural Products Safety Supervision and Sampling in 2121 is formulated.
I. tasks
in 2121, the tasks of food safety supervision and sampling inspection in the whole region include provincial and municipal edible agricultural products sampling inspection tasks undertaken by counties and districts, district-level food sampling inspection tasks, and various special sampling inspection tasks. The specific arrangements are as follows:
(1) Sampling indicators of superiors. According to the city's food safety sampling qualified rate reached 98%, and the food safety sampling inspection quantity reached 4.1 batches per thousand people, combined with the requirements of the annual sampling inspection quantity in 2119, the sampling inspection tasks were reasonably arranged on the principle that the sampling inspection quantity of food at the city and county level reached 4.2/ batch (plus points) within the administrative region.
(2) Sampling task allocation. In principle, the sampling tasks shall not be less than the sampling amount in 2119. Based on the opinions of the Municipal Bureau on the allocation of sampling tasks, the annual sampling tasks shall be no less than 1,171 batches (the annual sampling tasks are 985 batches, and the insufficient part shall be supplemented by special sampling), and the varieties and items shall be dynamically adjusted according to the provincial and municipal bureau sampling plans. The sampling area covers the production and operation sites of food and edible agricultural products in the whole region, and the specific allocation is as follows:
1. District-level food safety supervision sampling tasks *
1) food circulation (focusing on farmers' markets, shopping malls, supermarkets, convenience stores and small grocery stores in the urban-rural fringe) ***155 batches;
2) 211 batches of food consumption (focusing on local catering food, small and medium-sized catering units and vendors);
3) 81 batches of food production links (focusing on small food workshops and local production enterprises).
2. ***551 batches of sampling inspection tasks for provincial edible agricultural products (see Annex 1 for details)
The proportion of sampling inspection tasks for edible agricultural products shall not be less than 51% of the total sampling inspection tasks for the whole year. Sampling inspection shall be carried out according to the required varieties and items designated by the provincial level, and at the same time, there shall be no less than two self-inspection items (see Annexes 3 and 4 for details), and vegetables, fruits, livestock and poultry meat, aquatic products and fresh eggs sold in the local market shall be sampled.
3. Special sampling tasks of the Regional Bureau
Sudden, seasonal and seasonal special sampling of food safety shall be separately formulated and organized by the relevant business departments of the Regional Bureau.
II. Arrangement of food sampling inspection at the district level in 2121

(2) sampling time and frequency. In principle, the annual sampling tasks shall be evenly distributed, and the sampling amount of food produced and sold seasonally or food with seasonal quality and safety risks shall be increased in the corresponding seasons. Seasonal foods should be sampled before the festival. Appropriately increase the sampling frequency of large-scale production enterprises with more production varieties. In principle, the sampling of food safety in the whole region will be completed before October 5, and the inspection will be completed before February 11.
(3) sampling objects. Sampling varieties should cover key varieties with high risk, low qualified rate and large consumption as far as possible, and appropriately increase the sampling inspection of various food business entities in urban-rural fringe. Highlight key areas such as food production gathering areas, food and edible agricultural products centralized trading markets, food problem-prone areas, primary and secondary school kindergarten campuses and surrounding areas. The sampling of food circulation links covers different formats such as farmers' markets, supermarkets and small grocery stores. Food consumption sampling focuses on central kitchens, collective dining distribution units, canteens of schools and kindergartens, small restaurants and other catering service units. 111% coverage of small food workshops, covering all production enterprises as far as possible, and covering different formats to the maximum extent.
(4) sampling inspection. Each inspection agency shall strictly implement the requirements of the Detailed Rules for the Implementation of National Food Safety Supervision and Sampling Inspection, the Standards and Requirements for Food Safety Sampling Inspection and other relevant documents, organize professional sampling teams to conduct sampling according to the procedures for supervision and sampling inspection, pay attention to the scientificity and representativeness of the samples, and the inspectors shall inspect the food in strict accordance with the food safety standards and inspection standards to ensure the objectivity, fairness and accuracy of data and conclusions.
(5) data submission. Each inspection agency shall input the sampling and inspection information in a timely manner in strict accordance with the prescribed time limit and specification requirements? National food safety sampling information system? The food safety problems found in the inspection shall be reported to the Food and Drug Department of the District Bureau in time. If it is found that there may be major potential risks or acute health risks in unqualified samples, it shall be reported within 24 hours after the inspection results are confirmed. Regularly analyze the sampling situation and submit the analysis report of food safety sampling results in time.
(6) verification and disposal. After receiving the unqualified food inspection report, the market supervision departments at all levels shall promptly deliver the unqualified report and start the verification and disposal work. If the unqualified report indicates that it may cause serious harm to health and life safety, the verification and disposal work shall be started within 24 hours. Market supervision departments at all levels should pass? National food safety sampling information system? Timely report the progress of verification and disposal. In the process of verification and disposal, if it is found that it is suspected of a crime or involves the duties of other departments, it shall be transferred in time. Cases involving major food safety violations should be reported in time.
(7) information release. Supervision and sampling information should be announced to the public through the website of the Regional Bureau in a timely manner. The published contents include qualified product information and unqualified product information. The published contents shall meet the requirements of the superior market supervision department.
III. Division of work
(1) The Food and Drug Department is responsible for the comprehensive coordination and planning of sampling inspection; Responsible for collecting, summarizing and sampling relevant information, data and information publication.
(2) The inspection brigade is responsible for the sampling inspection of food production links and food consumption links (medium-sized and above social restaurants and canteens) at the district level, the verification and disposal of unqualified products and the reporting of disposal information.
(3) The market supervision offices are responsible for the sampling inspection of food consumption (small and below catering) and the circulation of food and edible agricultural products, the verification and disposal of unqualified products and the filling of disposal information.
(4) The entrusted third-party food testing institution is responsible for food sampling, testing and data uploading on the test result platform.
IV. Work Requirements
(1) Strengthen division of labor and coordination. All agencies, relevant departments of the bureau and the inspection brigade should attach great importance to and cooperate closely, clarify the division of responsibilities, sampling procedures and information reporting time nodes, and ensure the orderly development of sampling and follow-up processing. At the same time, all units should be problem-oriented, improve the rate of problem discovery, disposal and reporting, and give full play to the regulatory effectiveness of sampling inspection.
(2) standardize working procedures. All agencies, inspection teams and inspection agencies should further optimize the work flow, cooperate closely with departments and improve work efficiency in combination with the actual sampling work. It is necessary to strictly implement the time limit requirements such as sampling and sample delivery, inspection, non-conformity report transmission, objection re-inspection, verification and disposal (reporting), and information release, so as to ensure that all sampling data are entered? National food safety sampling information system? To ensure the smooth and effective development of the work.
(3) strict schedule management. All units should steadily push forward the arrangement of monthly, quarterly and annual sampling work progress, and coordinate the implementation of various tasks. Complete the annual sampling plan before 11/15/2119, and summarize the information of annual sampling results before 12/15/2119 and report to the Municipal Bureau in time.
(4) Strengthen supervision and evaluation. The provincial bureau has included the sampling inspection of food and edible agricultural products into the annual assessment of government food safety objectives, and assessed the whole process of food safety sampling inspection. And establish a notification mechanism to notify local government departments when necessary to ensure the quality and efficiency of sampling inspection.
(5) strict work discipline. The market supervision departments, sampling units, inspection agencies and relevant personnel participating in the sampling inspection shall not arbitrarily change the sampling inspection information, conceal, falsely report or omit the inspection data, release the information about the sampling inspection without authorization, notify the sampling inspection unit in advance and accept the gifts from the sampling inspection unit before carrying out the sampling work, and shall not use the sampling results to carry out paid activities or seek illegitimate interests. All illegal sampling behaviors found shall be investigated for the responsibility of relevant units and personnel according to laws and regulations.
(6) Strengthen problem orientation. According to the actual needs of food safety supervision, such as task deployment, special rectification, food safety accidents, hot public opinion events, case investigation and production and operation of market participants, we will arrange all kinds of special food safety sampling and dynamic adjustment of this sampling plan to ensure effective monitoring of food safety and quality issues.
